William Simpson & Associates, Inc., (WSA) is pleased to provide this report in accordance
with Section 21.30.15.E.3 of City of Newport Beach Municipal Code.
STATEMENT OF THE PREPARER’S QUALIFICATIONS
Masoud Jafari, S.E., the preparer of this report, holding a Bachelor of Science Degree in
Structural Engineering from Tehran, Iran, is a Licensed Civil Engineer - Certificate No. C43673 -
and Structural Engineer - Certificate No. S3812 - by the State of California. He joined the company
in 1987 and is now partly the owner, serving as the principal in charge of the company. He has been
actively involved in the design and entitlement of waterfront developments such as custom homes,
seawalls, piers, platforms, floating docks and marinas for over 30 years.
All the above being said, Masoud Jafari, S.E. shall be considered a qualified preparer for the
Coastal Hazard Analysis Report on this project.
OBSERVATION
A cursory observation of the existing seawall/bulkhead and cantilever concrete deck was conducted
by a representative of our office on March 15, 2022. Observed was the visible portion of the
waterfront faces of the seawall and the cantilevered deck. Due to the site conditions, tie-backs were
not accessible, thus not observed.
FINDINGS
The jetted-in pre-cast concrete panels and the cast-in-place coping of the seawall along with
the cantilevered concrete deck were found generally in good condition with minor repairable cracks
which is typical for a concrete structure of this vintage.

CONCLUSION & DESCRIPTION OF PROPOSED WORK
Based on our site observation, we conclude that the existing seawall is required to protect the
proposed principal structure on the lot. To be able to do so, the seawall shall be repaired/reinforced
as reflected on the enclosed Drawing S-2. The proposed work on the seawall and the concrete deck
consist of the following:
1. Demolition of the existing cantilevered concrete deck.
2. Installation of deadman and tiebacks while the lot is vacant, after demolition of the
existing house is completed and prior to the beginning of the construction of the new
house.
3. Form and pour new cantilevered concrete deck with concrete wall along the entire
bayward edge of the deck with top of wall elevation of +10.90’NAVD88.
The above listed construction work shall not require use of mechanized equipment or a barge
on the water, and consist of the following:
Once the seawall is reinforced in accordance with the enclosed drawings, no repair or
replacement of the seawall shall be anticipated in the next 75. If during this period though, the
seawall displays any sign of distress that requires immediate attention, it should be repaired or
replaced at that time accordingly, without seaward encroachment from its current location.
The above conclusion and description of proposed work were prepared based on the existing
conditions, proposed drawings, and within the inherent limitations of this study, in accordance with
generally acceptable engineering principles and practices. We make no further warranty, either
expressed or implied.
