(10) A comprehensive, cohesive and coordinated lighting plan of exterior and parking structure lighting, including locations, fixture height, fixture product type and technical specifications. See redmarks for photometric study. The study needs to be produced at a higher resolution for legibility and some areas near the western property line need light candle projections. b. (14) A statement that the proposed new structure is consistent with the goals, policies, and actions of the General Plan and Planned Community Development Plan. c. Please review the linked list to ensure all documents are accounted for. 4. Coastal Hazards Report (PDF Page 65): a. The report addresses the finished floor elevation of the entrance to the underground station and how it is safe from sea-level rise impacts. However, please address the underground pumps, which is shown to be approximately -22.0 feet on the provided Section Plans. Are the underground elements of the project safe from sea-level rise (SLR)? Please address within the Coastal Hazards Report. Does the entrance to the underground pump station well at 15.5 feet protect the underground well? Can a clear statement be added that it will protect it from flooding? b. The Report’s projected SLR numbers for H++ scenario do not match the State of California’s Sea Level Rise Guidance (see Table 28). Please verify all SLR projection numbers and provide a table which outlines the projected SLR and demonstrate that the proposed facility is protected. Thank you for clarifying the use of the critical infrastructure sea level guidance. However, with 6.6’ rise, what is the baseline of measurement? The maximum bay water elevation is typically 7.7’ NAVD. This is not stated in the report. If it is 7.7’ NAVD, adding 6.6’ equals to 14.3 feet, which is higher than the finished floor of the odor control room and generator room finished floor. The report states that the 14 feet minimum floor elevation is conservative, so please clarify how it complies with sea level rise guidance. 5. Water Quality Management Plan: As a part of the Coastal Development Permit requirements, please submit a Water Quality Management Plan (WQMP) for City review. See comments from City’s Geotechnical Engineer. A meeting has been set up for August 8, 2023 to discuss with the requirements of the preliminary WQMP for City review. This is required for the Coastal Development Permit review findings. 6. Visual Impact Analysis (PDF Page 351): a. Please remove the “Potential Future Coastal Public View Tower” from all plans, as it is no longer a part of the Back Bay Landing project. Please note that the use of Lower Castaways Park for construction staging is still being discussed and subject to change. Upon further discussion with city staff, the following direction has been given: i. The lease agreement for Lower Castaways Park needs to be completed and potentially requires review by the City Council (TBD). ii. The terms of the lease agreement is expected to affect the CMP, which was not resubmitted during this review round. iii. Once the lease agreement is approved and completed, please submit the revised CMP for review by Planning and Public Works. This is required prior to any public hearing takes place. 8. Notice of Application Filing: Please provide verification that a completed Notice of Application Filing has been posted to the project site. This can be in the form of a photo of the notice posted on site. See page 8 of linked document for the notice template. 9. Public Noticing Materials: Please note that public noticing materials are required. Per previous discussions, this will be provided once certain project details are resolved (construction staging). As discussed via email, radius map will be required for three separate locations: Pump station site, west-side of the bridge area, and Lower Castaways Park. Please provide all remaining labels. 10. Specific comments from the City are shown in bold and responded below. Comments from Fire, Building, and Geotechnical departments are also included below. A list of attachments are provided at the end of this document. 1. Project Description and Justification: Please provide the following project justification and response to findings: a. Site Development Review (20.52.080.F) b. Back Bay Landing Site Development Review (PC 9 Section VII, Letter C) c. Coastal Development Permit (21.52.015.F) The Project Description and Justification submittal has been updated including the finding statements in (a) Site Development Review (20.52.080.F), (b) Back Bay Landing Site Development Review (PC 9 Section VII, Letter C), and (c) Coastal Development Permit (21.52.015.F) per comments received. See Attachment A - Project Description and Justification_Rev 1 d. Lot Line Adjustment (19.76.020.I). See Comment No. 2, below for more additional details. The information for (d) Lot Line Adjustment (19.76.020.I) is provided in response to No. 2 below. e. Include information as provided in emails to the City on April 21, 2023, regarding the status of the Addendum to the EIR and the exemption from City-issued building permits. Per California Code, 53091 d, as a local wastewater agency OC San is exempt from building ordinances for wastewater facilities. The Addendum to the EIR is planned to be adopted at a future Board of Directors Meeting. The addendum will include additional clarification on project staging areas and does not change the project description or analysis. 2. Lot Line Adjustment: a. More information is required regarding the future lot lines of the project site. Provide a written narrative regarding the existing and proposed property lines and the status of the Responses to Notice of Incomplete Filing July 2023 www.arcadis.com 2/7 eminent domain. Preliminarily, the City has determined that Lot Line Adjustment (LLA) is required for the project. However, more details and background would help City Departments solidify that determination (for example, to determine that it is an LLA instead of a lot merger). A Lot line Adjustment (LLA) is not required. The Subdivision Map Act does not apply to property conveyed to or from a governmental agency or public entity. (Gov. Code §66428(a)(2).) Here, OC San owns the property where the existing pump station is located (Parcel 1 of Document recorded in Book 7661, Page 741 of Official Records-4,879 sf) and is acquiring from adjacent property (APN 440-132-60) 9,713 square feet of land for the expansion of OC San’s existing facility. The land being acquired is the subject of an eminent domain case (OC San v. Bayside Village Marina LLC, et. al., OCSC Case No.: 30-2022-01251890) wherein OC San has secured an order of immediate possession. At the conclusion of the eminent domain case, OC San will record a final order of condemnation (Code of Civil Procedure section 1268.030), which will have the effect of creating the new parcel boundaries. The recorded final order of condemnation will be provided to the County Assessor’s office, who will revise the assessor parcel maps accordingly. Attachment B includes a figure illustrating the existing property and the property being acquired. b. Provide any proposed maps and plans in accordance to the requirements of the Lot Line Adjustment/Lot Merger information sheet. As discussed in connection with Comment a above, a lot line adjustment is not required. The revised boundaries of the properties will be created by the recording of the final order of condemnation at the conclusion of the eminent domain case. The County Assessor will revise the assessor parcel maps upon receipt of the final order of condemnation in accordance with the final order of condemnation. Attachment C includes the legal description and plat map of the property being acquired in fee for the expansion of the pump station. 3. Site Development Review: Please review and provide all of the required submittal contents for a Site Development Review, as required by the Back Bay Landing Planned Community Text (PC 9) under Section VII, Letter D. The following documents need to be provided: a. Yes, the underground pump station is also safe from the sea-level rise (SLR) since the entrance to the underground pump station is at the same elevation as the electrical room at 15.50 feet NAVD88. The following sentence has been included in the Coastal Hazardous Report, “The entrance to the underground pump station dry well is elevated to the same elevation of the electrical building finished floor at 15.5 feet NVAD88.” b. The Report’s projected SLR numbers for H++ scenario do not match the State of California’s Sea Level Rise Guidance (see Table 28). Please verify all SLR projection numbers and provide a table which outlines the projected SLR and demonstrate that the proposed facility is protected. The Bay Bridge Pump Station is designed considering a more conservative SLR reference from the State of California’s Sea Level Rise Guidance and Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone. Final Adopted Guidance. November 17, 2021 as shown in the table below. The State of California’s Sea Level Rise Guidance reference has also been included in the updated Coastal Hazardous Report in Attachment E. Please note that additional comments from Public Works and Utilities Departments are pending and will be provided when ready. FYI, these comments may further affect the project resubmittal. Fire Comments: 1) Provide premise identification per NBFD guideline. The premise identification of 250 address ID has been included in the design. The detail of the address ID has been included in Attachment I - Updated Architectural Drawings. 2) Provide Knox box for emergency access. Knox boxes are provided near the north and south gates of the project site. See the updated Architectural Drawings in Attachment I. 3) Provide NFPA 704 placarding for onsite hazards. NFPA 704 signs will be installed where required. Responses to Notice of Incomplete Filing July 2023 www.arcadis.com 5/7 Building Comments: 1) A second means of egress will be required from the basement and roof levels if the exit access travel distance exceeds 75 feet (100 feet if the building is equipped with an NFPA 13 fire sprinkler system) from the most remote location in on each level to the exit door at the ground floor level (CBC 1006.3.4). The occupancy classification for the pump station is F-1 (CBC 306). Means of Egress comment: The project site is exempted from the requirement of the second means of egress per the following CBC code sections: 405.1 General “Exceptions: 6. Pumping stations and other similar mechanical spaces intended only for limited periodic use by service or maintenance personnel.” 1006.2.1 Egress Based on Occupant Load and Common Path of Egress Travel Distance “Exceptions: 3. Unoccupied mechanical rooms and penthouses are not required to comply with the common path of egress travel distance measurement.” The proposed occupancy classification for the pump station is Factory Industrial F-2 Low Hazard Occupancy. This is in line with other pump stations OC San owns throughout the City including the Rocky Point and Bitter Point Pump Stations. 2) The proposed project is in a Soils Liquefaction Seismic Hazard Area. The soils report shall include the analyses described in City of Newport Beach Building Code Policy CBC 1803.5.11-12 and recommendations for the mitigation of the effects of soils liquefaction. The soils report submitted with the original application included evaluation of liquefaction potential and mitigation measures. Geotechnical Comments: 1) The site is located in a Liquefaction Seismic Hazard Zone, for purposes of Geotechnical and Structural design of the building the Project is assumed to be in Seismic Risk Category IV per Table 1604.5 of the 2022CBC. To reduce the Risk to Category III the project engineer must prove that the building will not exceed the maximum allowable quantities per control area as given in Table 307.1(2) of the 2022CBC. The Geotechnical Engineer must determine Site Classification per ASCE7-16 Chapter 20, Table 20-3-1 with supporting blow count or shear wave velocities. Soils vulnerable to potential failure due to liquefaction, sensitive clays and collapsible weakly cemented soils are required to perform a Site-Specific Ground Motion for Seismic Design with exception of buildings having a fundamental period of vibration equal to or less than 0.5 seconds. If the exception is stablished the site class is permitted to be determined in accordance with section 20.3 and the corresponding values of Fa and Fv determined from Tables 11-4-1 and 11-4-2. The Bay Bridge Pump Station is designed based on Risk Category IV for all structures. Responses to Notice of Incomplete Filing July 2023 www.arcadis.com 6/7 2) The geotechnical report must also provide estimated differential settlement for the proposed structure and proposed 30”-inch and 24”-inch sewer lines along with remedial recommendations to prevent damage. Differential settlement is provided in the project Geotechnical Report provided with the original submittal: 6.9.1 Pump Station and Pipeline Differential Settlement Some materials encountered in the pump station area indicate that liquefaction could occur during a seismic event. Based on our analyses, settlement up to about 4 inches at the ground surface and up to about 6 inches of lateral spreading could occur. Foundations extending more than about 25 feet bgs (elevation -13 ft or deeper) could experience about 1 inch of post-liquefaction settlement. Although the probability of liquefaction occurring in all layers susceptible to liquefaction should be considered small, if the resulting differential movements from post-earthquake liquefaction movement cannot be tolerated, flexible pipe connections should be considered to reduce the risk of damage resulting from soil movement, and mitigation of underlying soils (e.g., grout injection, over excavation) should be considered to help lessen the magnitude of potential soil movement. To mitigate the differential settlement associated with utilities and shallow foundations, soil improvements will be completed. 3) Provide specifications for the construction and removal of existing lines. The existing pipelines will not be removed, rather they will be filled with 1-sack slurry and abandoned in place. The network conveys wastewater to the Plant No. 2 wastewater treatment facility in Huntington Beach. The existing Bay Bridge Pump Station (BBPS) conveys approximately half the wastewater flow generated in the City and the wastewater will eventually be treated at OC San Plant No.2. The locations of the existing and proposed pump stations are shown on Figure ES-1 and Figure ES-2. The existing BBPS was constructed in 1966 (Project No. 5-12) and upgraded in 1995 with new pumps, piping and ventilation modifications, structural upgrades, architectural revisions, and a standby generator (Project 5-33). In 2014, another pump was added for increased capacity and reliability (under Project 5- 60). The existing BBPS has been over 50 years and requires replacement. The Bay Bridge Pump Station Replacement Project (Project 5-67) includes the replacement of both the pump station and the associated force mains. The work includes demolition of the existing pump station building, construction of a new underground pump room (approximately. 2,500 sf), and above grade facilities consisting of an electrical room, an odor control facility, and a generator room (three buildings; totaling approximately 3,630 sf). The new dual force main alignment is approximately 1,300 linear feet and is located adjacent to the existing force mains. The project is in compliance of the following requirements as stated in Site Development Review (20.52.080.F), Back Bay Landing Site Development Review (PC 9 Section VII, Letter C), Coastal Development Permit (21.52.015.F): 1) Allowed within the subject zoning district; 2) Compliance with the Site Development Review, the General Plan, the Zoning Code, Coastal Land Use Plan, Back Bay Landing Planned Community Development Plan, any applicable specific plan, and other applicable criteria and policies related to the use or structure; 3) The efficient arrangement of structures on the site and the harmonious relationship of the structures to one another and to other adjacent developments; and whether the relationship is based on standards of good design; 4) The compatibility in terms of bulk, scale, and aesthetic treatment of structures on the site and adjacent developments and public areas; 5) The development shall be sited and designed to maximize the aesthetic quality of the project as viewed from surrounding roadways, properties, and waterfront, with special consideration given to providing a variety of building heights, massing, and architectural treatments to provide public views through the site; 6) The adequacy, efficiency, and safety of pedestrian and vehicular access, including drive aisles, driveways, and parking and loading spaces; 7) The adequacy and efficiency of landscaping and open space areas and the use of water efficient plant and irrigation materials; 8) The protection of significant views from public right(s)-of-way and compliance with Section 20.30.100 (Public View Protection); Bay Bridge Pump Station Replacement Project No. 5-67 9) Not detrimental to the harmonious and orderly growth of the City, nor endangers, jeopardizes, or otherwise constitutes a hazard to the public convenience, health, interest, safety, or general welfare of persons residing or working in the neighborhood of the proposed development; and 10) Conforms to all applicable sections of the certified Local Coastal Program; Per California Code, 53091 d, as a local wastewater agency OC San is exempt from building ordinances for wastewater facilities. The submittal shall also show evidence of UL listing or other testing laboratory acceptable to the ENGINEER. 2. If substitution fixtures are proposed, the submittal shall have sufficient information for complete comparison of the proposed fixture to the originally specified fixture. Photometric data shall include coefficients of utilization, average brightness, candlepower distribution curves, and lumen output chart. 3. Pole-mounted fixtures shall include complete data on the pole material, finish, handholes, anchoring, dimensions, structural loading data, and fixture attachment details. Ballast catalog data shall include lamp wattage, ballast efficiency factor (BEF), input watts, sound rating, power factor, and type of ballast. Photocell submittal shall include voltage and wattage ratings, ambient light level switching control means, and enclosure rating. 6. Lighting Control Panel submittal shall include detail lighting contactor schedule and wiring diagram. The lighting contactor schedule shall include, but not be limited to, all lighting contactors, along with associated lighting circuit number, and load description. 7. Provide lighting calculation based on selected and submitted lighting fixtures. Photometric data, including zonal lumen data, average and minimum ratio, aiming diagram, and computerized candlepower distribution data shall accompany shop drawings. 1.6 QUALITY ASSURANCE A. General: 1. Comply with the requirements specified herein and the applicable reference Specifications of the General Requirements, and the Additional General Requirements. 2. Exterior lighting system operation shall be demonstrated during the hours of darkness to indicate that fixtures are properly focused and aimed, photocell operation is correct, and that fixture switching functions as intended. Similar requirements shall apply to interior lighting. The CONTRACTOR shall also demonstrate that the light fixtures are properly circuited and the panel schedules and the panel directories are correctly documented. 3. Lighting system functionality test shall occur within 2 weeks prior to start of Reliability Acceptance Tests (RAT). 4. Fixture Appearance a. Fixture lenses, diffusers, and reflectors shall be cleaned just prior to system demonstrations. b. Fixture trim, including poles and support brackets, where finish has been damaged, shall be refinished or replaced. 1.7 SITE CONDITIONS A. Seismic requirements shall be in accordance with Section 01332, Seismic Design Criteria and this Specification section. PART 2 - PRODUCTS 2.1 LIGHTING SYSTEMS GENERAL A. Lighting system material shall be UL-listed or listed by an OSHA-recognized testing agency acceptable to the ENGINEER. LIGHTING Bay Bridge Pump Station Replacement Project No. 5-67 16500-4 FDS B. Lighting systems for occupied building spaces shall conform to the latest edition of IESNA requirements. 2.2 FIXTURES A. General: Provide fixtures as shown in fixture schedule, with proper hangers, pendants, canopies, lamps, etc., necessary for complete installation. Provide fixtures having "feed thru" or separate junction boxes. Provide two lamp ballasts wherever possible. Provide fixtures with wire leads not smaller than 18 AWG and with all electrical components easily accessible and replaceable without removing the fixture from the ceiling. B. Special Requirements: 1. Fixtures shall be rated for the locations where they are installed. Refer to Specification section 16010, Electrical General Provisions and the Drawings for area designation. Fixtures installed in wet and corrosive locations shall have a removable prewired driver. 2. Where designated for emergency lighting service provide fixtures containing integral battery module, charger, and control module to illuminate one-half of the lamps in the fixture to a value of approximately 40 percent output for 90 minutes in case of power failure. Furnish unit that automatically recharges the battery on return of normal line voltage. 3. For exterior fixtures with photocells, provide the fixture manufacturer's standard design. Adjust photocells to switch light ON at dusk and OFF at dawn. All exterior light fixtures shall be full-cutoff. 4. Provide pendant type fixtures with a safety cable attached to the structure and the fixture at each support capable of supporting four times the vertical load. 2.3 REFLECTORS A. Reflectors and reflecting cones or baffles shall be as follows: 1. Free of any tooling marks, indentations caused by riveting or other assembly techniques. 2. No rivets, springs, or other hardware visible after installation. 3. First quality polished, buffed, and anodized finish. 4. Low iridescence for fluorescent sources. 5. Finish color as indicated in the Contract Documents. 6. All reflectors and baffles of modified elliptical contour, with no apparent brightness from above 40 degrees above the nadir, with no lamp image or any part of the lamp visible from above 40 degrees above the nadir. 7. Cone flange formed as an integral part of the cone and with identical color and finish, unless specified otherwise. Width of the flange covers all ceiling opening without light leaks or hardware visible. Bay Bridge Pump Station Replacement LIGHTING Project No. 5-67 FDS 16500-5 2.4 LENSES A. All lenses shall be secured by positive means with neoprene or silicone gasket or washers, as required to hold the lens tight within a frame or attaching to the housing. 1. All glass lenses shall be heat treated (tempered) or sealed with a clear acrylic laminate layer to provide a "safety glass" rating. All lenses which require removal for relamping or normal maintenance shall be attached to the fixture housing by a minimal length of safety chain to prohibit the lens from falling and striking surrounding surfaces. Glass edges exposed during the relamping process shall be gasketed to prevent chipping or cracking. 2. Acrylic lenses shall be 100 percent virgin acrylic polymer, colorless. 2.5 LOUVERS (NOT USED) 2.6 FIXTURE MANUFACTURERS A. Fixture manufacturers shall be as called out in the fixture schedule shown on the Drawings, or equal. 2.7 LAMPS (NOT USED) 2.8 BALLASTS (NOT USED) 2.9 LIGHTING CONTROL A. General: Provide lighting control system as indicated in the Contract Documents. B. Lighting Controllers shall be of the non-combination lighting contactor type similar to combination motor starters without overload relays. Circuit breakers shall be of the molded case, thermal-magnetic type. 1. Provide a detailed lighting contactor schedule and wiring diagram. The lighting contactor schedule shall include, but not be limited to, all lighting contactors, along with associated lighting circuit number, and load description. C. Time Switch: Provide a time switch as shown on Contract Drawings with a plain 4- hour dial. D. Photocells: 1. Outdoor lighting shall be controlled by a photoelectric cell in accordance with the Contract Documents. The photocell shall be rated 120 V, 2000 W, 3-wire service, single-pole, single-throw (SPST). 2. The photocell shall be completely self-contained in NEMA 4 housing, ON at dusk and OFF at dawn; time delay feature to prevent false switching; and field adjustable to control operating levels. Photocell shall be Tork Model No. 2101, or equal. E. Dimming System: (NOT USED) F. Emergency lighting units shall be as specified on the fixture schedule. The two lighting heads shall consist of sealed beam lamps. The unit shall be able to accommodate additional remotely located fixtures when specified in the Contract Documents. Batteries shall be the sealed nickel cadmium, maintenance-free type rated for a minimum of 90 minutes. An integral battery charger shall automatically provide a high-rate charge immediately upon restoration of normal power to the unit. When float voltage is reached, the charge level shall be maintained continuously. Time delay shall be provided to maintain emergency lighting for 15 minutes after normal power restoration. The fixtures shall be UL-listed, and shall be in accordance with UL 924. B. Test Push Button: The emergency lighting units shall have push-to-test button as part of the unit to simulate loss of power and demonstrates unit operability. C. Integral Self-Test: Factory- installed electronic device automatically initiates code- required test of unit emergency operation at required intervals. Test failure is annunciated by an integral audible alarm and a flashing red LED. 2.12 EXIT SIGNS A. Exit signs shall be red, light-emitting diode (LED) type. LEDs shall be provided to illuminate letters from within the exit sign. They shall be designed to remain illuminated upon failure of the normal power supply via an internal nickel cadmium battery. Comply with IES LM-79-08 Approved Method for measuring lumen maintenance of LED light sources. 2. Comply with IES LM-80-08 Approved Method for electrical and photometric measurement of SSL product. 3. Luminaire shall be mercury and lead free, and (RoHS) compliant. 4. Drivers shall be solid state and accept 120 through 277VAC at 60Hz input. 6. LED light source shall be fully dimmable with the use of compatible dimmers switch designated for low voltage loads. 7. Luminaire shall have a maximum Total Harmonic Distortion (THD) of 20% at full power and across specified voltage range. 8. Luminaire shall operate normally for input voltage fluctuation of plus or minus 10 percent. 9. Luminaires shall be accessible from below ceiling plane for all maintenance work. 10. Luminaire Color Rendering Index (CRI) shall be a minimum CRI of 85 for interior luminaires and 70 for exterior luminaires. 11. LED driver shall have a minimum power factor (pf) of 0.9 and a maximum crest factor (cf) of 1.5 at full power and across specified voltage range. 12. LED driver shall be compatible with dimming controls where dimming is indicated on the contract documents. 13. Wiring connection to LED drivers shall utilize polarized quick-disconnects for field maintenance. 14. The LED luminaire shall carry a limited 5-year warranty minimum for LED light engine(s)/board array, and driver(s). 15. Provide all of the following data on the submittals: a. Delivered lumens b. Luminaire manufacturers shall adhere to device manufacturer guidelines, certification programs, and test procedures for thermal management. 2.14 HARDWARE A. Hardware for fixtures located outdoors, in wet and corrosive areas shall be Type 316 stainless steel. Lighting pole hardware including nuts, bolts and washers for anchoring shall be Type 316 stainless steel. PART 3 - EXECUTION 3.1 FIXTURES A. Install each fixture as recommended by the fixture manufacturer, per National Electrical Code and California Electrical Code requirements and as shown on the Drawings. 2. Install fixtures plumb, level, straight, and true with reference to adjacent walls. 3. Where fixtures height is indicated on the Drawings, the height shall be as measured from the bottom of the fixture to finished floor or finished grade, whichever is applicable. 4. After construction of total Project is completed, clean fixtures and lenses. Replace all lamps used for lighting during construction. 5. Circuit directories in panelboard door pockets shall be typewritten to identify all circuits. 6. All flood and spotlights shall be aimed as shown on the Drawings. 7. Install all recessed fixtures tight with the finished surface so that no spill light shall show between the ceilings and the sealing rings, and furnish plaster frames when required by ceiling construction. 8. Provide each fluorescent recessed fixture with two safety chains or two 12 AWG soft-annealed galvanized steel wire of length needed to secure fixture to building structure independent of ceiling structure. Tensile strength of chain or wires and fastening to structure shall be adequate to support weight of fixture. Fasten a chain or wires to each end of fixture. 9. Coordinate fixture locations with other utility systems (e.g., Plumbing, HVAC). Relocate fixtures to avoid conflict with these other systems and to avoid blockage of fixture light output. Obtain ENGINEER’s acceptance on the new locations. 10. Provide lighting calculation based on selected and submitted lighting fixtures. Photometric data, including zonal lumen data, average and minimum ratio, aiming diagram, and computerized candlepower distribution data shall accompany shop drawings. 3.2 BALLASTS (NOT USED) 3.3 LIGHTING CONTROL A. For vapor-tight demanding environments where moisture or dust is a concern and where relatively low fixture mounting heights and wide fixture spacing are common. Typical applications include industrial facilities, parking garages, retail malls, multi-purpose rooms, garden centers, and food processing. Certain airborne contaminants can diminish the integrity of acrylic and/or polycarbonate. Click here for Acrylic-Polycarbon- ate Compatibility table for suitable use. Certain airborne contaminants may adversely affect the functioning of LEDs and other electronic components, depending on various factors such as concentrations of the contaminants, ventilation, and temperature at the end-user location. CONSTRUCTION — One-piece 5VA fiberglass housing with integral perimeter channel utilizing continuous poured-in-place NEMA 4X gasket. Approved as a wireway and for through wiring. Captive polymeric latches are standard. Stainless steel latches (#316) available as an option for food process- ing or more demanding applications. Power connection is easily accomplished through pre-drilled holes. Fixture easily mounts to ceilings and other solid structures, or can be suspended with chain, cable or rod using stainless steel mount- ing brackets (included). OPTICS — Injection molded, acrylic lens (.080” thick) provides high impact-resistance comparable to 100% DR. A UV stabilized polycarbonate diffuser is available (.080" thick) in clear or frosted for additional impact strength where vandal protection is desired. Expected service life of 60,000 hours at 80% lumen maintenance (L80); predicted life of more than 100,000 hours. ELECTRICAL — Utilizes high-efficiency LEDs mounted to core circuit boards. High-efficiency drivers operate 120-277 (MVOLT) and 347-480 (HVOLT) offered with 0-10 volt dimming. Standard Luminaire Surge Protection Level: 6kV/3kA Surge Rated per ANSI C82.77-5-2015. INSTALLATION — Fixture can be surface or suspended mounted. Pre-punched stainless steel mounting brackets are included (two per luminaire) for easy field-attachment of bolts, screws and other mounting hardware. A covered ceiling is not required to maintain wet location listing or IP rating. LISTINGS — CSA Certified to UL and C-UL Standards. Suitable for wet location. TYPE G Attachment E Coastal Hazardous Report_Rev 1 Memo SUBJECT PROJECT Coastal Hazards Analysis Bay Bridge Pump Station Replacement Project (5-67) TO DATE Orange County Sanitation District June 2023 Introduction This memorandum summarizes the analysis for coastal hazards for the Bay Bridge Pump Station (BBPS) Replacement Project, Newport Beach, Orange County, California. The Orange County Sanitation District (OC San) proposes to replace the existing BBPS with a new pump station and force main infrastructure. The existing BBPS is over 50 years old, outdated, and no longer meets structural, electrical, and maintenance standards. The Project includes replacing the existing pump station and force mains with a new pump station, replacement force mains, a new electrical building, a new emergency generator building, and an odor control structure. The new pump station will include a trench-type wet well and a dry well for housing the pumps, motors, and other mechanical equipment. As shown on Figure 1, the pump station site also includes an electrical building, a generator building, and an odor control structure. The proposed electrical building includes the electrical equipment, instrumentation, control equipment, and restroom. The electrical building has a finished floor elevation of 15.50 feet NAVD88 and is elevated from the grade level. The entrance to the underground pump station dry well is also elevated to the same elevation of the electrical building finished floor at 15.5 feet NVAD88. The generator room finished floor is 14.17 feet NAVD88 and the generator will be mounted on a 2-ft-high belly fuel tank. The odor control structure finished floor is 14.00 feet NAVD88. The new force main will be installed beneath the Newport Bay Channel and would not be affected by coastal processes and is not included in the analysis. This memorandum summarizes the potential impacts on the BBPS resulting from anticipated sea level rise, coastal geologic instability, and flooding per the requirements of the Newport Beach Local Coastal Plan Policies LUPs 2.8.1-1, 2.8.-2 and 2.8.1-4 and per Section 30253 of the Coastal Act. Site Characteristics and Land Use The Project site is located within a fully developed and urbanized area north of East Coast Highway. The existing BBPS is approximately 4,800 square feet, occupied by a single-story pump station building. The perimeter of the pump station building is surrounded by concrete masonry walls on all sides with two entrance gates. The existing facility is located on a parcel that is surrounded to the north, east, and west by a recreational vehicle storage area. Seven acres of the site are planned for a mixed-use development. Surrounding land uses include residential, commercial, and commercial recreational marine uses. Within the vicinity of the Project, East Coast Highway, also known as State Route 1 is a 7 to 8 lane roadway including a bridge that crosses the Newport Bay Channel. Bayside Drive is located to the east of the Project and is a 4 lane, designated secondary road. Sea Level Rise Evaluation and Flooding Several analyses have been conducted to understand the potential for anticipated Sea Level Rise (SLR) to impact the BBPS and whether the facility is at risk. In 2019, OC San prepared the Resiliency Study SP-152 (Resiliency Study) which examined the potential climate change impact, including SLR on OC San facilities throughout its service area. The Resiliency Study used SLR projections from the Rising Seas Report and California’s Fourth Assessment (Hall 2018) as representing the state Orange County Sanitation District Coastal Hazard Analysis June 2022 www.arcadis.com Coastal Hazards Analysis 2/3 of science for SLR for the Orange County area. Relying on Hall 2018, OC San used SLR increases of 1.54 feet for 2050 and 3.71 feet for the year 2070 (Hazen 2019) to determine the potential risk of SLR in 2050 and 2070. Using the 2050 and 2070 projections, the Resiliency study did not identify the BBPS site as having a significant risk associated with SLR in Year 2050 or 2070 (Hazen 2019). The design also considers the most conservative SLR reference from the State of California’s Sea Level Rise Guidance (California Ocean Protection Council 2018) and Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone (California Coastal Commission 2021). According to the State of California’s Sea Level Rise Guidance (California Ocean Protection Council 2018), the H++ scenario SLR for Los Angeles are 2.6 feet by 2050, 6.4 feet by 2080, and 9.9 feet by 2100. According to the State Sea-Level Rise Guidance, under the H++ SLR scenario, 2.7 feet of SLR can be expected by 2050, 6.6 feet by 2080, and 10.2 feet by 2100 (California Coastal Commission 2021). The life expectancy of the new pump station will be around 50 years and the 6.6 feet SLR of Year 2080 based on California Coastal Commission 2021 will be used for evaluation. The Our Coast Our Future (OCOF) map with projection of 6.6-ft SLR above mean high water (MHW) is shown on Figure 2. A portion of the existing site is shown inundated based on the 2080 SLR of 6.6-ft SLR Above MHW (11.15 feet NAVD88). In developing the design for the new BBPS, the engineers used both SLR and potential tsunami run up elevations when determining ground elevations for the Project. The BBPS design took a conservative approach of designing to a minimum floor elevation of 14.00 feet NAVD88 as shown on Figure 1. Using this minimum floor elevation, construction of the new BBPS would avoid SLR impacts for the anticipated life of the facility. Flooding & Tsunami According to the Federal Emergency Management Agency (FEMA) 2019 FIRM map, the Project is not located within the 100 year flood hazard zones (Figure 3). As analyzed in the 2020 Recirculated Environmental Impact Report (Michael Baker International 2020), less than significant impacts are anticipated in the event of the 100- year flood. The Project site is located within the designated tsunami zone (California Department of Conservation 2022). During design of the BBPS, the engineers used the American Society of Civil Engineer’s (ASCE) Tsunami Design Zone (TDZ) to determine the Maximum Considered Tsunami (MCT). In the event of a tsunami, the Project site could be expected to see some minor flooding and the run up elevation at the Project site is 7.24 feet above MHW or 11.74 feet NAVD88 (Figure 4 and 5). Figure 4 shows that in the event of tsunami, the parking areas may be expected to see minor flooding. However, because the minimum floor elevation of the new BBPS would be 14.00 feet NAVD88, the new facilities would not be subjected to inundation. Furthermore, onsite drainage is routed to the BBPS. The pump station is designed to operate even if the site is inundated. Therefore, the risk of flooding the pump station is minimal. Ground Improvements and Shoring The Project site is located in an area of potential liquefaction. To mitigate the potential for liquefaction, static settlement, and differential settlement, the new pump station will be excavated over 35 feet deep such that the impacts from liquefaction are not anticipated. The ground improvement plan for the overall pump station site can be referenced to the Geotechnical Design Report enclosed in the permitting package. Deep excavation will require shoring and design is exploring several techniques including, but not limited to slurry diaphragm wall, secant pile wall shoring, solid sheet pile wall, or a combination of shoring techniques. Erosion and Shoreline Loss Orange County Sanitation District Coastal Hazard Analysis June 2022 www.arcadis.com Coastal Hazards Analysis 3/3 The location of the BBPS is located within a developed area and is not located at the shoreline or at the bank of the Newport Bay Channel. The Project site is not subject to erosion and shoreline loss. The BBPS would not be subjected to erosion or shoreline loss as a result of waves or wave run up. The Project does not include, and does not require shoreline protection. Summary and Conclusion The BBPS Project has been analyzed with regards to postal coastal hazards, including SLR, flooding, tsunami, and geologic stability. The new BBPS will be located in a developed area, including the location of the existing BBPS. Rumbolz, CPESC, QSD, QISP timothy.rumbolz@arcadis.com 408-797-2009 DATE June 2023 This memo is to discuss the Water Quality Management Plan (WQMP) for the Bay Bridge Pump Station (BBPS) Replacement project. Per the City of Newport Beach Coastal Development Permit application, Supplemental Materials Checklist, this memo will present the WQMP as specified in Section 21.35.050. The existing ground surface at the BBPS site (pre-construction) consists of impermeable surfaces, primarily asphalt paving and some small structures. No significant changes to the ground surface type are planned for the project. During construction, water quality will be controlled using an Erosion and Sediment Control Plan (ESCP) designed by a QSD (Qualified SWPPP Developer). Note: the project disturbance area is under one acre, so a SWPPP is not required. Site grading is designed to direct stormwater flows within the paved area to onsite drainage inlets (drop inlets / catch basins) and conveyed in a separate piping system. This system will consist of three exterior catch basins as well as three floor drains located within the Odor Control Area, and the storm drain pipes are sized to capture 10- year storm. The onsite drainage discharged to the pump station wet well will eventually be conveyed to the Orange County Sanitation District (OC San) Treatment Plant No. 2 for treatment via the existing sanitary sewer system. The onsite drainage system is shown as the orange-highlighted piping on Drawings C1003 and M1011. The amount of onsite flow is summarized in Table 1. For the proposed pump station, over 90% of the onsite drainage will flow to the pump station wet well and less than 10% of onsite drainage for the landscape and driveway will discharge to the existing Caltrans storm drain. The project will also reroute the existing flows from areas that are not impacted by the project (offsite drainage). The offsite drainage will be collected in a series of four stormwater catch basins located around the perimeter of the BBPS. The catch basins will be connected via underground piping to the existing Caltrans storm drain system. See the blue-highlighted piping on Drawing C1003 for details.
