Thank you for the opportunity to review and comment on the referenced
project for a CDP/Site Development Permit and Use Permit for 23,000 CY of
fill and 7.5 foot high retaining walls to increase the height of the pads at the
referenced lots. The City assumes that a grading and building permit will be
required in advance of construction to ensure compliance with applicable
building and grading codes. With the adoption and implementation of the
following conditions of approval, the project is acceptable:
I. The applicant shall install drought tolerant landscaping including an
appropriate irrigation system below the proposed retaining wall to
screen and soften the wall.
2. The use of precision masonry block shall be prohibited.
3. Dirt within all dirt haul trucks shall be covered while traveling on City
streets.
4. The applicant shall be responsible for regular street sweeping of the
abutting streets and haul route should dirt associated with this project
be tracked or deposited within the public right-of-way.
5. The applicant shall obtain a Haul Route Permit for the City of Newport
Beach Public Works Department a minimum of 14 days prior to any

On behalf of our client, Irvine Community Development Company, Hunsaker &
Associates Irvine, Inc. is submitting this request for the regrading of 8 existing
FOUNDING PARTNERS: recorded lots in Planning Area 4B of the Newport Coast local coastal program. The
RICHARD HUNSAKER purpose of the regrading is to raise the rear of the lots to improve view and

DOUGLAS G. SNYDER Lots 37-44 of Tract 16457 are proposed to be raised from 2 to 10 feet from existing
finished grades in the rear only. This will not involve any change to the existing lot
lines, paved streets or utilities.
To accomplish this, we will be placing a retaining wall in the rear of the lots which will
be constructed on Lots "P" & "0" existing open space lots. These retaining walls will
vary in heights from 2 to 7'/ feet as shown on the site plan.
PRINCIPALS: Pursuant to our meeting with the County staff, we understand that this will be both a
DAVID FRATTONE Coastal Development Permit and a Conditional Use Permit processed as one plan.

Newport Coast
Dear Mark:
In response to your letter of April 21, 2010 and on behalf of Irvine Community
Development Company, I am resubmitting the site plan for PA.100011 (CDP/CUP)
with the following revisions.
1. We removed the temporary desilting basins from the plan.
2. We have added a 48" high fence with posts and wire stands per the details
on the plan.
3. We show a detail of the V-ditch that will be drained through a drain which
goes straight down to the drainage pipe from the back of the lots, which in
turn will go to the storm drain system in the street below.
We are also submitting other relevant portion of the Landscape Plan that was
approved and installed, as well as several sheets showing the lots as revised. As
noted on the Landscape Plan, any vegetation or sprinkling that is disturbed during
construction of the walls will be replaced in kind.
