The Board of Directors of�-f'he Corona del ar Community
Association would like to express our strong concern about
a potential land trade between the City,,,,,,} d, the Irvine
Company involving property surrounding QIS;' in -Corona
del mar.
We hear rumors that the Board of OASIS is now considering
a proposal that would trade land west of marguerite owned
by the City for Irvine land north and east of OASIS. We
further understand that the purpose is to provide More
parking for OASIS while allowing the Irvine Company to
get increased density on the land they would obtain.
It is our understanding that the land now owned by the City on
the northwest corner of Marguerite and 5th Avenue, whbn
originally acquired was designated as a 'park and open space
area, with a secondary use as an overflow parking facility
for OASIS.
1Je feel that there must be other more acceptable solutions to
any parking problems at OASIS which would not be detrim?ntal
to the citizens of our community.

SUBJECT: Senior Citizens Center Land Trade
Dear Ron:
In response to your request for information, The Irvine Company has
reviewed possible development opportunities for the City owned
2.5 acre parcel at the northwest corner of Fifth Avenue and Margarite
Avenue, in the event of a trade for Irvine Company property easterly
of the existing Senior Citizens Center.
Based on an evaluation by our Community Development Division, we be-
lieve the 2.5 acre parcel plus the 10 acre vacant site to the immediate
north, owned by The Irvine Company, should be treated as a single plan-
ning unit for development purposes. In the event of a land trade, it
would be our desire to develop the combined 12.5 acre site as medium
density residential (4 to 10 dwelling units per acre).
According to our understanding, the 2.5 acre parcel is designated in
the City's General Plan as a park site, and the 10 acre parcel is
designated for low density residential use (0 to 4 dwelling units per
acre). The development option we are suggesting here would require
an amendment to the General Plan to redesignate the two parcels as
medium density residential.

requires that the proposed land use remain the same, the ex-
change is equal in value, and there is no conflict with State
or City ordinances regarding use of the exchanged lands.
Meeting with the Irvine Company to confirm a willingness to
pursue the land swap concept, it was determined that the
Irvine Company would have to review development opportunities
and then provide a proposal for land trade purposes. The
Irvine Company has completed this review and their position
is stated in the attached letter. Acceptance of this proposal
would necessitate a General Plan Amendment to revise the City
owned 2.6 acres and the adjacent Irvine Company owned 10 acres
to medium density residential.
Upon General Plan Amendment approval, it would be necessary to
obtain an appraisal of the 2.6 acres of City owned land as well
as the Irvine Company land on 5th Avenue. This appraisal will
satisfy the HUD requirement that the trade concept will pro-
vide at least 2.6 acres of land that is equal or More in value.
The Parks, Beaches and Recreation Commission supported the
initial concept of the land exchange at their meeting of May 6,
1980. They subsequently have reviewed,at their meeting of
October 7, 1980, the Irvine Company proposal and are in harmony
with the recommendations as outlined in this report.

If the Irvine Company proposal is acceptable, direct
staff to implement a General Plan Amendment desig-
nating the City owned 2.6 acre parcel and the vacant
10 acre Irvine Company parcel as medium density
residential and,
Authorize the City Manager to communicate to HUD the
intent of the land swap and indicate that the use of
the traded land will have the same planned use, its
value will be at least equal and there is no conflict
with State or City ordinances for such a trade and,
Authorize the staff to obtain proposals to have the
subject properties appraised with the cost to be
shared equally by the City and the Irvine Company.
DISCUSSION:
The City of Newport Beach owns 2.6 acres of land on the north-
west corner of Fifth Avenue and Marguerite, Corona del Mar. The
land use was purchased from the State of California in 1975 as
a portion of the Oasis Senior Center development. HUD Block
Grant monies were used to acquire the property.
Now undeveloped, the proposed use and future development is
intended to be additional parking for the Oasis. Senior Center
and a passive park area. As the parcel in question is separated
from the Oasis Senior Center by Marguerite, a heavily used
street, safe pedestrian access to the Center by seniors has
been of concern. The concept of exchanging the 2.6 acres with
Irvine Company owned land adjacent to the developed Senior
Facility eliminates pedestrian access problems as well as
providing a total development that is contiguous with the
existing facility.
In communicating with HUD, it was found that as the property
was purchased with HUD Block Grant Funds, it is necessary to
have their approval of any land exchange. For approval, HUD

SUBJECT: Land Exchange Proposal at 5th & Marguerite
RECOMMENDATION:
Authorize the City Manager to investigate the possibility of a land
exchange with the Irvine Company in the vicinity of the Oasis Senior
Citizen Center at 5th and Marguerite and; all information and data
to be reviewed by the Parks, Beaches and Recreation Commission for
subsequent recommendations.
DISCUSSION:
The Parks, Beaches and Recreation Commission reviewed the request of
James P. Felton, President of Friends of Oasis, that outlined the land
exchange concept that has informally been discussed with the Irvine
Company. The recommendation is made to expedite procedures for nego-
tiating an exchange that could be advantageous to the total facility
development at the Oasis Senior Citizen location. The Commission would
also like to have the opportunity to review all information that results
from this investigation to determine Oasis facility development concepts.

Enclosed are copies of correspondence between the under-
signed and the Irvine Company.
I believe the letters are self-explanatory. However, to
summarize, Friends of Oasis, Inc., is proposing a land -swap with
the Irvine Company, exchanging 2.6 acres of land on the northwest
corner of Fifth and Marguerite, Corona del Mar, for a like amount
or more of Irvine Company land immediately adjacent to the Oasis
Senior Center, to the east of the Center.
Acting on behalf of the Board of Directors, I am asking you
to authorize city staff to explore the feasibility of such a land
exchange, and to initiate negotiations with the Irvine Company,
for the purposes expressed in the enclosed exchange of correspond-
ence.

Dear Jim:
The Irvine Company is interested in concept with the potential benefits
associated with an exchange of land between the Company and the Friends
of Oasis, Inc. We view the concept as one which may significantly en-
hance the uses of your senior citizens center.
It might be worthwhile at this point for you to contact the City of
Newport Beach to discuss the exchange to assess their reaction. We
would be pleased to meet with you and representatives of the City to .
discuss the concept in greater detail.
As you know, the Company's commitment to a specific location will have
to evolve along with an understanding and eventual agreement between
the Friends of Oasis and the City. As soon as you believe there is
some agreement between your two organizations, we can begin to discuss
specific locations, acreage and uses.
