Confirmation of Appointments to the Ad Hoc Citizens' Residential
Crime and Burglary Advisory Committee
As directed by Resolution No. 2022-74, the Mayor reviewed the applications received for
appointment to the Ad Hoc Citizens' Residential Crime and Burglary Advisory Committee
and recommends the appointment of three applicants to the Committee, which will be
tasked to: (1) provide recommendations to the City Council regarding educating the public
on steps that can be taken to prevent and deter residential crime and burglary; (2) provide
recommendations to the City Council regarding the addition, modification or elimination
of programs, policies or procedures to prevent and deter residential crime and burglary;
(3) provide recommendations to the City Council regarding the availability of non-profit
and community -based programs, policies or procedures to prevent and deter residential
crime and burglary; (4) provide recommendations to the City Council regarding the
availability and allocation of funding for programs, policies or procedures to prevent and
deter residential crime and burglary; and (5) such other matters as directed by the City
Council.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Confirm Mayor Kevin Muldoon's appointments of Amy Waunch, Lee Pearl and William
Hartford to the Committee.
DISCUSSION:
At the October 25, 2022 City Council meeting, the City Council adopted Resolution
No. 2022-74, which created the Ad Hoc Citizens' Residential Crime and Burglary Advisory
Committee (Committee) and states, in part, that the Committee shall consist of three
citizen members, appointed by the Mayor and confirmed by the City Council.

Pursuant to City Council Policy A-2 (Boards, Commissions and Committees) and the
Maddy Act, an Unscheduled Vacancy Notice for member seats was posted in the City
Clerk's Office, at the Central Library, on the bulletin board in the City Council Chambers,
and on the City of Newport Beach website on October 26, 2022. The City Clerk's Office
also published the notice on October 29, 2022 in the Daily Pilot. The applications are
attached hereto as Attachment A.
Subsequent to reviewing the applications, Mayor Muldoon is recommending that
Amy Waunch, Lee Pearl, and William Hartford be appointed to the Committee.
FISCAL IMPACT:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

I was born and raised in Newport Beach and have been fortunate to raise my children here as weal. My family has benefited from
the exceptional public schools, recreation programs, and beautiful parks, beaches and harbor. As such, I am inspired to give
back to my community by volunteering and becoming involved in our local government. As a first step, I recently completed the
Newport Beach Foundation Distinguished Citizen Program, i gained valuable insight Into how our city is run which has motivated
me to seek a volunteer position on a commission, specifically the Parks, Beaches and Recreation Commission.
I have worked in healthcare for over 20 years, primarily in emergency and trauma departments. I am currently the Trauma
Manager at CHOC Children's Hospital and have a special interest in the health, wellness and safety of youth in Newport Beach.
I am part of the recently convened Newport Mesa E-Bike Safety Task Force and would like to continue to utlize my professional
experience to advocate for a safe environment for all community members.
I am also interested in the Ad Hoc Citizens' Residential Crime and Burglary Advisory Committee.

1978. After graduating from Menlo College in 1983, 1 accepted a police officer position with the Newport
