SUBJECT: CALTRANS ACQUISITION OF PORTION OF WEST NEWPORT CITY OWNED PROPERTY
FOR WIDENING OF SANTA ANA RIVER BRIDGE
RECOMMENDATIONS:
1. Accept Caltrans offer of $360,000.00.
2. Authorize the City Manager to execute required documents to
complete acquisition.
DISCUSSION:
In order to widen Pacific Coast Highway between Highland Street and
Brookhurst Street Caltrans needs to acquire a triangular parcel from the City
owned property adjacent to the West Newport Park. The acquisition is between
Highland Street and the west side of the Santa Ana River and consists of 21,541
square feet. The $360,000.00 offered by Caltrans includes $302,866.46 for the
land and $57,133.54 for existing improvements. Construction of the new bridge
and the Highway widening will require the reconstruction of the City's entrance
sign and adjacent landscaping.
The portion of the City property that will be acquired was not
included in the recently completed park improvement project. This project ended
at Highland Street and the remaining portion to the west was temporarily graded
and seeded in anticipation of the proposed acquisition by Caltrans.
The square foot price of $14.06 offered by Caltrans is the same as the
City's current in -lieu park fee. In 1980 the City purchased this property from
Caltrans for $3.06 per square foot which, was 82% of the park in -lieu fee at that
time.
The City entered into a Cooperative Agreement with Caltrans several
months ago that provided for the City to pay for a new entry sign, street
lighting and landscaping. The estimated cost of the entry sign, including
required retaining walls and a stairway access from Seashore Drive is $113,000.
These funds were included in a budget amendment at the time the Cooperative
Agreement was approved.
