Dear City Council Members:
It has come to our attention that the City of Newport Beach is proposing the nighttime
closure of City restrooms. We want to support this new procedure.
The HVCA Board of Directors has been discussing this issue. We have one city public restroom
located in our Phase I Greenbelt at the end of Port Westborne. However, there are other public
restrooms nearby. The other Port Street city public restroom is in Phase II, at the end of Port
Carney. Other nearby city public restrooms are in the multiple sports parks adjacent to our Port
Streets community, along Ford Road.
While we are appreciative of the City Council's study of this situation, we question the Port Streets
listed in Phase 4 of the rollout, which would occur 24 months after the public restroom nighttime
locking begins. In the Staff Report, it said of the Phase 4 rollout locations..."These facilities are
rarely vandalized, and staff has found little, if any, loitering occurring at these locations."
While the Port Streets/Ford Road locations may have less loitering than other locations, we have
had many incidents of vandalism including firecrackers, fire bomb destruction of toilets, internal fires
and graffiti spray painting. We also have frequent nighttime loitering of teenagers on a -bikes at these
locations and other greenbelt locations.
We are hopeful the Council will consider moving up the closure of our public restrooms to Phase I or
Phase 11. We offer two other considerations for this request.
1.0ur public restrooms are central to our community of 1,070 homes. Many of our homes
are built of wood structures and are close to these restrooms.
2.The public closure of other city restrooms at night could increase the usage of those
remaining open, potentially attracting unwanted visitors to our family dominant neighborhood.
3. Without Newport Beach direct staffing costs during an interim period, the Assurance
Guards, paid directly by the HVCA for security services could manually lock the restroom
doors in the evening.
