OR WAIVED FEES FOR THE USE OF OASIS'
RECOMMENDATION:
Deny the request from the Corona del Mar Civic
Association to waive or reduce the facility use
fees for the Oasis Facility.
DISCUSSION:
The Parks, Beaches and Recreation Commission at their meeting
of September 9, 1980 considered the request of the Corona del
Mar Civic Association to reduce or waive the facility use fees
as established by Council Policy I-5 for the use of the Oasis
Senior facility. After review of the request the recommendation
was unanimously approved and was based on the following factors:
1. The concept established to make facility use
by community groups self-supporting is logical
and necessary.
2. From an energy conservation standpoint, the
use of the large multi -purpose room at Oasis
should not be used for small group gatherings.
The Commission recognizes and appreciates the community service
and involvement of civic groups such as the Corona del Mar Civic
Association. However, they felt the consistent application of
the policy on facility use should be maintained.

SUBJECT: FACILITY FEES @ OASIS
This Department has reviewed the request of the Corona del Mar Civic
Association to have the Oasis Multi -Purpose room fee lowered from
$75.00 to $15.00 for a three hour period.
Our fees, as established by Council Policy I-5, are determined to
make the cost self supporting by the user for energy consumption,
building maintenance and staffing for security and control purposes.
The Oasis Multi -Purpose room is a 7,000 square foot room that has a
much higher cost for energy and maintenance. Thus, the higher fee is
appropriate and compared to private sector fees is quite reasonable.
It is my understanding that the Corona del Mar Civic Association has
an average attendance of around 70 persons for their meetings. For
this reason, the use of Room #1 at Oasis, at the rate of $15.00 for
three hours is desirable, size wise. For 70+ people to use a room
designed to accomodate 400+ people is impractical. If Room #1 at Oasis
is not available other alternatives to accomodate the Association may
be the logical solution. They are:
1. The Community Youth Center meeting room.
2. The Newport Center Branch Library Community Room.
3. The Police Department meeting facility.
Also, as a worthwhile community use at Oasis, if the CdM Civic Association
could project a firm annual calendar, the Oasis Room #1 could be scheduled
for their purposes to avoid conflict with other uses. By policy, the
senior programs at Oasis have priority of use, but, with careful planning
I feel the situation can be worked out to everyone's satisfaction.
And, although a precedent has been set by allowing the Women's Civic
League a reduced rate for use of the Multi -Purpose room at Mariners Park,
I would be against another fee reduction for a civic group as they all
will pursue similar treatment. This would defeat the purpose of our
budget conscience, self supporting concept and make such system impossible
to manage.

SUBJECT: Cost of meeting space at OASIS.
I am waiting you on behalf of the CDM Civic Association.
During the past year we have been using space at OASIS
for our meetings. They occur about every six weeks
except for the summer. We place our requests through
the PBR Dept. Normally, we use room #1 at a cost of
$15 per 3 hour meeting. We set up our chairs and
refreshments and clean up after the meeting. The only
thing we require is for someone to unlock the door
and lock it at the end of our meeting.
Occasionly, either because of a need for more space
or because room #1 has been scheduled for other use,
we have used the new multi -purpose room. Unfortunatly,
this costs us $75 for the same 3 hour meeting and we
get exactly the same service from the City_--- that is
we get the doors unlocked and locked.
I would like to request that the City Council set a policy
to allow our association to pay the same $15 fee for use
of either room. We only collect $5 per member per year
and need the money for newsletter and other expenses.
I understand that there is already a precedent set at
Mariner's Library for the Womens Civic League.
In any case, when OASIS was approved by the city,
I remember that the center was also to be used for
other civic purposes. Based on that understanding,
there may even be a reason for the City to waive
the fee entirely.

Honorable Mayor and City Council:
The OASIS MULTIPURPOSE SENIOR CITIZENS CENTER is one of the
largest senior centers in Orange County. It encompasses
5.97 acres. There are 16,000 square feet in four buildings.
We have over 2400 members.
This is a large operation with many different programs for
older adults - social events, educational, cultural and
social services. At present, OASIS CENTER is operating at
about 40% of capacity. Soon 2 vans will become operable
and additional older adults will be able to attend OASIS.
This will increase attendance substantially.
Friends of OASIS volunteers provide good service, but their
time and commitment are limited. Additional city staff will
permit an increase in programs at the City's OASIS CENTER.
The City of Newport Beach needs to expand its services for
older adults, particularly in the area of social services
such as:
1. Outreach Program
2. Adult Social Day Care Center for the
frail elderly
3. Information and Referral
4. Nutritional Programs
5. Other Social Services
The addition of a Recreation Leader (.6) is required to ex-
pand these Social Services.
An additional maintenance man is needed due to the large area
of land (_grass, bedding areas, walkways and parking areas)
and the 16,000 square feet of floor space in four buildings.
This person would help preserve City property; set up the
rooms for various senior activities; help alleviate danger-
ous situations that may arise, etc.
A brief recap of statistics relative to four Orange County
Senior Citizens Centers, including OASIS, is attached. This
comparison of paid employees shows that OASIS is understaffed.

The City of Newport Beach and the Friends of OASIS can be
justifiably proud of the great accomplishments for older
adults of this area to date. However, NOW it is time to go
forward!
We hope you will vote favorably for the additional City
staff requested.
