The project site is in the Newport Coastal Streams Watersheds and the water quality is currently listed by the State of California (Approved 2010 303(d) listed Water Bodies & Associated POC) as impaired by the pollutant of Indicator Bacteria. Conceptual WQMP Was a Conceptual Water Quality Management Plan previously approved for this project? No Watershed-Based Plan Conditions Provide applicable conditions from watershed - based plans including WIHMPs and TMDLS. The Newport Coastal Streams Watershed covers 7.77 square miles,  chiefly in the unincorporated area between the Newport Beach and  Laguna Beach. Newport Coast and Muddy Creek, its main tributaries,  drain the San Joaquin Hills. There are two receiving water bodies,  Morning Canyon Creek & Buck Gully Creek, in this watershed.  However, the Lower Newport Bay is the downstream receiving water  body from the project site, which is not potentially susceptible to  hydromodification impacts. Currently, there are three programs are on  implementation phase to reduce TMDLs. These programs to reduce  pollutants of concern to acceptable level per EPA guidelines‐nutrients,  pathogens, and siltation.  PA2022-0306 0 7 05 E . The runoffs from the site will be filtered by fossil filters and transported to infiltration trench, via sub-drain piping, to the curb drain at the driveway, northwest corner of the property, to existing storm drain system of Channel. In other words, the runoff was directly discharged into the Newport Bay and no streams located downstream from the project area are potentially susceptible to hydromodification impacts. II.4 Post Development Drainage Characteristics Describe post development drainage characteristics. The post‐development on‐site runoff will be collected and transported, via proposed piping systems,  to the infiltration trench at the southeast corner of the lot and overflow thru proposed curb drain on  driveway and sheetflow to existing storm drain system on Channel Road.  II.5 Property Ownership/Management Describe property ownership/management. Drainage Patterns/Connections The entire site is drained as sheet flow toward the front of the lot to concrete driveway on Channel Road. Soil Type, Geology, and Infiltration Properties Following are the statements of subsurface conditions by Robert McCarthy Consulting, Inc. The results of our on-site field investigation, as well as nearby investigations by us and others, indicate that the site is underlain by Class D medium dense to dense sands and gravels overlying a bedrock shelf. We recommend using a characterization of this property as a Class D (Default), “Stiff Soil,” Site Classification. Hydrogeologic (Groundwater) Conditions Groundwater was encountered at depths of about 7.5 to 8.5-feet in our exploratory borings. Groundwater levels are anticipated to remain near existing elevations at about elevation +3 in the area. Groundwater is tidal influenced and will fluctuate daily. Geotechnical Conditions (relevant to infiltration) From a geotechnical standpoint, on-site water infiltration is allowable. A minimum setback of 3 feet from the nearest foundation is recommended for large volume runoff. Simple trench drains and permeable pavement surfaces may be allowable without setback with appropriate agency and geotechnical review and approvals. Proposed water infiltration features should be reviewed and approved by the Geotechnical Consultant. Off-Site Drainage No obvious evidence of erosive discharge onto or from the site was noted.
