To Whom it may Concern:
I respectfully request for permission to address the City Council for the City of Newport
Beach at the next public meeting scheduled for January 23, 2024.
I would like to briefly address the Council to apprise it of a public health and safety issue at
one of the City's business, the Extended Stay America hotel located at 4881 Birch Street. The
business refuses to operate the property as a responsible innkeeper would, nor attempts to
honor its duty to make safe all artificial conditions as well.
Criminality in the form of drug dealing, violence, loitering, and prostitution are rampant.
Toxic waste from animals abounds around the property. In each instance, the management
willfully refuses to address the issues. My wife has been threatened by another guest, and dogs
have charged me in a threatening manner on more than one occasion.
I understand that the property is where City subsidized substance programs are supplemented
by lodging.
Please advise if I may address the Council tomorrow afternoon. Thank you for your
consideration.

Dear sirs, I worked my whole life and paid off my boat. I have a mooring in Newport Harbor because
that was the only place I could afford to keep my boat now that I am retired. If the mooring fees go
up as much as you are planning I will not be able to keep my boat any more. The whole reason the
mooring fields were created was to keep boating affordable to the average Californian. Your fee
increase would make boating only available to the elite! I hope that is not your goal, please keep
boating affordable to us average Americans. Thank you, Charles Levy, Mooring permit holder B-192.
