Staff members have made several trips out to the site to inspect the facility, reinspect the facility, to meet with the President of the Friends of Oasis and the Kitchen Committee. To respond specifically to Mrs. Napkie's letter: #1. The problem was a result of one evening's rental for a wedding; it was not a two-day rental as stated in her letter. #2. The building was left dirty; however, there was no permanent damage to the facility. #3. The Sound system was totally unrelated to this outside rental. It was a new system and no permanent location had been determined for it. From conversations with Oasis represnetatives, we assume that a member of the Friends of Oasis had moved it for safe -keeping and did not inform members of the dance class where it was. It was found in another part of the building where someone had stored it. Due to the fact that there are many volunteers working at Oasis, sometimes one party doesn't know what the other has done. Staff does assume responsibility for the problems with the rental. These problems were due to a combination of unfortunate circumstances; #1. The part-time person who was working that evening was not adequately trained on the use of the kitchen facilities. #2. The facility was totally without a building maintenance person as the previous one had resigned and the position had not yet been filled. #3. The supervisor of Oasis was on vacation. #4. The supervisor in charge of the facility rental was serving on jury duty. Fortunately there was no major or irreparable damage. The complaints were taken care of as soon as we heard about them. There was a slight delay due Page Two Re: Oasis Rental to the part-time person not being aware that there was no maintenance man. He assumed the maintenance man would handle the plumbing problems and the cleanup. As soon as we found out about it, we sent park division maintenance staff to clean the building and general services staff to unclog the toilet. That same day, both the supervisor and superintendent inspected the building to check its condition and ascertained which items were missing or broken. Also, that day the Parks, Beaches and Recreation administrative staff met with the part-time person who worked the event to review the situation, reprimand him, and make recommendations to insure that these problems would not happen again. After several meetings with Oasis representatives, staff has taken the following steps: #1. The renting party involved was billed for the extra cleaning time. #2. The renting party was also billed for the missing and broken items which belonged to the Friends of Oasis, and full restitu- tion will be made to the group. #3. A training session is planned for all persons who will work the rental program. They will be totally oriented on the kitchen facility and how the kitchen equipment functions. #4. There will be no rentals to this party in the future. #5. A team of Senior Citizens will be hired by the Parks, Beahces and Recreation Departmeht to serve as facility supervisors during outside rentals. SUMMARY: Since October of 1979, the Multipurpose Room has been rented to several large groups with no problems. These rentals have grossed $1,400 for the depart- ment. Staff feels that the problem with this particular rental was somewhat of a "blessing in disguise" as no irreparable damage was done and we have had an opportunity to revise the system before something drastic happened. Staff further feels that the new system will protect the City's investment. This is a community building and we do not want it to sit empty if the Seniors are not using it. After meeting with the Oasis representatives several times, it was the consensus of both groups that the problem has been solved.
