Liz Westmoreland, Senior Planner, provided a brief project description stating that the applicant is requesting
a coastal development permit to allow the demolition of an existing two-unit dwelling and the construction of a
new two-unit dwelling, specifically a single-unit dwelling and junior accessory dwelling unit. The project is
located within the VE Flood Zone, which requires properties to raise their finished floors approximately 3 to 5

and an analysis regarding public views and sea level rise. Senior Planner Westmoreland also clarified that the

The owner, Tom Harmon, stated that he has reviewed the draft resolution and agrees with all the required
conditions.
Zoning Administrator Zdeba opened the public hearing.
One member of the public, Jim Mosher, spoke and stated that there is a potential typo in the staff report that
references Title 21 instead of Title 20 of the Municipal Code. He commented that the staff report did not include
plans and it was unclear how close the balconies are from the boardwalk. Lastly, Mr. Mosher asked if the junior
accessory dwelling unit includes a separate entrance.
Zoning Administrator Zdeba closed the public hearing.
Senior Planner Westmoreland stated that there was a typo in the staff report as mentioned by Mr. Mosher. The
plans were not available online due to copyright laws, but she clarified that the plans are available for viewing
in person. Senior Planner Westmoreland clarified the required setbacks for balconies, and that the project
complies with all current setback requirements and does not require any variances. The junior accessory
