As a 24 year owner/resident in the Balboa Village area adjacent to the pier, I'm writing to thank you for your service to our community and bring to your attention a
concern that adversely impacts local residents and visitors alike.
This involves the unnecessarily high sand berm constructed to prevent tidal intrusion into the local area adjacent to the Balboa Pier. While it's understood that at
certain times something approaching this height may be necessary, this does NOT appear to be the case for the majority of the year.
Unfortunately, this overly elevated berm decreases public beach access especially for those that are elderly or disabled who may not be able to easily scale a higher
berm.
In addition, the enjoyment of the beach is significantly diminished for those walking in the area as their ocean sightline is replaced by a wall of sand.
In order to remedy these issues, it is strongly recommended that the Five Year Beach Maintenance and Hauling Services contracts as currently submitted by Public
Works be approved.
This would appear to provide funds for both lowering the berm appropriately and then temporarily raising it at the discretion of Public Works to whom your direction
should be provided on lowering the current berm by at least 1-2 feet..
Your consideration and approval of this proposal would be greatly appreciated ... .
