TITLE: Confirmation of Annual Citizen Member Appointments to the Finance
Committee
ABSTRACT:
The annual vacancies on the City of Newport Beach's Finance Committee are scheduled
to occur on June 30, 2023. The citizen members have annual terms that are subject to
City Council confirmation. The process to fill the vacancies is provided in Resolution
No. 2017-58, City Council Policy A-2 (Boards, Commissions and Committees), and the
Maddy Act. All vacancies were noticed according to the Maddy Act and City Council
Policy A-2.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Confirm Council Member Brad Avery's reappointment of Nancy Scarbrough, Council
Member Robyn Grant's reappointment of Keith Curry, Council Member Lauren
Kleiman's reappointment of Allen Cashion, and Council Member Erik Weigand's
reappointment of Bill Collopy to serve on the Finance Committee until June 30, 2024.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Subject to confirmation by the City Council, the Finance Committee consists of seven
members: three Council Members appointed by the Mayor and four citizen members
appointed by the Council Members not on the Finance Committee.
On January 10, 2023, Mayor Noah Blom appointed himself, Mayor Pro Tern Will O'Neill
(Chair), and Council Member Stapleton as the three Council Members seated on the
Finance Committee.

Resolution No. 2017-58 modified the term of the Finance Committee's citizen members
to align with the fiscal year and set the citizen member terms to be one year or until their
respective successor is appointed. The current citizen members' terms, therefore, are
scheduled to expire on June 30, 2023.
Pursuant to the Maddy Act and City Council Policy A-2 (Boards, Commissions and
Committees), the City Clerk posted a Notice of Scheduled Vacancies on Friday,
March 31, 2023, in the City Clerk's Office, at the Central Library, and on the digital bulletin
board in the City Council Chambers. The notice was also placed on the City's website on
Friday, March 31, 2023, and published in the Daily Pilot on Saturday, April 8, 2023.
As per the notice, applications were accepted by the City Clerk's Office until noon on
Wednesday, May 10, 2023.
Copies of the applications of the four nominees are attached hereto as Attachment A.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

employees. I have been in Finance leadership positions in organizations ranging from small start ups to over $8
billion in sales and 35,000 employees. Effective leadership and counsel of and to large organizations, be they
commercial enterprises, federal, state or city governments, all require consistent discipline involving strict
accountability and adherence to budgets and schedules. Our City is in a fortunate position to have significant
revenue sources. But, with our heavy debt burden and future pension obligations we must be even more diligent
and imaginative in ways to reduce costs and increase revenues.

including City Council, Planning Commission, Water Quatlity Committee, and Aviation, and I serve on the
