The Ad Hoc Residential Crime and Burglary Advisory Committee meeting is subject to the Ralph M. Brown Act. Among other
things, the Brown Act requires that the Ad Hoc Residential Crime and Burglary Advisory Committee agenda be posted at least
seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the
Committee and items not on the agenda but are within the subject matter jurisdiction of the Ad Hoc Residential Crime and
Burglary Advisory Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes
per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate
you in every reasonable manner. Please contact Leilani Brown, City Clerk, at least forty-eight (48) hours prior to the meeting to

Public comments are invited on non-agenda items generally considered to be within the
subject matter jurisdiction of the Ad Hoc Residential Crime and Burglary Advisory Committee
(Ad Hoc Committee). Speakers must limit comments to three (3) minutes. Before speaking,
we invite, but do not require, you to state your name for the record. The Ad Hoc Committee
has the discretion to extend or shorten the speakers’ time limit on non-agenda items, provided
the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell
phones off or set them in the silent mode.

Summary: Senior Crime Analyst Kristi Kondo will provide an overview of crime
trends in Newport Beach.
Recommended Action: None.
Crime Prevention Overview2.
Summary: Crime Prevention Specialist Sara Verschueren will provide an
overview of Crime Prevention programs and outreach in Newport Beach.

ABSTRACT:
On October 25, 2022, the Newport Beach City Council passed Resolution No. 2022-74,
establishing the Ad Hoc Residential Crime and Burglary Advisory Committee (Committee)
to provide input and make recommendations that will address residential crime and
burglary in Newport Beach. Staff has drafted an action plan that lists the types of
recommendations sought in Resolution 2022-74 and proposed action items for the
Committee’s consideration.
RECOMMENDATIONS:
a) Review, modify and approve draft action plan. Assign fact finding duties for each
of the action items listed under the Committee’s four recommendations, as set forth
by the City Council in Resolution 2022-74, and set a date to report back to the
Committee.
DISCUSSION:
Resolution No. 2022-74 established an Ad Hoc Citizens’ Advisory Committee
(Committee) to provide input and make recommendations that will address residential
crime and burglary in Newport Beach. The recommendations will focus on:
• The addition, modification, or elimination of programs, policies, or procedures to
prevent and deter residential crime and burglary;
• The availability of non-profit and community-based programs, policies, or
procedures to prevent an deter residential crime and burglary;
• The availability and allocation of funding for programs, policies, or procedures to
prevent and deter residential crime and burglary; and
