The General Plan Advisory Committee meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the General Plan Advisory Committee agenda be posted at least seventy-two (72) hours in advance of each
regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the
agenda but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may
limit public comments to a reasonable amount of time, generally three (3) minutes per person.
Please Note: You can submit your questions and comments in writing for the General Plan Advisory Committee to
consider by mailing or delivering them to the City of Newport Beach General Plan Advisory Committee at 100 Civic Center
Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at GPupdate@newportbeachca.gov.
In order to ensure adequate time to review comments, please submit any written comments no later than 5:00 p.m. on
Tuesday in order to give the Committee adequate time to review your submission.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will
attempt to accommodate you in every reasonable manner. Please contact Jim Campbell, Deputy Community
Development Director, at least forty-eight (48) hours prior to the meeting to inform us of your particular needs and to
determine if accommodation is feasible at (949) 644-3200 or jcampbell@newportbeachca.gov.
NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT
Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community
Development Department 24 hours prior to the scheduled meeting.

Public comments are invited on agenda items. Speakers must limit comments to three (3)
minutes. Before speaking, we invite, but do not require, you to state your name for the record.
The Committee has the discretion to extend or shorten the speakers’ time limit on agenda
items, provided the time limit adjustment is applied equally to all speakers. As a courtesy,
please turn cell phones off or set them in the silent mode.

Meeting Minutes of May 3, 2023 (Attachment 1 - Draft Minutes)a.
Recommended Action: Review and approve the minutes of May 3, 2023
Update on the Consultant for the Comprehensive Update (Attachment 2 -
Revised Scope of Services)
b.
Staff will provide a brief update on the progress with entering into an agreement with
Dudek for consulting services on the comprehensive update of the General Plan.
Recommended Action: None.
Update on the Implementation of the Housing Elementc.
Staff will provide a brief update on the implementation of the Housing Element, including
the environmental impact report (EIR) preparation, scoping meeting, and traffic analysis.
Recommended Action: None.
Land Use Element Goals and Policies Related to Banning Ranchd.
At the June 5, 2023, GPAC Land Use Element Subcommittee meeting, there was a robust
discussion what changes should be made to the Land Use Element’s goals and policies
related to Banning Ranch given the acquisition of the property by the Trust for Public Land.
Recommended Action: Discuss and consider making a recommendation to the GPUSC
regarding Banning Ranch.
Formation of an Outreach Subcommitteee.
Staff recommends the GPAC form the Outreach Subcommittee to help guide City staff
and consultants on outreach and engagement.
Recommended Action: Discuss and identify members who will serve on the Outreach
Subcommittee.

Since the previous GPAC meeting, several subcommittees have held meetings.
Recommended Action: Share and discuss updates from each subcommittee. Review the
Subcommittee Roster and identify any changes.
