Leung, City Manager - 949-644-3001, gleung@newportbeachca.gov PREPARED BY: Tara Finnigan, Assistant City Manager, tinnigan@newportbeachca.gov PHONE: 949-644-3035 TITLE: City Council Homeless Ad Hoc Committee Recommendations ABSTRACT: In March, the Newport Beach City Council reestablished the Newport Beach City Council Homeless Ad Hoc Committee (Committee) for the purpose of evaluating the contract services under the City of Newport Beach's (City's) homeless outreach program. The Committee has prepared a list of recommendations for the City Council's review and discussion. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Review and discuss the Newport Beach City Council Homeless Ad Hoc Committee's recommendations and provide direction to staff. DISCUSSION: At its March 14, 2023 meeting, the Newport Beach City Council adopted Resolution No. 2023-15, reestablishing the Newport Beach City Council Ad Hoc Committee. During the past three months, the Committee, comprised of Mayor Noah Blom and Council Members Robyn Grant and Lauren Kleiman, reviewed data and information related to the City's homeless outreach program contracts. The Committee has developed a list of recommendations (Attachment A) for the City Council's review and discussion. FISCAL IMPACT: There is no fiscal impact related to the review of the Homeless Ad Hoc Committee's recommendations. 24-1 City Council Homeless Ad Hoc Committee Recommendations June 13, 2023 Page 2 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. ► Is] IINIki131 The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Create a Council Policy for the City's approach to people experiencing homelessness: a. Focus all efforts and funding on street exits b. Offer services first c. Regular and even enforcement of all City & State laws d. Consistent tracking and reporting across all departments and partners e. Reallocate funds previously considered for grants for homeless -related services toward City - run initiatives f. Perform baseline citywide count & repeat annually 2. Contracts a.
