Response to First Review of Preliminary Water Quality Management Plan
We have received the WQMP Comments prepared by the City of Newport Beach and offer the
following responses:
1. Harvest and Use is not feasible for this project as discussed in Section IV.3.3 of the pWQMP
(Worksheet J).
2. Hydrologic Source Controls are not feasible for this project. HSC‐1 and HSC‐2 are not feasible
because the site does not meet infiltration feasibility criteria. HSC‐3 (street trees) do not apply to
this project. HSC‐4 (rain barrels) fall under harvest and use and are therefore not feasible. HSC‐
5 (green roof) and HSC‐6 (blue roof) are not generally applied to single‐family construction.
3. Structural source controls S‐3 and S‐4 are already included in the pWQMP. Source controls S‐6
(loading docks), S‐7 (maintenance bays), and S‐12 (hillside landscaping) do not apply to this
project.
4. An exhibit (Figure B‐1) has been added to the pWQMP in Section IV.3.4 to support the fact that
the construction of biotreatment facilities on the site would restrict the use of the development.
Additional explanation has also been provided.
