RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Receive and file. DISCUSSION: Per City Council Policy F-3, the City Manager accepted $35,977.60 during the quarter ending March 31, 2023: Source Date Amount Use Help Your Harbor 1/9/2023 $12,000.00 Marina trash skimmer replacement — Rhine Channel California State Library 2/17/2023 $3,901.00 eBooks for Library Friends of the Newport Beach Animal Shelter 2/17/2023 $4,676.60 Furniture for Animal Shelter National Charity League 2/27/2023 $1,350.00 Library Materials & Harbor View Elementary 16-1 Grants and Donations Report for the Quarter Ending March 31, 2023 April 25, 2023 Page 2 Community Emergency 3/2/2023 Response Team — FEMA Newport Beach Public 3/15/2023 Library Foundation Private Citizen 3/28/2023 FISCAL IMPACT: $9,000.00 New updated CERT Division equipment $5,000.00 Library Materials $50.00 Library Materials Grants and donations facilitate important City programs without the need for expending City resources. Receipt of these funds therefore has a positive impact on the General Fund. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). 16-2
