Brown, City Clerk TITLE: Appointment of a City Arts Commissioner to Fill an Unscheduled Vacancy ABSTRACT: On January 16, 2023, Meghan McNulty resigned from her position on the City Arts Commission. Due to her resignation, the City Council has the opportunity to fill the vacant position pursuant to City Council Policy A-2 (Boards, Commissions and Committees), the City Charter, and the Maddy Act. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Appoint Shireen Amin, John Blom, Gregory Cox, Walter Howald, Melissa Kandel, Susan Krueger, Carol Lee, Christopher Roman, Jamie Simons, Adreana Souleles, Laurel Tippett, or Sorrell Wayne to fill the vacancy on the City Arts Commission for a term ending June 30, 2025. DISCUSSION: On January 16, 2023, Meghan McNulty resigned from her seat on the City Arts Commission. Her term is not scheduled to expire until June 30, 2025. Pursuant to the City Charter and City Council Policy A-2, the City Council's new appointee to the City Arts Commission will serve the balance of Ms. McNulty's unexpired term. According to the Maddy Act and City Council Policy A-2, the City Clerk prepared and posted a Notice of Vacancy on Wednesday, January 25, 2023, in the City Clerk's Office, at the Central Library, on the bulletin board in the City Council Chambers, and on the City of Newport Beach website and published the notice in the Daily Pilot on Saturday, January 28, 2023. As per the notice, applications were accepted by the City Clerk's Office until noon on Wednesday, February 8, 2023, or until filled. 18-1 Appointment of a City Arts Commissioner to Fill an Unscheduled Vacancy February 28, 2023 Page 2 Mayor Blom did not form an ad hoc Appointments Committee to review the applications, therefore, all qualified applications are being submitted to the City Council for consideration. Copies of the applications are attached hereto as Attachment A. Appointment Process Pursuant to City Council Policy A-2, the appointment to the City Arts Commission will take place in the following manner: A. The City Council will vote on all appointments simultaneously. The voting will be done by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the City Council will cast one vote on the paper ballot. To be appointed, an applicant must receive at least four votes. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. �[0��[�I1rev The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). In 2008, we moved to Yosemite National Park to raise our daughter in a natural setting We were there for several years. While there I organized speakers series that were hosted by the Tenaya Hotel. I also developed and implemented a year round program for students, 5-8, to experience Yosemite of the 1800s. This started with a weekend living as the Miwok Indians (who made Yosemite home for 4,000 years) would have lived. Students stayed in bark teepee -like homes, learning to cook with acorns, hunt with sticks and brush their teeth with plants. During the school year they attended live theater productions, had round robins to learn about the customs, dress, history, games and food of the 1800s. All of which culminated in a weekend at the Pioneer Village in Wawona (part of Yosemite) where they did everything from cooking on a wood stove to blacksmithing to playing poker (for candy) in a "saloon" we created. While in Yosemite, I wrote a once a week column for Sierra Magazine called Year in Yosemite. I've also written for Conde Nast magazines, the New York Times syndicate, the LA Times, Los Angeles Magazine and others. I'm the author of a 10-part YA book series and over 50 books for children as well as the writer on many documentaries and films for companies such as Disney and The Discovery Channel. After high school I completed two years at Univ. of Wisconsin in LaCrosse but the desire and curiosity to live in a warmer climate and suburban community brought me to the west coast: San Francisco and eventually to Orange County. I was able to complete my bachelors degree at UCI, co-founded the alumni association, served as President and member of the board of directors and The Chancellors Club. My professional career after college was in public relations and administrative posiions at St. Josephs Hospital (Orange) UCI , The Irvine Company and a real estate license in property management and new home sales for Taylor Woodrow Homes (now Taylor Woodrow Morrison) before retiring. Over the years I have visited museums around the world, studying art and historic sites. Art is an integral part of my life both in my home and outdoors. Living in a community where art is with us as we move in public places, shop, dine and live our lives is truly unusual. It is not relegated to inside museums. One of my social groups recently enjoyed a docent tour of the art in the park adjacent to city hall. I am a volunteer with the Friends of the Library Used Bookstore and frequent events at the Barkley and our numerous performing arts locales. Helping to continue this tradition of art in public places appeals to me and I wish to assist and continue the legacy that the city has established.
