Agenda Item No. 10
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: Leilani I. Brown, City Clerk - 949-644-3005,
(brown@newportbeachca.gov
PREPARED BY: Leilani I. Brown, City Clerk
TITLE: Resolution No. 2023-86: Setting City Council Regular Meeting Dates
for Calendar Year 2024
ABSTRACT:
Pursuant to City Charter Section 407, City Council regular meetings should be set by
ordinance or resolution. Regular meetings are generally held the second and fourth
Tuesdays of the month, but staff is providing an option for the second meeting in
November 2024.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Determine if the second meeting in November should be held on November 19, 2024,
rather than November 26, 2024; and
c) Adopt Resolution No. 2023-86, A Resolution of the City Council of the City of Newport
Beach, California, Setting the Time and Dates of City Council Regular Meetings for
Calendar Year 2024.
DISCUSSION:
The City's Charter reads, in pertinent part, as follows:
Section 407. Regular Meetings.
The City Council shall hold two meetings per month except in the months of
August and December when there shall be at least one regular meeting in
August and one regular meeting in December. The City Council shall hold
regular meetings at such times as it shall fix by ordinance or resolution. All
regular meetings shall be publicly noticed according to the Ralph M. Brown
Act, or any successor law.

Except for August and December, the meetings are scheduled for the second and fourth
Tuesdays of each month. However, since the November 26, 2024 meeting falls the week
of Thanksgiving, Council has the option to change the meeting to November 19, 2024.
Doing so would place the November 2024 meetings on the second and third Tuesdays of
that month.
The proposed resolution sets the following regular meeting schedule for 2024, as follows,
but will be amended should the November 26, 2024 date be changed.
January 9 and 23
February 13 and 27
March 12 and 26
April 9 and 23
May 14 and 28
June 11 and 25
July 9 and 23
August 27
September 10 and 24
October 8 and 22
November 12 and 26
December 10
City Council Policy A-1 (City Council) sets forth the hours for the conduct of business at
each regular meeting. The proposed resolution incorporates those hours. In addition, the
proposed resolution recognizes that the mayor or a majority of the members of the City
Council may call emergency or special meetings on an as -needed basis, in compliance
with the Brown Act, or revise the regular meeting schedule when necessary by adoption
of a resolution.
FISCAL IMPACT:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
