■ Constructed in 1965
■ Majority of upstream improvements completed
■ In 1991, OC Flood Control District received U.S. Army Corps of
Engineers permit approval for an upstream portion of the
channel system.
■ The approved permit conditions stipulated no future permits
would be issued for the remainder of the channel system
improvements until comprehensive mitigation for all channel
improvements was completed.
■ The Project's Environmental Impact Report (EIR) includes the
findings of the required mitigation studies.

1. Provide flood control protection of current design standards
2. Decrease local scour along the channel and at the outlet to Upper
Newport Bay and reduce sediment transported to the Bay
3. Provide habitat restoration, i.e. mitigation, for cumulative impacts
