Streetlight Foundation Inspection and Replacement - Award of
TITLE: Contract No. 9233-1 (23V02)
ABSTRACT:
The City of Newport Beach (City) has received construction bids for the Streetlight
Foundation Inspection and Replacement Project and requests City Council approval to
award the construction contract to Servitek Electric, Inc. (SEI) of Walnut, CA. This project
requires removing existing streetlight grout caps, coordinating inspections of existing
anchor bolts, replacing streetlight foundations in -place with new anchor bolts, rewiring
streetlights, and reconstructing grout caps or full sidewalk panels.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302(c) (replacement of existing utility facilities involving
negligible expansion of capacity) of the CEQA Guidelines, because this project has
no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 9233-1 to Servitek Electric, Inc. for the bid price of $378,000 for
the Streetlight Foundation Inspection and Replacement Project, and authorize the
Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $38,000 (approximately 10 percent of total bid) to cover the
cost of unforeseen work not included in the original contract.
DISCUSSION:
The City owns and maintains over 6,000 streetlights and the Utilities Department inspects
each lighting circuit for operational and visual defects. 55 locations have been selected
as a result of those inspections where additional information is needed to determine if the
system is configured to City standards.

The 55 streetlight foundations are located at various locations throughout the City. Most
of the inspections will occur along arterial streets such as Jamboree Road, MacArthur
Boulevard and Newport Boulevard. The remaining inspections will be along Balboa
Boulevard, San Miguel Road and San Joaquin Hills Road. The work scope was
developed so shorter sections of road will be under construction, decreasing the chances
for traffic congestion.
The project includes inspecting anchor bolts that connect the light poles to the
foundations. Once the bolt assemblies are exposed, the City will inspect each location.
On July 13, 2023, at 10 a.m. the City Clerk opened and read the following electronic bids
for this project:

The bid amount submitted by the apparent low bidder, SEI, is approximately three percent
below the Engineer's Estimate of $388,000. SEI possesses a California General
Engineering "A" Contractors License, as required by the project specifications, and has
satisfactorily completed similar projects for other local agencies.
The work necessary for the completion of this contract consists of providing traffic control,
exposing streetlight foundation bolts for City inspection, reinstalling the streetlights on
new foundations, and providing new grout caps and/or sidewalk.
Pursuant to the contract documents, SEI is allotted 60 consecutive working days to
complete the work. Liquidated damages in the amount of $1,000 per working day will be
assessed in case of tardy completion.
The project plans and specifications will be available at the City Council meeting or
upon request.
FISCAL IMPACT:
The Fiscal Year 2023-24 Capital Improvement Program (CIP) budget includes sufficient
funding for the award of this contract. Project funding will be expensed from the following

Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing
utility facilities involving negligible expansion of capacity) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
