TITLE: Hillsborough Pump Station Rehabilitation — Award of Contract
No. 8758-2 (23W12)
ABSTRACT:
The City of Newport Beach (City) has received construction bids for the Hillsborough
Pump Station Rehabilitation project. This project will replace the existing pump and motor,
add a new standalone motor starter, replace valves and lighting, and add new electrical
power, controls and panels at the water pump station off Hillsborough in the Spyglass Hill
area. Staff requests City Council approval to award the construction contract to Vicon
Enterprise, Inc. of Anaheim.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(c), Class 1 (maintenance of existing public facilities
involving negligible or no expansion of use) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because this project has no potential to have a
significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 8758-2 to Vicon Enterprise, Inc. for the bid price of $354,000 for
the Hillsborough Pump Station Rehabilitation project, and authorize the Mayor and
City Clerk to execute the contract; and
d) Establish a contingency of $53,000 (approximately 15 percent of total bid) to cover the
cost of unforeseen work not included in the original contract.
DISCUSSION:
The Hillsborough Pump Station is part of the City's water distribution system and consists
of a pump station with one booster pump. The site is located at the pump station building
located on Hillsborough and Spyglass Hill Road, at the entry to the Harbor Hill community.
The project scope entails a new pump, standalone starter, new motor, new pressure relief
and check valves, electrical power and controls, conduit, wiring and miscellaneous
lighting improvements.

Originally built circa 1979, the pump station has a constant speed, four -stage vertical
turbine pump, a 250 hp motor, and non -rising stem style gate valve. The pump station is
controlled manually based on the level in the reservoir and is only used in cases of
emergency to pump from Zone 3 to feed Zones 4 or 5 of the distribution system (Spyglass
Hill area). The turbine pump is at the end of its service life and needs to be replaced.
At 10 a.m. on February 15, 2023, the City Clerk opened and read the following bids for
this project:

The City received eight bids for this project. The low bidder, Vicon Enterprise, Inc.,
possesses a California State Contractor's License Classification "A" General Engineering,
as required by the project specifications. A review of references for Vicon Enterprise, Inc.
shows satisfactory completion of similar contracts for other municipalities.
The low bid was 48 percent below the Engineer's Estimate of $740,000. The cost for
mobilization, conduit, lighting and instrumentation were much lower than anticipated as
staff had adjusted the Engineer's Estimate prior to bidding to account for the recent
inflationary and supply chain cost issues. The high number of bids received indicates a
competitive bidding climate.
Pursuant to the contract specifications, the contractor will have 250 consecutive working
days to procure the necessary materials/equipment and complete the work. Notice to
proceed is expected in May.
The project plans and specifications will be available for review at the March 28, 2023
City Council meeting or upon request.
FISCAL IMPACT:
Sufficient funding is available from the Fiscal Year 2022-23 Capital Improvement Program
(CIP) budget for completion of this contract. The funds will be expended from the Water
Capital Distribution/Piping Account in the Public Works Department, 70201931-980000-
23W12. The following funds will be expended:

Staff recommends establishing $53,000 (approximately 15 percent) for contingency
purposes to cover the cost of unforeseen conditions associated with construction.

Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
