CASHIER RECEIPT NUMBER: V � � Form�8122 Guidelines for Approval of Alternate Materials Design and Methods of Construction Basis For Approval For the Chief Building Official and Fire Code Official or their designated agent to approve a request for modification or a request for alternate material or method of construction, he/she must determine that special, individual reasons exist that make compliance with the strict letter of the Code impractical and that equivalency is provided. The resulting condition must be in conformance with the spirit and purpose of the Code provisions involved and that such modification does not lessen fire protection, structural integrity or occupant safety. The applicant must provide sufficient information with this application to allow the above evaluation to be made. Requirements for Submittals The applicant design professional shall prepare a Written Report that describes the alternate proposal along with the applicable data listed below: • State specific code provisions for which alternative is requested and why request is being submitted. • Describe by code section those provisions for which alternative is desired. • Compare the proposed alternative versus the code requirements in terms of structural strength, suitability, effectiveness, fire resistance, safety and health impacts affecting the building or user of the building. • Demonstrate that the proposed alternative is compatible with balance of code requirements. • When applicable, specify how authoritative consensus document(s) are used to substantiate proposal. (Reference draft ICC Building Performance Code Commentary Section 1.4.2.3 for background information). • Provide assumptions, references, and documentation of evaluation methods utilized. This includes intended use, input data, anticipated outputs, and limitations of computer models and other analytical tools or methods. • Specify when and where special inspection and testing are required and the standards of acceptance for demonstrating compliance. Show how the proposed alternate, if accepted, will be identified on the job site. • Where land use restrictions and building setbacks are required, deed restrictions may be an appropriate method to ensure continued compliance. • State how and where alternate proposal is incorporated within construction plans and prepare plan amendments as necessary. The design professional has the responsibility to coordinate all construction documents and ensure compatibility between documents. • The report and design documents shall be dated, signed and stamped by the design professional according to the plan submittal procedure. • For alternate methods of design requests, the applicant shall set performance criteria for his design. Performance criteria shall be reviewed, amended and approved by the Building or Fire Code Official prior to start of design. Alternative Design Review/Verification The Chief Building Official or Fire Code Official has the responsibility to review design submittals for compliance to the adopted codes and procedures. If the Building or Fire Code Official does not have the expertise on staff to make a thorough and competent review, the Building or Fire Code Official shall select a consultant that possesses the necessary qualifications to perform a third -party or peer review. Cost of peer review shall be paid by applicant to the Building Division prior to commencing the review. • Verify that all applicable information and justifications listed above as requirements for submittals is received and verify that evaluation and design methods used by designer are appropriate to the alternative proposed. • Verify products are being used in accordance with their listing conditions as required by recognized listing agencies. If not available, require documentation and/or testing to demonstrate compliance with intent of code and intended use. • Evaluate performance of material and possible flaws that could affect performance of material in its installed state. The reviewer shall document that the submittal has been reviewed and accepted as meeting the alternative materials, design and methods of construction provisions of the code. If the Building or Fire Code Official is not satisfied that the applicant has met the conditions, the request should be denied in writing with the applicable reason(s). Inspection/Field Verification The alternate proposal as approved in the construction documents must be verified by inspection, and, where necessary, testing as follows: • To verify that alternate materials, systems and fabricated products comply with accepted design criteria and the manufacturer's and engineer's installation procedures, inspectors should check product labeling, certification, quality assurance processes, and testing, as applicable. • When appropriate, an approved third party quality assurance inspection and testing service may be required for continuous and complex inspection and testing activities. This is intended to verify that construction complies with the code and the approved plans. Appeal from the determination or action of the Chief Building Official or Fire Code Official or their designated agent may be made to the Building and Fire Board of Appeals. To appeal, the applicant must provide special individual reasons that make compliance with the strict letter of the Code impractical. Appeals or ratifications pertaining to State Disabled Access Standards require complete evidence to substantiate that the proposed design is equivalent to that prescribed by that standards or that due to legal or physical constraints, compliance with the standards or providing equivalency would create an unreasonable hardship. Appeals must be submitted on the Appeal Form available at Permit Counter accompanied by the proper fee. You will be notified in writing of the appeal hearing's time and date. Additional material may be required depending on substrate surface roughness and porosity, material and substrate temperatures, and other site -dependent factors. This will result in a lower coverage rate. APPLICATION INSTRUCTIONS SURFACE PREPARATION Surface must be clean, dry and sound with an open texture. Remove dust, laitance, grease, curing compounds, bond inhibiting impregnations, waxes, and any other contaminants. All projections, rough spots, etc. should be dressed off to achieve a level surface prior to application. Concrete - Should be cleaned and prepared to achieve a laitance and contaminant free, open textured surface by blast cleaning or equivalent mechanical means (CSP 3-4 per ICRI guidelines). Route out all cracks and joints as part of surface preparation. Plywood - Should be clean and smooth, APA and exterior grade, not less than 1/2" thick, and spaced and supported according to APA guidelines. Seams should be sealed with Sikaflex® sealants and detailed and may need embedded fabric reinforcement. Sikalastic® PF Lo-VOC Primer - For concrete and plywood decks with a porous or rough surface, and for metal flanges and penetrations, use Sikalastic® PF Lo-VOC Primer. For exterior exposed concrete decks with a maximum moisture content of 4 % by weight, interior protected concrete decks with a maximum moisture content of 5 % by weight, and plywood decks, apply Sikalastic® PF Lo-VOC Primer with a flat squeegee or phenolic resin core roller at approximately 200 sf/gal. and work well into the substrate to ensure adequate penetration and sealing, and puddles are avoided. For exterior exposed concrete decks with a maximum moisture content of 5 % by weight, two applications of Sikalastic® PF Lo-VOC Primer are required. Refer to separate primer data sheet for additional information. Sikalastic® MT Primer - For concrete with a maximum moisture content of 5 % by weight, and for metal flanges and penetrations, apply Sikalastic® MT Primer with a flat squeegee or roller at approximately 175 sf/gal. For concrete decks with a maximum moisture content of 6% by weight, apply two applications of Sikalastic® MT Primer with a flat squeegee or phenolic resin roller at approximately 175 sf/gal per application. Work primer well into the substrate to ensure adequate penetration and sealing, and puddles are avoided. Refer to separate primer data sheet for additional information. Sikalastic® FTP LoVOC Primer - For concrete with a maximum moisture content of 5 % by weight, and for metal flanges and penetrations, apply Sikalastic® FTP LoVOC Primer with a flat squeegee or roller at approximately 175 sf/gal. For concrete decks with a maximum moisture content of 6% by weight, apply two applications of Sikalastic® FTP LoVOC Primer with a flat squeegee or phenolic resin roller at approximately 175 - 220 sf/gal per application. Sikalastic® Recoat Primer— For existing polyurethane coatings, incidental exposed concrete deck areas, and as an interlaminate primer, apply Sikalastic® Recoat Primer with a flat squeegee or phenolic resin core roller at approximately 300 sf/gal. and work will into the substrate to ensure adequate penetration and sealing, and puddles are avoided. Sikalastic® Recoat Primer is not suitable for metal substrates. Refer to separate primer data sheet for additional information. Detailing Non-structural cracks up to 1/16 inch - Apply a detail coat of Sikalastic®-710 Base Lo-VOC (with Accelerator if required) at 26 wet mils, 4" wide, centered over the crack. Allow to become tack free before overcoating. Apply Sikalastic® Primer over the entire deck, including sealed cracks and joints, and allow to become tack free. Apply a detail coat of Sikalastic6- 710 Base Lo-VOC at 26 wet mils, 4" wide, centered over the crack. Allow to become tack free before overcoating. Fabric Reinforcement — An optional 3" or 6" wide Sikalastic® Flexitape Heavy fabric strip may be embedded within the base coat. Flexitape width shall be chosen such that a minimum of 1" tape is embedded on either side of the crack/joint. Apply additional coating as required to fully embed the Flexitape in the coating. Joints over 1 inch - Should be treated as expansion joints and brought up through the Sikalastic® Traffic System and sealed with Sika sealant. Panelized Joints - Panelized joints that are restrained across the joint and without differential movement may be sealed and the deck coating, including detail coat, applied over the joint. NOTE: movement within panelized joints may cause deterioration of the aggregated wear coat, in which case the joints should be treated as expansion joints and brought up through the Sikalastic® Traffic System and sealed with Sika sealant . Expansion Joints - Should be extended through the Sikalastic® Traffic System and sealed with Sika sealant . MIXING Thoroughly mix Sikalastic®-710 Base Lo-VOC using a low speed (400-600 rpm) drill with mechanical mixer (Jiffy) at slow speed until a homogenous mixture and uniform color is obtained (typically 1 minute). Add Sikalastic-700 ACL (if required) maximum of 1 cit. per 4.75 gal. pail into premixed coating and continue mixing until homogenous mixture and color is obtained (typically 3 minutes). Use care not to allow the entrapment of air into the mixture. APPLICATION Apply at the recommended coverage rate using a notched squeegee or trowel, and backroll using a phenolic resin core roller. Extend base coat over entire area including previously detailed cracks and joints. Allow coating to cure a minimum of 16 hours at 70 "F and 50 % RH or until tack fee before top coating. Acclerated Sikalastic®-710 Base Lo-VOC will cure in 6-8 hours. Removal Remove liquid coating immediately with dry cloth. Once cured, coating can only be removed by mechanical means. LIMITATIONS To avoid dew point conditions during application 3/5 BUILDING TRUST relative humidity must be no more than 95 %and substrate temperature must be at least 5 •F (3 •C) above measured dew point temperature. • Maximum moisture content of concrete substrate by weight when measured with a Tramex CME or CM Expert type concrete moisture meter: 4 %for exterior exposed decks with one application of Sikalastic® Primer or Sikalastic® FTP Primer, 5 %for exterior and interior decks with one application of Sikalastic® FTP Lo-VOC Primer or Sikalastic® MT Primer; 6 %for exterior and interior decks with two applications of Sikalastic® FTP Lo-VOC Primer or Sikalastic® MT Primer (see separate Primer product data sheets). • Minimum ambient and substrate temperature during application and curing of material is 40 •F (4 •C); maximum is 957 (35 •C). • Do not store materials outdoors directly exposed to sunlight and moisture. Cover and protect materials with breathable type covers such as canvas tarpaulins to allow venting and protection from weather and moisture. Observe temperature storage and conditioning requirements. • Do not thin with solvents. • Minimum age of concrete must be 21-28 days, depending on curing and drying conditions. • Any repairs required to achieve a level surface must be performed prior to application (consult a Sika representative for guidance on various product solutions). Surface irregularities may reflect through the cured system. • Do not apply to a porous or damp surface where moisture vapor transmission will occur during application and cure. • Substrate must be dry prior to application. Do not apply to a frosted, wet or damp surface. Do not proceed if rain is imminent within 8-12 hours of application. Allow sufficient time for the substrate to dry after rain or inclement weather as there is the potential for bonding problems. • When applying over existing coatings compatibility and adhesion testing is recommended. • Precautions should be taken to prevent odors and/or vapors from entering the building/structure, including but not limited to turning off and sealing air intake vents or other means of ingress for odors and for vapors into the building/structure during product application and cure. • On grade, lightweight concrete, asphalt pavement, or insulated split slab applications, or applications where chained or studded tires may be used, must not be coated with Sikalastic Traffic Systems without Sika technical review. If this window is exceeded, contact Sika for recommendations. • Mockups to verify application methods and substrate conditions as well as desired skid resistance and aesthetics are highly recommended. • Cracks or ruptures which develop in the structure after the waterproofing traffic system has been installed will not be bridged by the waterproofing traffic system and need to be repaired according to the recommended standard crack treatment details per this PDS. We are lowering the floor level (currently a raised wood floor system) to a new slab on grade in order to capture a higher ceiling for the first floor. We are providing a new 5" slab with reinforcing, sand, 15 mil vapor barrier, sand and a 4" layer of aggregate base. There are some areas (mainly the east and west sides) where the existing concrete stem wall will be exposed on the interior side and the new slab elevation will be slightly below the adjacent grade level. (see attached plan / details). Mr Kennedy has asked to provide a capillary break for the exposed stem wall where the slab level is below the adjacent grade. I am proposing to use a solvent free, epoxy moister barrier product "Sika " sikaliastic -710 base Lo-Voc. See the attached specification sheets. This is a similar "Sika" product that I used on another project in Newport Beach a couple of years ago that was approved at that time. I would appreciate a response as soon as possible as the plans have been "approved" by Mr Kennedy, my clients have moved out of their home, secured a contractor and are ready to begin their remodel.
