TITLE: Appointment to the Aviation Committee to Fill an Unscheduled
Vacancy
ABSTRACT:
The Aviation Committee District 1 Member seat is currently vacant, due to the resignation
of Alan Guenther, at the end of 2021. His term was set to expire on June 30, 2025. It is
the desire of Council Member Joe Stapleton (District 1) to make an appointment to fill the
seat, subject to City Council confirmation.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Confirm Council Member Stapleton's appointment of Drew Teicheira as the District 1
Member to the Aviation Committee, for a term ending June 30, 2025.
DISCUSSION:
At the March 26, 2019 City Council meeting, the City Council adopted Resolution
No. 2019-26, which amended the membership of the Aviation Committee and states, in
part, that the Aviation Committee shall consist of two City Council members; seven
members, one from each City Council district, nominated by the district Council Member
and confirmed by the City Council; an at -large member, nominated by the Mayor and
confirmed by the City Council; a member of the general aviation community, nominated
by the Mayor and confirmed by the City Council; a resident of Newport Coast, nominated
by the Mayor and confirmed by the City Council if the District 6 or District 7 seats are not
filled by a Newport Coast resident; and the president or his/her designee of the Airport
Working Group (AWG), Still Protecting Our Newport (SPON), and Citizens Against Airport
Noise and Pollution (CAANP).
At the end of 2021, District 1 Member Alan Guenther resigned from his seat on the
Aviation Committee. His term was scheduled to expire on June 30, 2025.

Pursuant to Resolution No. 2019-26, the Council Member's new appointee to the Aviation
Committee will serve the balance of Mr. Guenther's unexpired term.
According to the Maddy Act and City Council Policy A-2 (Boards, Commissions and
Committees), the City Clerk prepared and posted a Notice of Unscheduled Vacancy on
Tuesday, April 4, 2023, in the City Clerk's Office, on the bulletin board in the City Council
Chambers, and on the City's website, and published the Notice in the Daily Pilot on
Saturday, April 8, 2023, with an application deadline of noon on Wednesday, May 10,
2023, or until the vacancy was filled. The application is attached as Attachment A.
Following a review of the applications, Council Member Stapleton would like to appoint
Drew Teicheira to fill the District 1 Member seat, subject to City Council confirmation.
FISCAL IMPACT:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

Summarize why you wish to serve the City of Newport Beach on a board, commission
or committee. Include any special qualifications you have which are particularly
appropriate to the position for which you are applying.
Serving on a board, commission, or committee for the City of Newport Beach
allows me to serve my local community on a deeper level and have my involvement
garner a larger impact. Each of the appointive positions listed above closely aligns with
my personal interests and values as both a Newport Beach resident and a small
business owner.
My goal as a committee member is to preserve this beautiful city, contribute
further towards its continued growth and prosperity, and diligently work to enhance the
lives of Its residents.
I believe I would be an impactful contribution to any of the committees listed
above because of the skillset and connections I have developed throughout my
professional and personal life while residing in Newport Beach. 1 am extremely
hard-working, dedicated to serving my community, and committed to bringing about
positive change for a better future.
Specifics qualifications/experiences for each of the appointive positions:
Park, Beaches, & Recreations Commission
As an avid surfer and spearfisher, I am dedicated to preserving our local beaches and
parks to keep them safe and clean for our residents and visitors.
Aviation Committee
My dad is a pilot, and owned and built several personal aircraft that we flew together
when I was younger; my interest and love for aviation runs deep.
Planning Commission
own my own Real Estate Brokerage and have been an Agent in Newport Beach for the
last 8 years. This coupled with my degree in Construction Engineering makes me
well-equipped to contribute and offer solutions to any problems or concerns that arise.
Finance Committee
As an Agent, I like to stay apprised of all financial and economic activity as real estate is
one of the biggest assets for many Americans. I am well -versed in a wide range of
financial subjects and can share this expertise in making sound financial decisions.
