HomeMy WebLinkAboutPA2023-0076_20240118_PC_Public Notice NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Thursday, January 18, 2024, at 6:00 p.m. or soon thereafter as the matter shall be heard, a public hearing will be conducted in the Council Chambers at 100 Civic Center Drive, Newport Beach. The Planning Commission of the City of Newport Beach will consider the following application: Bay Bridge Pump Station - A major site development review and coastal development permit for the following: • The demolition of an existing pump station and associated force mains and construction of a new pump station (total of approximately 7,500 square feet) that includes a new underground pump room, electrical room, odor control facility, and a generator room; • The installation of new, 30-inch dual force mains by micro-tunneling beneath East Coast Highway from the Project across the Newport Bay Channel, to a new valve vault located below grade in the public right-of-way at the southeast corner of the intersection of West Coast Highway and Dover Drive; and • The temporary use of a portion of the City-owned Lower Castaways Park as a construction staging yard. The Applicant proposes to use approximately 18,000 square feet of the southwest corner of Lower Castaways Park, which is to be fenced and screened. This allows the Applicant to temporary locate office trailers, stage and store construction equipment and materials, and provide vehicle parking. NOTICE IS HEREBY FURTHER GIVEN that all significant environmental concerns for the proposed project have been fully analyzed by Addendum to the EIR for the Bay Bridge Pump Station and Force Mains Replacement Project which was certified by the Orange County Sanitation District Board on July 23, 2023. Pursuant to Section 21166 of the California Public Resources Code and Section 15162 of the CEQA Guidelines, no additional environmental review is required. The City of Newport Beach intends to use said document for the above-noted project, and further that there are no additional reasonable alternatives or mitigation measures that should be considered in conjunction with said project. All interested parties may appear and present testimony regarding this application. If you challenge this project in court, you may be limited to raising only those issues you raised at the public hearing or in written correspondence delivered to the City or before the public hearing. The application may be continued to a specific future meeting date; if such an action occurs, additional public notice of the continuance will not be provided. Administrative procedures for appeals are provided in the Newport Beach Municipal Code Chapters 20.64 and 21.64. A fee is required to appeal any final action on a coastal development permit to the City Council. The project site is located within the appeal area of the coastal zone; therefore, final action by the City may be appealed to the California Coastal Commission. The agenda, staff report, and corresponding documents will be available by end of business day on the Friday preceding the public hearing and may be reviewed at the Community Development Department Permit Center (Bay C-1st Floor), at 100 Civic Center Drive, Newport Beach, CA 92660 or the City of Newport Beach website at www.newportbeachca.gov/planningcommission. Individuals not able to attend the meeting may contact the Planning Division or access the City’s website after the meeting to review the action on this application. All mail or written communications (including email) from the public, residents, or applicants regarding an agenda item must be submitted by 5:00 p.m. on the business day immediately before the meeting. This allows time for the Planning Commission to adequately consider the submitted correspondence.
