Project Description and Justification
Glocal 4T INC. (d.b.a “Tanars Tobacco”) was founded on December 29, 2011, and began its
operations at 2233 W Balboa Blvd Suite #108, Newport Beach, CA, 92663 on June 1, 2012. The
company is a licensed retail tobacco business, 100% owned and operated by Yalcin Tanar. The
company has one employee, including the owner. The store is located in a small multi-business
building with a shared parking space. The operating hours are from 9:00AM - 9:00PM Monday
through Sunday.
Tanars Tobacco offers a large selection of tobacco products, including specialty cigars,
cigarettes, pipe tobacco, hookahs, and tobacco accessories such as lighters, ashtrays, etc. The
products offered are garnered to the specialty and recreational cigar smokers who generate the
highest sales and profits. 25% of revenue comes from cigars. Within the past decade, Tanars
Tobacco has established a loyal local customer base. Being one of the few tobacco stores in the
Newport Beach Pier Zone, Tanars Tobacco is a local go-to place for local residents. 60% of sales
are generated by local Newport Beach residents that live in the area. The store also has snacks,
sodas, personal care products, and beach items for sale.
The company seeks to expand its current product line to include beer and wine. The selection of
beer and wine will complement the high-quality cigars to better cater and provide a holistic
experience to its sophisticated cigar connoisseurs. The new inventory will include name beer and
wine brands such as Coors, Corona, and Budweiser as well as local artisanal brands to provide a
curated selection of products. The wine selection will include reds, whites, blends, rose, and
sparkling types sourced from both local and international vineyards. Similarly, the beer selection
will include popular choices as well as beer from small-batch artisanal breweries. The store will
sell alcoholic beverages for off-site consumption only.
The business has allocated a budget of $45,000 to its beer and wine operations, such as
repurposing the store to accommodate refrigerators, shelves, etc., and also to purchase inventory.
Tanars Tobacco plans to convert 30% of its product line to wine and beer, which is projected to
bring 35% of the annual sales.

Dear Community Development Department:
I represent the owner and landlord, American Commercial Equities Three, LLC (“Landlord”), for
the premises located at 2233 W. Balboa Blvd. Suite 108, Newport Beach, CA 92663 (the
“Premises”), which is currently leased by Tenant, GLOCAL 4T, Inc., dba Tanar's Tobacco Shop
(“Tenant”).
Tenant has expressed an intent to apply for an ABC License for the sale of beer and/or wine
for off‐site consumption, and Landlord has no objections to Tenant’s application or use of this
license.
Further, Landlord authorizes Tenant to execute the Discretionary Application Owner’s Affidavit
attached hereto.
