CITY OF NEWPORT BEACH GENERAL PLAN UPDATE STEERING COMMITTEE MINUTES COMMUNITY ROOM – 100 CIVIC CENTER DRIVE JULY 19, 2023 REGULAR MEETING – 6 P.M.
I. CALL THE MEETING TO ORDER – 6:50 p.m.

Present: Chair Nancy Gardner and Committee Members Phillip Brown and Kimberly Carter
Staff: Deputy Community Development Director Jim Campbell and Principal Planner Ben Zdeba
III. PUBLIC COMMENTS ON NON-AGENDA ITEMS None
IV. CURRENT BUSINESS
a. Meeting Minutes of June 26, 2023
Motion made by Committee Member Carter and seconded by Committee Member Brown to approve the minutes of June 26, 2023 with the recommended edits.
The motion carried unanimously 3-0.
b. Land Use Element Policy Revisions for Housing Element Implementation
At the June 19, 2023, GPAC Land Use Element Subcommittee meeting, the Subcommittee conducted a final review of the proposed changes to the Land Use Element’s policies that are necessary to implement the adopted 6th Cycle Housing Element for the 2021-2029 planning period. At the July 19, 2023, GPAC meeting, the entire Committee held a discussion and sent the item back to the Land Use Committee
Subcommittee for further review and discussion. As a result, no discussion, consideration of revisions, or forwarding recommendation occurred during the GPUSC meeting.
In response to Committee Member Carter’s question, Chair Gardner thought that a process for reviewing items might be for GPAC to have a discussion during an initial
meeting, followed by an opportunity for comments during a GPUSC meeting before a vote by the GPAC at a second meeting. Deputy Community Development Director Campbell confirmed that GPUSC Committee Members can comment on discussion items as
members of the public during GPAC meetings and clarified the role of the GPUSC.

In response to Dennis Baker’s question, Chair Gardner noted that items that may bring long conversations can sometimes be seen in the subcommittee meeting, it is tough to
predict, and the process requires being flexible. Deputy Community Development Director Campbell reiterated that is hard to predict lengthy conversations, work must be done in a public setting to honor the Brown Act and known issues should be communicated in advance to staff.
In response to Jim Mosher’s comments, Chair Gardner thought it was an excellent idea for the subcommittee minute notes and presentations be made accessible on the City’s website and asked staff to inform the GPUSC at the next meeting how that could work.
Jim Mosher noted that the GPUSC resolution does not specify what to do with GPAC’s recommended changes to the General Plan that are received by the GPUSC.
c. Introducing Dudek as the Consultant for the Comprehensive General Plan Update
Due to the lengthy GPAC meeting, Deputy Community Development Director Campbell excused Dudek from attending the GPUSC meeting and offered to bring comments from GPUSC Committee Members to Dudek.
d. Potential Future Speakers or Topics for GPAC The Committee discussed the opportunity of having speakers providing guidance to the GPAC through presentations. Deputy Community Development Director Campbell noted impromptu and general discussions by City staff at subcommittee meetings, but no organized presentations are planned. Nancy Scarbrough suggested asking local professors to provide guidance. Dennis Baker suggested UCI as a resource to find a futurist who is knowledgeable about trends and could help provide clarity on the “bottom line for builders.”
Jim Mosher suggested Dudek present potential different general plan structures and what a general plan does and does not do.
e. Report from Outreach Subcommittee Liaison
Committee Member Brown had no comments.
V. COMMITTEE ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) The Committee discussed future GPAC and GPUSC meeting days and times. Deputy Community Development Director Campbell stated that he will check with the City Clerk if the GPSUC meeting can begin on or after a set time, so, for example, the meeting can

start at 6 p.m. or shortly after.
Committee Member Carter and Nancy Scarbrough preferred both meetings on the same day. Principal Planner Zdeba noted that the attorney’s office will review if the GPAC alternate, Nicholas Acevedo, selected by the GPUSC can fill the current GPAC vacancy. In response to Charles Klobe’s inquiry, Principal Planner Zdeba indicated that staff is going through the motions to determine if addressing GPAC nonparticipants will require a formal change to the resolution. Chair Gardner also included it in the bi-monthly report to the Council. Jim Mosher announced that the Institute of Local Government is holding a public engagement virtual training on July 26 and 27 and agreed to forward it to staff for review.
In response to Committee Member Carter’s question, Deputy Community Development Director Campbell relayed that one of Kearns & West’s first deliverables is an outreach plan and a meeting with the GPAC Subcommittee is anticipated to collect initial thoughts,
prepare a draft plan for GPAC Subcommittee review and endorsement, conduct a full GPAC Committee review and gain approval, and move to implementation.
VI. ADJOURNMENT - With no further business, Chair Gardner adjourned the meeting. The next meeting is to be determined.
