TITLE: Ford Road Wastewater Pump Station Improvement — Award of
Contract No. 7731-2 (23SO4)
ABSTRACT -
The City of Newport Beach (City) has received construction bids for the Ford Road
Wastewater Pump Station Improvement Project and requests City Council approval to
award the construction contract to Paulus Engineering, Inc. of Anaheim. This project will
remove the existing 48-inch wet well, construct a new 96-inch wet well, install a backup
generator and appurtenances, and remove and construct concrete curb, gutter, driveway
and sidewalk adjacent to Ford Road.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(b), Class 1 (maintenance of existing public facilities used
to provide sewerage) of the CEQA Guidelines, California Code of Regulations, Title
14, Chapter 3, because this project has no potential to have a significant effect on the
environment;
b) Approve the project plans and specifications;
c) Award Contract No. 7731-2 to Paulus Engineering, Inc. for the bid price of $799,700
for the Ford Road Wastewater Pump Station Improvement Project, and authorize the
Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $80,000 (approximately 10 percent of total bid) to cover the
cost of unforeseen work not included in the original contract.
DISCUSSION:
The Ford Road Wastewater Pump Station is part of the City's sewer system and consists
of a 48-inch wet well pump station. The site is located near the easterly end of Ford Road,
across the street from the Newport Coast Child Development preschool.

The project scope entails constructing a new 96-inch wet well, removing and replacing
existing utilities for the new wet well, installing a backup generator and appurtenances,
restoring retaining wall and landscaping, and maintaining a temporary bypass system.
Originally built circa 1975, the sewage pump station's 48-inch wet well was identified, in
the 2009 Sewer Master Plan Report, as being undersized and in need of upsizing.
Increasing the wet well size from 48 inches to 96 inches increases the storage capacity
of the system, as well as eliminates excessive pump cycling, which creates unnecessary
wear and tear on the pumping components. Additionally, the current pump station does
not have backup power. During any power outages, City staff is required to mobilize and
connect a temporary generator to power this pump station so as to prevent sewage
overflowing from the lift station. This project installs a permanent back-up generator
eliminating potential sewage overflows due to power outages.
At 10 a.m. on July 11, 2023, the City Clerk opened and read the following bids for this
project:

The City received seven bids for this project. The low bidder, Paulus Engineering, Inc.,
possesses a California State Contractor's License Classification "A" General Engineering,
as required by the project specifications. A review of references for Paulus Engineering,
Inc. shows satisfactory completion of similar contracts for other municipalities.
The low bid was approximately 30 percent below the Engineer's Estimate of $1,150,000.
The cost for mobilization, concrete, wet well, piping and the generator were much lower
than anticipated as staff had adjusted the Engineer's Estimate prior to bidding to account
for the recent inflationary and supply chain cost issues. The high number of bids received
indicates a competitive bidding climate.
Pursuant to the contract specifications, the contractor will have 60 consecutive working
days to procure the necessary materials and equipment and complete the work. The
notice to proceed is expected in October.
The project plans and specifications will be available for review at the August 22, 2023
City Council meeting or upon request.
FISCAL IMPACT:
Sufficient funding is available from the Fiscal Year 2023-24 Capital Improvement Program
(CIP) budget for completion of this contract in the Sewer Lift Station Improvements CIP.

These funds are planned for this sewer pump station as well as another one on Collins
Island in the future. The funds will be expended from the Wastewater Capital in the Public
Works Department, 71201-980000-23SO4. The following funds will be expended:

Staff recommends establishing $80,000 (approximately 10 percent) for contingency
purposes to cover the cost of unforeseen conditions associated with construction.

Environmental Quality Act (CEQA) pursuant to Section 15301(b), Class 1 (maintenance

The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
