No. 9095-1 (23T01)
ABSTRACT:
The City of Newport Beach (City) has received construction bids for the Fiscal Year 2022-
23 Traffic Signal Rehabilitation Project and requests City Council approval to award the
construction contract to International Line Builders, Inc., dba ILB Electric of Corona,
California. The proposed signal improvements will address the existing signals on
Newport Coast Drive from Sage Hill to Ridge Park Road.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Approve the project plans and specifications;
c) Award Contract No. 9095-1 to International Line Builders, Inc. dba ILB Electric for the
bid price of $680,411, and authorize the Mayor and City Clerk to execute the contract;
and
d) Establish a contingency of $68,000 (approximately 10 percent of total bid) to cover the
cost of unforeseen work not included in the original contract.
DISCUSSION:
The Public Works Department operates 123 City -owned traffic signals. Annually, a project
is developed to replace and rehabilitate older traffic signals that are nearing or at the end
of their service life. The work consists of replacing aging poles, controller cabinets,
equipment and wiring to maintain the existing traffic signal operation and increase the
reliability of the traffic signal system. For this budget year, the project consists of the
following three locations:
Newport Coast Drive at Sage Hill
Newport Coast Drive at Gas Recovery
Newport Coast Drive at Ridge Park Road
