Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer, tandefur@newportbeachca.gov PHONE: 949-644-3321 TITLE: FY 2021-22 Streetlight Improvements Project (Harbor View Hills) — Notice of Completion for Contract No. 7661-3 (22V02) ABSTRACT: On November 30, 2021, the City Council awarded Contract No. 7661-3, FY 2021-22 Streetlight Improvements Project (Harbor View Hills) to Calpromax Engineer, Inc. (Calpromax) of Placentia, California. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATIONS: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. The project also installed new pull boxes, LED (light -emitting diode) streetlight lamps, and six new service cabinets. Finally, the circuits along Marguerite Avenue from San Joaquin Hills Road to Fifth Avenue, and the residential streets within the Harbor View Hills community, were converted from high voltage to medium voltage. A summary of the construction cost is as follows: Original Bid Amount: $ 768,665.00 Actual Cost of Bid Items Constructed: $ 681,725.00 Total Change Orders: $ 47,429.68 Final Contract Cost: $ 729,154.68 The final contract cost of $729,154.68 is approximately 5.1 percent lower than the original bid amount. The original contract scope was reduced by removing most of the potholing effort, re -specification of street light conduit, and by removing approximately half of the street light foundation replacements. The FY 2023-24 Streetlight Improvement Project will focus on streetlight foundations in the Corona del Mar and Eastbluff areas. With these changes to the scope, the actual cost of bid items constructed was reduced to $681,725. The project incurred approximately $47,000 in change order work. Approximately $35,000 was incurred due to bid quantity adjustments and overages related to conductors and conduit work, including conduit boring due to unforeseen conduit blockages found in the field and relocation of one service cabinet. Unforeseen rusty anchor bolts combined with inclement weather resulted in approximately $11,000 in additional equipment rental. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule January 26, 2022 Actual Start of Construction Per Notice to Proceed January 26, 2022 Extended Contract Completion Date Inclusive of Extra Work May 5, 2023 Actual Substantial Construction Completion Date March 15, 2023 Additional time was added to the contract for supply chain and Southern California Edison scheduling delays related to the six new service cabinets. FISCAL IMPACT: The FY 2021-22 Streetlight Improvement Project was included in the FY 2022-23 Capital Improvement Program budget as a re -budget. The Neighborhood Enhancement Fund (536) is used for projects that enhance neighborhood aesthetics and functionality and is funded via surplus general funds. General Fund was also used for the project. Funds for the construction contract were expended from the following accounts: Account Description Neighborhood Enhancement General Fund Account Number 53601-980000-22V02 01201927-980000-22V02 Total: hue $ 343,029.66 $ 386,125.02 $ 729,154.68 FY 2021-22 Streetlight Improvements Project (Harbor View Hills) — Notice of Completion for Contract No. 7661-3 (22V02) June 13, 2023 Page 3 ENVIRONMENTAL REVIEW: On November 30, 2021, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing utility facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
