Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Planning: Please see the attached Planning Division Plan Check Corrections list.
All corrections must be addressed. At the time of resubmittal, submit a written
response to the correction list and redlined plans.
2. Public Works: Please see the attached redline plans from Public Works.
a. Ensure the door/gate swing does not project into the alley way and
easement area.
b. Remove all projection encroachments (including lattice and roof eaves) into
the alley way and easement area.
3. Notice of Application Filing: Please see the attached Notice of Application Filing.
The Notice of Application Filing must be posted on site at a conspicuous place,
easily readable by the public and placed as close as possible to the site of the
proposed development. The notice must also be posted on weatherproof paper.
Prepare and post the notice on site and submit a photo of the posting with clear
location either by email to jtran@newportbeachca.gov or by uploading directly to
City Virtual Connect (CiViC) portal. A copy of the notice for posting may also be
picked up in office.

Scope of Work: Coastal Development Permit for SFR
Setbacks: F: 10’, S: 3’, R: 10’ (alley)
1. Provide the calculations for buildable area (less setbacks), floor area limitation (buildable
area x 2), and open volume area requirements on Sheet T1.
a. The open volume area requirement is calculated at buildable area x 15%. Provide
the square footage of proposed open volume area to meet this requirement.
2. On the Site Plan (Sheet A1.1) show the 10’ utilities easement in the rear of the property.
3. Accessory structures including fences, hedges, walls, and retaining walls are limited to 6
feet in the side setback and 42 inches in the front setback. Label the height of all walls and
fences from natural grade to the highest point.
4. Roof overhangs and eaves may encroach up to 30 inches into required side setback areas
provided it does not project closer than 24 inches from the side property line. Show the
dimension of all roof overhangs and eaves to property line to ensure they comply with this
requirement.
5. Remove all projections encroaching into the alley (see redlines from Public Works).
6. Provide a sheet showing the outline of the proposed structure over a topographic survey
(stamped and signed by a licensed surveyor) to verify the slope and established grade to
be used for measuring height.
The established grade shall be determined using the average of the elevations at each
corner of a four-sided polygon that most closely approximates the actual footprint of the
proposed structure within the buildable area. (A + B + C + D = X; X ÷ 4).
7. The maximum height is 29’ for sloped roofs and 24’ for flat roofs. Label the established
grade on all elevations and show the overall height of the structure as well as the height
from established graded to all deck rails and flat elements.
8. The Housing Crisis Act Compliance for Demolitions form must be completed and signed by
the property owner. The form shall be copied into the demolition/construction plans before
the issuance of a building permit.
Please submit written responses to this corrections list and redlined plans at the time of
resubmittal.

1.Under no circumstances will there be any material substitutions, except with the
express consent of the Landscape Architect/Designer.
2.The contractor is responsible for the costs associated with procuring the services of
a soil testing laboratory to perform an Agricultural Suitability Analysis for both native
plants and traditional plant materials. Their recommendations are to be followed for soil
preparation and backfill amendment and procedures, and for maintenance fertilizer
applications. Two random samples shall be taken from each on-site stockpile of native soil
and delivered by the contractor to the soils testing laboratory.
3. For bidding purposes only, the contractor is to assume the following amendment
for soil preparation, and is to assume utilization of amended site soil for plant pit backfill:
Incorporate into the soil the following materials, per procedures described in the
specification. Material amounts per 1,000 square feet:

6.A minimum three-inch (3) layer of mulch shall be applied on all exposed soil

7. Class 1 Recycled Bark Mulch is required within planter areas at a depth of 3” for
