Acceptance of Officer Wellness and Mental Health Grant
The Police Department requests City Council approval to accept funding from the Officer
Wellness and Mental Health Grant Program provided by the State of California (State)
through the Board of State and Community Corrections (BSCC). The funding, in the
amount of $94,079.08, was approved in the Fiscal Year 2022-23 (FY23) State budget
and did not require an application process. The grant will be appropriated to the Police
Department's budget in the amount of $31,359.69 per fiscal year over the next three fiscal
years. The funding must be used for allowable purposes specified in the grant documents
by December 1, 2025.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Accept the State of California Officer Wellness and Mental Health Grant in the amount
of $94,079.08; and
c) Approve Budget Amendment No. 24-003 appropriating $31,359.69 in increased
expenditures in Account No. 01035352-861009-G2330 for FY 2023-24.
DISCUSSION:
Background
In its FY23 budget, the State allocated $50,000,000 in funding to the Officer Wellness
and Mental Health Program administered by the BSCC. The allocation was divided
among the law enforcement agencies throughout the state based on the number of sworn
officers employed by each agency. No application or award process was conducted by
the BSCC and funds were dispersed by check in February 2023. The amount granted to
the City of Newport Beach for use by the Police Department is $94,079.08 and it must be
used by December 1, 2025. City Council approval is required for acceptance of the grant
per Council Policy F-25 and to appropriate funds to the expenditure budget per Council
Policy F-3.

Allowable Uses
The Police Department will use the grant funding for allowable purposes specified by the
BSCC in the grant information documents. In July 2023, the Police Department will
convene an Officer Wellness Grant Committee chaired by the Peer Support Supervisor
to develop and implement plans for expending the grant funding and ensuring reporting
requirements are met.
Specific programming could include, but is not limited to:
Expansion of the Peer Support Program
o Additional resources, including educational materials
o Additional resiliency training
o Peer Support Canine Program
Law -enforcement -specific counseling and wellness services including:
o Critical incident debriefing services
o Critical incident support activities
o Critical incident follow-up counseling services
o Individual counseling for police officers
Expansion of officer wellness and fitness programs
FISCAL IMPACT:
The Budget Amendment appropriates $31,359.69 in additional revenue from the Officer
Wellness and Mental Health Grant Program and $31,359.69 in increased expenditure
appropriations. The revenue will be posted to the Support Services State Grants account
in the Police Department, 01035352-431454-G2330, and purchases will be expensed to
the Support Services Peer Support account in the Police Department, 01035352-861009-
G2330. The balance of the grant funding will be appropriated in FY 2024-25 and FY
2025-26 as part of the annual budget preparation and adoption process.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

SUBJECT: OFFICER WELLNESS AND MENTAL HEALTH GRANT AWARD
I am pleased to let you know that the BSCC has begun processing the Officer Wellness
and Mental Health grants, which were included in the Budget Act of 2022. All eligible
law enforcement agencies will receive their payment by February 15, 2023. This
memorandum provides further information about the purposes of the grant, and
requests your assistance in identifying the person in your agency who will be
responsible for required data reporting.
This disbursement is being made in accordance with Assembly Bill 178, Chapter 45,
Statutes of 2022, Item 5227-121-0001. This funding is available to all city and county
law enforcement agencies employing officers described in Section 830.1 of the Penal
Code. The Officer Wellness grant is for the purpose of improving officer wellness and
expanding mental health sources as follows:
1. Establishing officer wellness units or expanding existing officer wellness units.
2. Establishing peer support units or expanding peer support units.
3. Services provided by a licensed mental health professional, counselor, or other
professional that works with law enforcement.
4. Expanding multiagency mutual aid programs focused on officer wellness and
mental health.
5. Other programs or services that are evidence based or have a successful track
record of enhancing officer wellness.

to your agency, please visit the Board of State and Community Corrections' webpage
for the Officer Wellness and Mental Health Grant available at

Provision 2 of the Budget Act requires each grant recipient to submit an expenditure
report and a final impact report no later than December 1, 2025. Additionally, grant
recipients will submit a brief annual expenditure report. Reports will be provided to the
Commission on Peace Officer Standards and Training (POST). Detailed information
regarding reporting requirements and reporting requirement webinars will be sent out in
early 2023.
