CITY COUNCIL AGENDA
ITEM NO. H-8
FROM: Transportation Plan Citizens Advisory Committee
SUBJECT: ACCESS TO THE OASIS CENTER ,.'
The City Council referred a letter from Mr. & Mrs.
M. L. Graham of Narcissus Avenue to the Committee for review
and a report back. The Graham's expressed concern over
traffic accessing the OASIS facility from 5th Avenue.
The Committee discussed the current access with the
Traffic Engineer. It was pointed out that not only would
access off of Marguerite probably be more dangerous than
the existing access, it would also require elimination of
the garden area that exists northerly of the buildings.
The Committee supports the existing access provisions
and feels that no changes should be made at this time.

Gentlemen:
! "3 i
We, as Senior Citizens take great pride in the facilities of'.;is:`
and consequently are most zealous about the care of them. Subse-
quently, we were most shocked and concerned to find that the City
Fathers had rented out our Auditorium for two days to people who
proved to be semewhat irresponsible, for the place was left in
terrible condition.
Trash was left everywhere, dishes broken, punch spilled over things,
prints & smudges on the wall, dishwasher was left with water in it,
the sink full of dirty rags, spray on it hose broken,(the Microwave Oven
was left on --three days before this was discovered,)bus boxes were
taken, the Refrigerator left dirty and the toilet stopped up;
However what also concerned us, the Members of the Dance Class®was
that our $800 Sound System had disappeared during this melees For-
tunately this has since been returned, for which we are most grateful.
If the City is to rent our hall, should they not have Senior Citizens
on duty to protect our things? It would seem that out of the rental,
we should have paid Seniors on duty to maintain the safeguard of our
property thatthis does not occur in the futuref
We protest this happening & ask that ;future occurences be given more
thought as to the responsibility of those entering into the situation.
Please give this your utmost consideration.
S&ncerely yours,

Dear Mr. 1 -,4- er:
After I retired from Avco Financifl Services, I was elected President of
Fri' nds of Oasis, Itnc., the support group for the Newport Beach senior Center
at the corner of Fifth .and Marguerite, Corona del Mar. Enclosed is a parlphlet
we produced describing'this center aril our role in it.
Included in the property acquired by the city for Oasis is an undeveloped
tract directly across from the present Oasis center. It covers approximately
2.6 acres, and is currently planned for additional parking and a passive park.
But it is on the northwest corner of Fifth and Marguerite, requiring our members
to cross a busy street, if and when t°le tract is ever improved.
The thought occurred to us that this property might be more attractive to
the Irvine Company than some of the Irvine Company land adjacent to Oasis --
particularly undeveloped acreage imme.-iiately to the east of our center. What if
the Irvine Company offered to swap la-0 it owns east of the center for the land
Oasis owns,on the northwest corner of r-fifth and Marguerite. Perhaps the Irvine
Company might add an acr5, or two.
If Oasis had this additional land, it could expand its parking lot, now
highly inadequate, and also could bu411 another structure for an Adult Care Center,
for headquarters of an Outreach prog-.i-i, and for other badly needed social services --
all thanks to the Irvine Company. I feel confident we could raise sufficient funds
for such a building, or could apply f-)-- another HUD block grant.
I have discussed this informally with some of your executives, and while all
of us agree there are many benefits ierent in this concept, we do not recognize
any severe negatives. My executive c "mittee and I would be pleased to explore
this in more detail with you.
Sincerely,
FRIENDS OF OASIS, INC.
