The following documentation is required to complete the application: 1. Please complete and submit the Discretionary Application Owner’s Affidavit. a. Provide a letter from The Irvine Company designating an authorized agent to sign on behalf of the owner. 2. Project Description and Justification: Provide a written statement describing the proposed project in detail. This will serve as the formal statement to the approving authority on what the project is and why it should be approved. Please include any relevant information which supports the application and the required findings pursuant to Section 20.52.020 F: a. The use is consistent with the General Plan and any applicable specific plan; b. The use is allowed within the applicable zoning district and complies with all other applicable provisions of this Zoning Code and the Municipal Code; c. The design, location, size, and operating characteristics of the use are compatible with the allowed uses in the vicinity; d. The site is physically suitable in terms of design, location, shape, size, operating characteristics, and the provision of public and vehicle (e.g., fire and medical) access and public services and utilities; and Hearing Date: TBD Page 2 e. Operation of the use at the location proposed would not be detrimental to the harmonious and orderly growth of the City, or endanger, jeopardize, or otherwise constitute a hazard to the public convenience, health, interest, safety, or general welfare of persons residing or working in the neighborhood of the proposed use. 3. Include in the written statement the number of employees, the number of seats, and the hours of operations. 4. Plans: a. Provide an existing floor plan showing the existing use of the area to be converted to a mini-bar. b. Provide the proposed food/beverage menu (if applicable). c. Show the proposed Point of Sales area, display, and transaction counters. Ensure areas are accessible and accessible seating is provided (see attached Building Response Sheet). 5. Police Department: This project is pending review from the Police Department for the expansion of the area covered under the Type 47 Alcohol License. The Police Department’s Project Review Request will be forwarded once available and any corrections, if any, must be addressed in order to complete this application. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
