HomeMy WebLinkAboutPA2022-0250_20230210_Updated Project DescriptionProject Description and Justification The Neiman Marcus store in Newport Beach currently holds a Type 47 - On-Sale General - Eating Place license for its restaurant located on the Third Floor. The store plans to add a free-standing luxury mini-
bar (unit) to the existing First Floor of the retail selling environment to enhance the customer journey and
store experience by offering beer, wine, champagne, and pre-mixed cocktails with ice. The units alcohol
sales will be covered under the Type 47 license once approved for a premises expansion by the California
ABC. The unit features a ‘gray water’ system that has separate containers for fresh and waste water.
Existing floor electrical connections will be used to power the equipment within the unit. The equipment
within the unit consists of a hand wash sink, ice bin, locking refrigerator for drink storage, glass display
towers, point of sale equipment, and locking storage. The size of the unit is 128” wide x 36” deep x 41”
tall (glass display towers are an additional 29” tall). The overall area within the retail space that will be
dedicated to this store experience will be 461 sqft (0.83% of the first floor area) that includes the unit
itself, 12 client chairs with tables, and divider fixtures to separate the area from the retail environment.
The existing food service facilities on Level Three of the building will support the functions of the unit. The unit will be operated by a single employee between the hours of 11 am and 5 pm, Sunday-Saturday. This plan is consistent with the General Plan and the North Newport Center Planned Community
Development Plan, and is allowed within the PC 56 North Newport Center, Fashion Island Sub-Area
zoning District. The design, location, size, and operating characteristics are compatible with the allowed
uses in the vicinity. The site is physically suitable in terms of design, location, shape, size, operating
characteristics, and the provision of public and vehicle access and public services and utilities. Operation
of the luxury mini-bar would not be detrimental to the harmonious and orderly growth of the City, or
endanger, jeopardize, or otherwise constitute a hazard to the public convenience, health, interest, safety,
or general welfare of persons residing or working in the neighborhood.
