The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the City Arts Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and
that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are
within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable
amount of time, generally three (3) minutes per person.
The public can submit questions and comments in writing for the City Arts Commission to consider. Please send them
by email to the Library Services Department at ArtsCommission@newportbeachca.gov by Wednesday, January 10, 2024,

Page 2 Library Services Director Melissa Hartson reported the study session is to discuss the current programming schedule and begin discussions for program account enhancements
for the next fiscal year (FY) 2024-2025. All departments are starting their budget processes for next fiscal year and program enhancement requests are due in January. Program enhancement requests are formal budget increase requests for improvements and new programming that are submitted to City Council for approval. This past fiscal year there was a program enhancement request for City Arts for $45,000. Of that amount, $25,000 was requested to help support the Sculpture Garden and $20,000 to increase cultural arts grants to allow for additional programming throughout the community hosted by outside organizations. Commissioner John Blom commented that the current budget amounts need to be reallocated to allow advertising to be appropriately budgeted so that the funds don’t have
to be taken from other programs. In addition, revenue from the Newport Beach Art Exhibition should be used to further promote City Arts as well as grant funding. Commissioner Blom inquired about the revenues generated from the 2023 Newport Beach
Art Exhibition. Library Services Director Hartson explained the revenues generated from the 2023 Art
Exhibition was about $6,700. Chair Flanagan commented that the issue is the funds are returned to the City’s General Fund at the end of the fiscal year. Commissioner Blom stated that the City Arts Commission is in a tough spot as they have to continue cycling through the same process of moving money from Programming and Professional Services budgets to fund the Sculpture Garden, so there isn’t room to expand Cultural Arts programs within the City. He felt that the money granted for Laguna Playhouse, which is outside of Newport Beach, would be better spent for a field trip to the Civic Center Sculpture Garden.
Commissioner Wayan Kaufman explained that would entail consulting fees to start a brand-new program when Laguna Playhouse already has programming in place for the
schools to visit. Chair Flanagan commented that programs are best created by a subcommittee to figure
out which programs they would like to see and then champion that program. Commissioner Kaufman agreed it’s a good idea to have field trips to the Sculpture Garden, particularly with the addition of the docent program. It would be worth exploring the idea and could provide an opportunity to promote the Sculpture Garden, educate the students, and support art appreciation within Newport Beach. Commissioner Melissa Kandel inquired if the purpose of the current Study Session is to determine the monetary amount needed or to produce new ideas to present. Chair Flanagan responded that it’s both.
Commissioner Kandel proposed a sunset acoustic music series that could be set up at the Balboa pier or in the grassy area in Corona del Mar (CdM). She received a rough estimate
from a contact in the live production industry who said it would cost about $12,000 for one

Page 3 concert. If they wanted to do a series, if bundled it would be a little less. Commissioner Kandel expressed frustration that she doesn’t see the funds available to make something
like that happen and reiterated her original suggestion at a previous meeting, and to Commissioner Blom’s point, they need to look at the funds being used for advertising to see if the costs are worth the results. She didn’t know the answer but suggested a study session solely for that purpose. Commissioner Blom suggested an Ad Hoc subcommittee could go over the advertising expenses and effectiveness of current marketing campaigns. The time frame is short, however, if what’s proposed is approved by the Commission they could submit that with the program enhancement request to City Council. Library Services Director Hartson recommended that the Commission review current
programs and make the program enhancement request to supplement the $24,000 shortfall in the Sculpture Garden funds, which would free up funds usually transferred from the Programming Budget.
Commissioner Blom expressed an interest in requesting more than $24,000 shortfall and proposed moving the Sculpture Garden closer to the highway, which would allow it to be
visible for people passing it while driving. He believed a new location with more visibility could decrease the amount of marketing funds needed to promote the Sculpture Garden. Commissioner Kandel stated with the Sculpture Garden being the majority of their budget, it would be worth considering lowering the honorariums for the artists and supplement the differences with promotional packages for the artists. When checking other city’s honorarium funds, the majority of them had lower amounts designated than Newport Beach. Particularly if they receive the same result from the program enhancement request as last year. Secretary Barbara George commented that budgeting needs to be precise in terms of
goals and how they intend to achieve those goals. Skimming programs and lowering honorariums would set a bad precedent and it would be better to push for more funds from the program enhancement request and be definitive regarding the costs of any new
programming presented. The Commission discussed the Utility Box program and costs, potential ways to
encourage community involvement, different ideas for sponsorship and the scope of the program to fit budgetary constraints. Commissioner Kaufman proposed bringing back the performances of the Festival Ballet to the Newport Beach Central Library, such as the Nutcracker. She commented that the CAC may find more success with the program enhancement request if they look to bring programs back that were well attended and cancelled due to the pandemic or lack of funding. Library Services Director Hartson commented that as the Nutcracker draws a large crowd, they may consider waiting until after the new lecture hall has been completed. She
suggested looking into a Sculpture Garden photo contest as done in previous phases.

Page 4 Chair Flanagan formed an ad-hoc subcommittee for budget preparation for the program enhancement request. The Budget Subcommittee consisted of herself, Commissioner
Blom, and Secretary George. V. PUBLIC COMMENTS Jim Mosher, Newport Beach resident, emphasized that it’s the City Manager’s budget that goes to City Council; thus, the City Manager alone makes the decision of what is included in the City’s draft budget. Mr. Mosher provided a history of how the budget and enhancement requests were handled in the past and suggested the City Manager might be the person to lobby for additional funds. Additionally, Mr. Mosher suggested negotiating with Visit Newport Beach to promote the Sculpture Garden with the float for the Pasadena Rose Parade, which would give it more clout. Another idea for a program would be the return of museum tours for Newport Beach residents. The Commission could also make another attempt at getting City Council approval to apply for grants that may cover some or part of the costs of the Sculpture Garden.
Commissioner Little suggested bringing a Plein Air event to the Sculpture Garden, which had been in the works back in 2021 when she was Arts Commission Chair. It was
anticipated to be a low-cost program that was shut down during the pandemic. If it’s added to a future agenda, a possible subcommittee could be formed to help research what would be needed to bring that program to fruition. She also noted that the more programs that are combined with the opening of the Sculpture Garden, they risk the attention of the Sculpture Garden being refocused on the other programs and not the garden and those artists. Commissioner Blom inquired how a sponsorship might work for a Plein Air event. Library Services Director Hartson stated she’s not exactly sure as staff has not yet received clear direction for that program and there may be a specific Council Policy regarding sponsorships for City programs. Chair Flanagan stated that would be information that the Arts Commission would need to

X. PRESENTATION 2. The City Arts Commission will hold a short ceremony for the Newport Beach Arts Foundation in honor of their recent pledge of $10,000 for Phase IX of the Sculpture Exhibition in Civic Center Park.
Library Services Director Hartson provided a short presentation for the Newport Beach Arts Foundation in honor of their $10,000 pledge for Phase IX of the Sculpture Exhibition in Civic Center Park. Chair Flanagan welcomed the Foundation and thanked them for the generous donation. The Commission went into the lobby to take a photo of the Foundation members and Commission. XI. XIII. CONSENT CALENDAR A. Approval of Minutes of the November 9, 2023, City Arts Commission Meeting 3. Draft of 11/9/23 Minutes Chair Flanagan requested edits, changes or deletions of the minutes. Commissioner Kandel referred to Handwritten Page 9, paragraph 9 and requested the last sentence be changed to “Commissioner Kandel added that she believes there may be an opportunity to move some of the concert programming marketing to the Sculpture Garden
marketing efforts if it’s not effective.” Chair Flanagan opened the item for public comment and there were none.
B. Consent Calendar Items 4. Financial Report Review of financial information. Library Services Director Melissa Hartson reported there is nothing new to report under finances until they get into the meat of their programs.

Page 6 5. Cultural Arts Activities Monthly review of cultural arts activities from the Library Administrative Office for
upcoming Library and City arts events and services. Library Services Director Hartson reported that Arts Orange County was able to coordinate the installation of the Phase VIII alternate Metal Tree into the Sculpture Garden during November to replace Pearl Infinity. It’s in a location that allows people driving down Avocado Avenue to view it from the street. Originally, artist Oriana Poindexter was scheduled to be exhibited at the Central Library Gallery exhibits after Lucie Galvin, however the artist has requested a postponement of her installation to a later date. A replacement will be discussed by the subcommittee in the upcoming month.
Motion made by Secretary George, seconded by Commissioner Marie Little, and carried (6-0-0-1 with Vice Chair Simon absent) to approve the Consent Calendar.
XIV. CURRENT BUSINESS A. Items for Review and Possible Action 6. Sculpture Exhibition in Civic Center Park - Phase IX Richard Stein with Arts Orange County will provide an update regarding Phase IX of
the Sculpture Exhibition in Civic Center Park. Library Services Director Hartson introduced Richard Stein with Arts Orange County (ArtsOC) who provided an update on the status of Phase IX of the Sculpture Garden. The contract with the City went into effect on December 1 and a call for artists was issued. The deadline for submissions is January 24, 2024, which will leave a window of seven weeks for the artists to submit. The call for artists was announced through 49 artist networks nationwide reaching more than 300,000 artists. All past participants and applicants were also alerted to the call. Additional reminders will be sent out after the holidays. ArtsOC will return for the January 11 City Arts Commission (CAC) meeting to provide another update. January 26, 2024, the Commission will be asked to begin reviewing and ranking sculptures
during a 10-day period, links will be provided with instructions. During the February 8th meeting, ArtsOC will return for discussion and selection of the qualified submissions to include in the public online survey. The public survey will open on February 11, 2024 and
will remain open for one month. At the March 14 CAC meeting, ArtsOC will return for the CAC’s approval of the recommended artists and alternatives that have been selected from the survey; which will go before City Council for approval on April 11.
Chair Flanagan inquired how many artists are not from California. Mr. Stein responded that typically most of the artists reside in California. Commissioner Blom inquired about the cost for additional pads and the potential possibility of installing sculptures in other areas of the City. Mr. Stein stated that works that are not installed on concrete pads are secured using concrete footings that are set into the ground. The footings are cheaper; however, preference is always given to safety.

7. Newport Beach Arts Foundation Liaison Commissioner Barbara George, Chair Maureen Flanagan, Vice Chair Leonard Simon. Secretary George reported she attended the December Newport Beach Arts Foundation (NBAF) meeting and the agenda included finalizing the Art in the Park committee. Art in the Park is tentatively scheduled for September 21, 2024. A request has been received for all Commissioners to please be available to help. The first ever Newport Beach Gallery Art Walk has been tentatively scheduled for January 25, with the same request for Commissioner support. More information will be available at the January CAC meeting. There had been a recent $1,000 donation to the Arts Foundation. NBAF membership is up to 27 individuals and growing. There was no treasurer’s report.
Arlene Greer, Newport Beach Arts Foundation President, stated that each Board member has been asked to provide a list of five names (twelve Board Members in total) in an attempt to get a robust attendance to the Gallery Walk, as the Foundation will be looking
to extend their memberships. The Foundation will then send a formal invitation to the event for each name provided. She invited the Commissioners to do the same. XV. FOR PHASE IX SCULPTURE EXHIBITION
The Newport Beach Arts Foundation generously donated
$10,000 to support artist honorariums for Phase IX of the
Sculpture Exhibition in Civic Center Park. At the December 14,
2023 regular monthly meeting, the City Arts Commission held
a brief ceremony to show their appreciation of the recent
donation.
CENTRAL LIBRARY GALLERY EXHIBITS
Lucie Galvin grew up in Newport Beach attending Eastbluff Elementary and
Corona del Mar Middle and High Schools. She learned to sail the harbor,
worked at Fashion Island, and volunteered at the Newport Beach Library
and Hoag Hospital. After studying Art History at The University of Michigan,
Education at St. Mary’s College, Garden Design at The English Gardening
School London, and Craftsman Gardening with The National Trust for
Scotland, she returned with her husband to Newport Beach to raise their
family. Lucie teaches and practices gardening and crafts. During the
pandemic, she digitally sketched portraits of missed family and friends on
her iPad, walked town and took photos of plants vernacular for the social
media platform Instagram, and began making illustrative paper collages.
She has recently returned from studying traditional and modern
papermaking in South Korea and Japan.
The pictures’ paper plant materials include Bamboo, banana, cotton,
daphne, Ficus, flax, gampi, hemp/jute, mango, mitsumata, mulberry, nettle,
onion, papyrus, rice, silk, snake plant, and anonymous hard and softwoods
in upcycled modern card stock, cellophane, construction paper, greeting
cards, grocery bags, parchment, pastry boxes, souvenirs, wrapping paper, and vellum.

RECOMMENDATION:
The Budget Ad Hoc subcommittee is recommending the City Arts Commission approve program
enhancement requests for a total of $47,000 of additional funding for Fiscal Year 2024-25 in order to
support another phase of the existing Sculpture Exhibition program and expand arts program offerings to
the City of Newport Beach residents and its visitors.
DISCUSSION:
The Cultural Arts Division of the Newport Beach Public Library, with guidance and support by the Newport
Beach City Arts Commission, brings cultural and arts programming to the community. Cultural arts
activities are ongoing throughout the year and include the display of revolving art exhibitions at the
Central Library, the Sculpture Exhibition in Civic Center Park, the annual Newport Beach Art Exhibition,
Concerts on the Green, and a variety of other arts-related events.
The Budget Ad Hoc Subcommittee is recommending the following FY 2024-25 program enhancement
requests for additional funding:
•Sculpture Garden $37,000
•Cultural Arts Grants $10,000
TOTAL: $47,000
The cost of installing and deinstalling the Sculpture Exhibition in the Civic Center Park for FY 2023-24 was
$169,000 with a budget allocation of $135,000, leaving a shortfall that was covered by reallocating funds
from the Programming and Professional Services budgets and support from the Newport Beach Arts
Foundation. This shortfall and resulting fund reallocation have occurred for multiple phases of the
Sculpture Exhibition. As a result, the City Arts Commission has not been able to present several previously
held programs, nor have they been able to develop new arts programs to benefit the community. The
Budget Ad Hoc subcommittee is recommending an additional $37,000 to cover the full cost of the
Sculpture Exhibition without sacrificing other programs.

The City Arts Commission also makes recommendations to the City Council to award Cultural Arts Grants
to outside organizations that provide quality art programs to the residents of the City of Newport Beach.
In FY 2020-21, the Cultural Arts Grants budget was revised from $40,000 to $30,000. The Budget Ad Hoc
subcommittee is recommending restoring the budget to $40,000.

RECOMMENDATION:
The Concerts on the Green Ad Hoc Subcommittee will recommend three bands and three
alternates for the summer concert series on the Civic Center Green, as well as recommend a band
for a fall concert at Marina Park and an alternate.
FUNDING REQUIREMENTS:
Performance fees, sound engineering, and children’s activities for the 2024 concerts is estimated at
approximately $36,000. These funds will be expensed from the City Arts Commission FY 2024-25
programming budget.
DISCUSSION:
The City Arts Commission presents three live concerts on the Civic Green during the summer months and
one live concert at Marina Park in the fall. The Summer Concerts on the Green Ad Hoc Subcommittee
recommends performers to the City Arts Commission for approval. Staff negotiates a fee with the
performers, coordinates the use of the Civic Green and Marina Park, publicizes the events, and hires a
sound engineering contractor for the performances.
The performers submitted for approval for the Civic Green for the summer of 2024 are:
