RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Authorize the use of $32,533.05 from the Ackerman Fund; and c) Approve Budget Amendment No. 23-058 to increase expenditure appropriations by the same amount in account 83160-911024 for purchase and installation of a new projector for the Friends Meeting Room. DISCUSSION: The projector in the Friends Meeting Room at the Central Library is more than a decade old, with aging technology that needs updating and replacing rather than repair. The projector is no longer reliable and does not always function as expected. Library programs held in the Friends Meeting Room often utilize the projector. The Library Services Department (Library) and other City of Newport Beach departments frequently use the projector to conduct training workshops. In order to continue to offer high -quality programs to the community and maximize use of the room, the Library needs to upgrade the technology. Information Technology Division staff worked with the vendor to determine the Library's needs and recommends moving forward with the quote received. The Ackerman Funds were designated for the purchase of library technology. A new projector will benefit patrons of all ages who attend the programs in the Friends Meeting Room. 9-1 Request to Appropriate Ackerman Funds for the Purchase of a New Projector for the Friends Meeting Room at the Central Library April 11, 2023 Page 2 FISCAL IMPACT: Budget Amendment No. 23-058 appropriates $32,533.05 in increased expenditure appropriations from the Ackerman Fund, account 83160-911024. The Ackerman Fund (Fund 831) has a reserve balance of approximately $1.2 million. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
