A General Plan is a guide for the future of a community, containing: •Goals that set values and direction •Policies that guide decision-making •Programs to carry out the actions needed to achieve the goals A General Plan is divided into elements that cover a variety of topics. Existing Vision Statement OUR COMMUNITY •Community character •Growth strategy, land use, and development •A healthy natural environment •Efficient and safe circulation •Community services •Recreation opportunities •Boating and waterways •Airport •Responsive government Newport Beach General Plan Previous comprehensive update was conducted in 2006 The 2006 General Plan was 780 pages Newport Beach General Plan | Process Timeline General Plan Elements Adopted General Plan Elements Harbor & Bay •Guides development in the harbor and identifies what activities can take place on or near the water •Includes land-use decisions for water-front property around Newport Harbor •Guides policies and goals for the Harbor and Bay to balance economic, recreation, environmental and safety needs •Preservation of the Harbor and waterfront. •Retention of water related uses. •Preservation of waterfront commercial uses. •Provision and maintenance of public access. CONSIDERATIONS Arts & Cultural •Active and vital arts, cultural, and literary activities •Adequate physical facilities and venues •Funding sources CONSIDERATIONS•Ensures an attractive and supportive environment for artistic expression and cultural activities and events that foster a sense of community •Newport Beach has a wide range of art and cultural organizations and events Historical Resources •Assists in helping to protect Newport Beach’s historic sites and resources and to plan for what is needed to preserve these sites for future generations to enjoy •These “resources” include historic, cultural, archeological, and paleontological resources, places and buildings in the City •Historically significant landmarks, sites and structures •Archeological and paleontological resources CONSIDERATIONS November 21, 2019 16 Photo by Dennis Hill Natural Resources •Identifies ways to balance the use, conservation, and preservation of natural resources and habitats •Aims to promote good air and water quality, sustainable development patterns, and sustainable use of resources. •Important for the physical and mental health and well-being of a community •Conservation is a required element of the General Plan. CONSIDERATIONS 19 Recreation •Looks at how much of the City’s land is dedicated to parklands and what recreational programs are available to Newport Beach residents •The City’s parks, bicycle and pedestrian trails, recreational facilities, and beaches play a vital role in physical, mental, social, and environmental health •Adequate park and recreation facilities •Variety of seasonal and year-round recreational programs •Provision of Coastal Recreational Opportunities CONSIDERATIONS 21 Safety •Anticipates which hazards are most likely to affect the City •Identifies strategy to prepare, respond, and recover from hazards •Reduces the risk of those hazards for people, property, and the economy •Hazards include: •Natural disasters •Human-caused disasters •Required element •Coastal Hazards: •Tsunami •Rogue Wave •Storm Surge •Coastal Erosion •Fire •Disaster Planning •Sea Level Rise •Climate Change CONSIDERATIONS Land Use •Required element and central to long-term planning •Provides guidance on how existing development is going to be maintained and enhanced •Designates where new development occurs •Dedicates space for a variety of uses and ensures that residents have convenient access to resources to meet their day-to-day needs •Residential community •Diverse coastal and upland neighborhoods •Complements all lifestyles and enhances neighborhoods •Required Element of the General Plan CONSIDERATIONS Housing, Circulation and Noise •Housing is state mandated and updated every 8 years •Circulation was updated to align with Housing. •Noise and Land Use are being updated under a separate process to align with Housing and Circulation •Land Use may receive additional feedback in the current General Plan Update process •Circulation and Noise policies may be addressed as part of the current General Plan Update Process •Circulation was updated in 2022. •Housing was updated in 2022. •Housing will not be further revised through the current GPU Process •Noise is being updated along a concurrent process.
