Sinacori, Assistant City Engineer, msinacori@newportbeachca.gov PHONE: 949-644-3342 TITLE: Balboa Island Water Main Replacement — Phase 3 (Project No. 23W11) and Shorecliff Community Water System Improvements (Project No. 24W 14) — Award of Contract No. 7173-3 ABSTRACT: The City of Newport Beach (City) received construction bids for the Balboa Island Water Main Replacement — Phase 3 and Shorecliff Community Water System Improvements project and requests City Council approval to award the construction contract to T.E. Roberts, Inc. of Irvine, CA. This project will replace older, deteriorated water mains on Balboa Island ahead of the Assessment District 124 undergrounding construction and will also replace a short section of water main on Evening Canyon Road, as well as build two, new water pressure regulating stations in the Shorecliff and Cameo Shores communities. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2 Section 15302(c) (replacement of existing public facilities involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Approve Budget Amendment No. 23-029 appropriating $1,325,670 from the Water Enterprise Fund unappropriated balance to the Water Capital Fund for the Balboa Island Water Main Replacement — Phase 3 project (Account No. 70201931-980000- 23W 11); d) Award Contract No. 7173-3 to T.E. Roberts, Inc. for the bid price of $3,470,899 for the Balboa Island Water Main Replacement — Phase 3 and Shorecliff Community Water System Improvements project, and authorize the Mayor and City Clerk to execute the contract; and e) Establish a contingency of $520,000 (approximately 15 percent of total bid) to cover the cost of unforeseen work not included in the original contract. 8-1 Balboa Island Water Main Replacement — Phase 3 and Shorecliff Community Water System Improvements October 24, 2023 Page 2 DISCUSSION: The existing Balboa Island water mains included in the project are older, deteriorated water mains (installed between 1936 to 1947) that have outlived their design lives and are now due to be replaced. The City's Water Master Plan identified $2,224,000 of water main replacement funding for Balboa Island - Phase 3. Due to planned construction on Balboa Island as part of Underground Utility Assessment District No. 124, staff has accelerated water replacement design for Balboa Island water main replacements. The design package also added replacement of some existing cast-iron water mains located on Little Balboa Island identified by the Utilities Department as needing replacement but were not included in the original budgeted scope of work. These mains have recently experienced water main breaks and have reduced capacity due to identified corrosion. These Little Balboa Island water main replacements were originally slated to be completed within the Irvine Terrace Waterline Replacement Project that is currently under construction, however; more pressing main replacements were identified at the Marine Avenue entry to the island that required staff to pivot and address the replacement of those water mains first. Additionally, this design package also includes the construction of two water pressure regulating vaults located in the Shorecliff and Cameo Shores communities and replacement of existing water mains on Shorecliff Road that have recently experienced water main breaks. This portion of the project also identified additional work that was not included with the original project budget. At 9:30 a.m. on October 3, 2023, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low T.E. The apparent low bidder, T.E. Roberts, submitted a bid approximately 3.6 percent below the Engineer's Estimate of $3,600,000. T.E. Roberts submitted all the necessary forms and possesses a California State Contractor's License Classification "A", as required by the project specifications. A review of references for T.E. Roberts shows satisfactory completion of similar contracts for the City and other municipalities. T.E. Roberts successfully completed the Balboa Island Water Main Replacement (Phase I and Phase II) projects and is currently working on the West Irvine Terrace and Balboa Island Water Main Replacement project for the City. The proposed projects include construction of new, 6-inch and 8-inch PVC water mains, water services and fire hydrants for the Balboa Island community. Work in the Shorecliff and Cameo Shores area includes the construction of two, new water pressure regulating stations, new 6-inch and 8-inch PVC water mains, fire hydrant and water services. 8-2 Balboa Island Water Main Replacement — Phase 3 and Shorecliff Community Water System Improvements October 24, 2023 Page 3 Work necessary to complete this contract also includes installation of new water valves, installation of fittings and connections to existing water mains, pavement restoration, restriping, traffic control and other appurtenant work as required by the contract. This water main construction will require alley and street closures and traffic detours. The contractor will be required to keep cross traffic flowing at all times. A detailed schedule will be prepared by the contractor following award, which can be adjusted to address the concerns of businesses and residents in the project area. Project phasing has been developed to minimize impacts to the community. For example, no work will be allowed on Balboa Island during the summer season in order to minimize traffic disruptions. Work will begin on Balboa Island in December and have a target completion of May 31, 2024. Pursuant to the contract specifications, the contractor will have 175 consecutive working days to complete the work. Work is scheduled to begin this year. The project plans and specifications will be available for review at the October 24, 2023 City Council meeting or upon request. FISCAL IMPACT: As mentioned above, after development and approval of the current Capital Improvement Program (CIP) budget for the project, additional water main replacement and regulating station work was identified that needed to be addressed and added into this project's scope including additional water main replacement work on Balboa Island as well as the Shorecliff Community Water System Improvement work. Upon approval of the proposed Budget Amendment, sufficient funding is available from the current CIP budget for the award of this contract. The Budget Amendment transfers and appropriates $1,325,670 in additional funding from the Water Enterprise Fund unappropriated balance. The following funds will be expended. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2 Section 15302(c) (replacement of existing public facilities involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
