Optimization of Existing City Mooring Rental Program
Summary: The City can generate more revenue at no taxpayer expense by
lowering the rental rate for existing unused city owned and sublet moorings,
rather than spending significant taxpayer money to install new moorings.
Background: The City currently has two classifications of moorings rentals
available to the public:
1. City owned moorings- The City directly owns several moorings that are
underutilized and sit vacant in the harbor due to the fact the city rental rate
is set too high.
2. City sublet moorings- Approximately 20% of offshore moorings in Newport
sit vacant. The vacancies occur when the permitted mooring holder is sailing
the world, between boats or has a boat out of the water for major overhaul.
The city only rents out a small portion of these available moorings due to the
fact the city rental (sublet) rate has been set too high.
Detail: The Harbor Commission is considering altering the existing mooring fields
at significant taxpayer expense in order to install more city owned rental moorings
to the harbor. This may not be prudent given the existing city mooring rentals are
underutilized. Rather than adding more moorings to the harbor, City Council may
consider better utilization of the existing city mooring rental program by lowering
the rental rate to a rate that attracts mooring users. For unknown reasons, the
city has set the existing mooring rental rates at a very high rate. For example, the
city charges a public boater approximately $1,600 per month to rent a mooring for
a 40ft boat. On the other hand, the yacht clubs charge less than half this rate for
their mooring rental programs which appear to be well used. If the city were to
simply lower (optimize) the rental rates for the city mooring rental program (to
better align with supply and demand), it would generate significant revenue at
no additional cost to the taxpayer while eliminating the need to add moorings to
the harbor. In any event, it does not appear prudent to add more city rental
moorings to the harbor given the existing available moorings are extremely
underutilized.
