Ben,
Thank you for the relatively early posting of the agenda for the Feb. 1 joint GPUSC/GPA meeting.
I hope to find time to provide some more formal comments prior to the meeting, but I would like to suggest:
1.I was surprised to see the Request for Proposals (#23‐17) for a consultant to assist with public outreach
and coordination, which the GPUSC reviewed last August, and which was posted in December, is
currently listed as "canceled" with no new RFP appearing. I think it would be helpful, and there is still
time, to add that as agenda item for the GPUSC to discuss. This is of interest to the GPAC as well, as the
consultant was supposed to work with and assist us.
2.I also think it would be helpful for staff to provide guidance as to where the GPAC members can review
the General Plan we are being asked to recommend updates to. To the best of my knowledge, there
are no paper copies available for public inspection, and the "large file" provided for download on the
City's General Plan page (providing illustrations integrated with text) has not been updated since 2019,
and hence does not contain the current Housing or Circulation elements.
3.Most importantly, before setting too firmly on a course for the present GPAC, I think it would be useful
for the members (and perhaps the GPUSC members, as well) to be able, if they wish, to review the
experience of their citizen predecessors who recommended the current Plan, and attempt to
understand how they approached the same problem. To that end, I made a Public Records Act in 2014,
and have archived the City's response at the following "Dropbox" link. Anyone following the link can
download, or view online, the agendas, packet materials and minutes of both the Update and Advisory
Committees from the 2000‐2006 effort:

I hope that link can be shared with the other GPAC members (or some other link if the City has those
materials archived elsewhere).
4.Finally, in agenda Item V.b, I think there is a slight misstatement where it says "As directed in the City
Council Resolution forming the Steering Committee, Chair Gardner and the Steering Committee will
select the Chair and Vice Chair of the General Plan Advisory Committee from Committee members." I
do not believe the GPUSC is authorized to appoint a Chair or Vice Chair, but only to make a
recommendation to the Council.
