Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Senior Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: FY2022-23 Traffic Signal Rehabilitation Project — Award of Contract No. 9095-1 (23T01) ABSTRACT: The City of Newport Beach (City) has received construction bids for the Fiscal Year 2022- 23 Traffic Signal Rehabilitation Project and requests City Council approval to award the construction contract to International Line Builders, Inc., dba ILB Electric of Corona, California. The proposed signal improvements will address the existing signals on Newport Coast Drive from Sage Hill to Ridge Park Road. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve the project plans and specifications; c) Award Contract No. 9095-1 to International Line Builders, Inc. dba ILB Electric for the bid price of $680,411, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $68,000 (approximately 10 percent of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The Public Works Department operates 123 City -owned traffic signals. Annually, a project is developed to replace and rehabilitate older traffic signals that are nearing or at the end of their service life. The work consists of replacing aging poles, controller cabinets, equipment and wiring to maintain the existing traffic signal operation and increase the reliability of the traffic signal system. For this budget year, the project consists of the following three locations: Newport Coast Drive at Sage Hill Newport Coast Drive at Gas Recovery Newport Coast Drive at Ridge Park Road 5-1 FY2022-23 Traffic Signal Rehabilitation Project — Award of Contract No. 9095-1 (23T01) April 11, 2023 Page 2 At 10 a.m. on March 23, 2023, the City Clerk opened and read the following bids for the Fiscal Year 2022-23 Traffic Signal Rehabilitation Project: RANK BIDDER TOTAL BID AMOUNT Low International Line Builders, Inc. dba ILB Electric $680,411.00 2nd Select Electric, Inc. $695,875.00 3rd Crosstown Electrical & Data, Inc. $822,473.00 4th California Professional Engineering, Inc. $835,076.00 5th Elecnor Belco Electric, Inc. $910,556.00 The low bid amount is 10 percent above the Engineer's Estimate of $620,000. The low bidder, ILB Electric, possesses a California State Contractors License Classification "C-10" as required by the contract documents. The contractor has successfully completed similar projects within Newport Beach and a check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. Pursuant to the contract documents, ILB Electric has 100 consecutive working days to complete the project. Failure to complete the work within the specified time will result in liquidated damages set at a daily sum of $500. The project plans and specifications will be available for review at the April 11, 2023, City Council meeting or upon request. a 6*973! 1►Vi l :7_TO IF Sufficient project funding is available within the Fiscal Year 2022-23 Capital Improvement Program (CIP) budget for completion of this contract. The following funds will be expensed: Account Description Account Number Amount General Fund 01201927-980000-23T01 $ 752,500 Total: $ 752,500 Proposed fund uses are as follows: Vendor Purpose Amount ILB Electric Construction Contract $ 680,411 ILB Electric Contingency $ 68,000 Various Incidentals, Printing $ 4,089 Total: $ 752,500 Staff recommends establishing $68,000 (approximately 10 percent) for contingency purposes and unforeseen conditions associated with construction. 5-2 FY2022-23 Traffic Signal Rehabilitation Project — Award of Contract No. 9095-1 (23T01) April 11, 2023 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
