Allowed within the subject zoning district; The property is zoned MU 3300/2400. The proposed apartment building is an allowed use per this zoning. 2. In compliance with all of the following applicable criteria: a. Compliance with this Section, the General Plan, this Zoning Code, any applicable specific plan, and other applicable criteria and policies related to the use or structure; The proposed development does not fall outside any requirement of section NBMC 20.52.080F. The General Plan designation is RM, multiple residential, and the use of 11 apartment units allowed with the MU zone. All design criteria meets the requirements on the zoning code with the use of low income housing unit increase. b. The efficient arrangement of structures on the site and the harmonious relationship of the structures to one another and to other adjacent developments; and whether the relationship is based on standards of good design; The design of the property is one building, 2 stories over podium parking, designed to the limits of the setbacks allowing for required open space. The design is efficient per the zoning requirements of the property, making use of all available building area and number of possible units with required parking. Adjacent properties include multi-story commercial buildings & parking, townhomes, and mobile home. This project fits within the adjacent properties in scale. The architecture is basic contemporary design and fits within the architectural design of the surrounding properties. c. The compatibility in terms of bulk, scale, and aesthetic treatment of structures on the site and adjacent developments and public areas; Adjacent to the project is a large 4 story contemporary office building. Our proposed project is 3 stories and less building footprint. There is also a 3-story condominium project close by at the corner of Placentia Avenue and 15th Street. Considering these 2 building directly within the vicinity our proposed project fits the scale of surrounding properties. The architecture is modern but fits within a more simple geometric architectural design style and will be complimentary to the office building next door, but with more residential character. The adequacy, efficiency, and safety of pedestrian and vehicular access, including drive aisles, driveways, and parking and loading spaces; There will be a city standard in/out access to the parking garage off Placentia Avenue. Placentia avenue has a middle turn aisle so a left in/out should be safe for drivers. Placentia avenue also has a standard sidewalk in front of the building connecting the property to adjacent properties. Pedestrian access will be provided by the city sidewalk. The building is set with proper zoning required front yard setbacks to ensure safe automobile and pedestrian access to the building off the street and sidewalk area. e. The adequacy and efficiency of landscaping and open space areas and the use of water efficient plant and irrigation materials; and The project meets open space requirements per Newport Beach zoning regulations. Landscaping material design and irrigation meet state water efficiency standards. Plant palette meets Newport Beach design requirements. f. The protection of significant views from public right(s)-of-way and compliance with Section 20.30.100 (Public View Protection). There are no significant views from the adjoining properties or from the Placentia Avenue right-of- way.
