(714) 644-05I0 kp0kl 9FP0.(i PACIFIC COAST HIGHWAY OFF JAMBOREE ROAD NEWPORT DUNES REDEVELOPMENT PHASE I EXECUTIVE SUMMARY The Newport Dunes Aquatic Park comprises approximately 100 acres (including water area) on Upper Newport Bay. The parcel is on long-term land lease from the County of Orange. Current uses include a public beach and day use facilities, 195+ space recreational vehicle park, 400-unit dry boat storage, 10-lane boat launch, marina commercial area, and 230-slip marina. The redevelopment of the Newport Dunes Aquatic Park will • take place in three phases. Phase I will consist of a complete redevelopment of the uses currently located on Parcel A (as outlined on the Location Map in Section 2). Phase II will encompass the renovation and expansion of the current marina and the rebuilding of the restaurant located in Parcel B. Phase III will center around the future development of a 275-room Family Inn on Parcel C. Phase I redevelopment proposes five major land uses: o Public Beach, Day Use Area, and Day Use Parking (minimum 800 spaces, including boat launch) o Public Improvements: • Pedestrian Promenade Bike Trail TRAILER PARK • BOAT SLIPS • LAUNCHING RAMP . MARINE SERVICE• PICNIC AREAS • SWIMMING EXECUTIVE SUMMARY Page Two • Coney Island Open Space Upper Newport Bay Interpretive Center Public Restrooms and Beach Showers Day Use Parking o Recreational Vehicle Park (maximum 444 spaces) o Marine Facility: Dry Boat Storage (maximum 400 units) Boat Launch (10 lanes) Marina Commercial Area o Marina Expansion (approximately 100 slips) • Public Beach and Day Use improvements include such facilities as a snack stand, beach equipment rentals, boat. rentals, public restrooms, and beach showers which will be linked by a Pedestrian Promenade surrounding the entire swimming lagoon. Admission to the Day Use Area will be free to the general public, although a small charge is anticipated for parking. The Recreational Vehicle Park will consist entirely of full - service spaces (water, sewer, and electricity) complete with individual picnic areas. A Village Center will be the heart of the Parcel A improvements and will feature a convenience store and snack bar • accessible to all users of Newport Dunes as well as an Activities center for the Recreational Vehicle Park. Amenities will include EXECUTIVE SUMMARY Page Three • a clubhouse, recreation room, swimming pool, restrooms, showers, and a laundry facility. The Newport Dunes Headquarters and Operations Center will also be located in this complex and will house RV Park registration as well as the lifeguard and first aid stations. The Marine Facility will feature a Dry Boat Storage Area with controlled access, wash rack, sewage pump -out station, marine -related business center (including marine repair, coffee shop, packaged goods sales, and related businesses) and a second entrance to alleviate traffic problems at peak launch times. • A Pedestrian Bridge will link the two ends of the Pedestrian. Promenade across the mouth of the lagoon and serve as the access for additional boat slips located on two fingers to the north. Other public improvements include a bike trail running along the southern perimeter of the parcel connecting Back Bay and Bayside Drives. Coney Island will be preserved in its present natural state and an Interpretive Center will be built in the northeast corner of the site. The total cost of Phase I redevelopment is expected to be approximately $9,700,000 (see Section 8). (714) 544-0510 F�iDOy, R[nCN, LP PACIFIC COAST HIGHWAY OFF JAMBOREE ROAD NEWPORT DUNES REDEVELOPMENT PHASE I DESCRIPTION OF USES, IMPROVEMENTS, AND METHODS OF OPERATION Access to Parcel A will be from Back Bay Drive off Jamboree Road at the southeast corner of the property. Under normal conditions, two lanes of traffic will be open, one to enter the property and one to exit. These lanes will be controlled by a central gatehouse. During peak times, however, up to four additional lanes (for a total of six lanes) may be opened. These lanes will be serviced by two outboard gatehouses. Increased distance between Back Bay Drive and the gatehouses will provide • for significant on -site cueing. Additionally, RV check -in will be located at the operations Center. These two factors should greatly increase efficiency of traffic flow and alleviate congestion on the ,public street (Back Bay Drive). Shortly past the entrance is a main intersection. Going straight along the tree -lined path leads to the Village Center and the Recreational Vehicle Park. A right turn accesses the Day Use Parking Area and, continuing straight, the Boat Launch and Dry Boat Storage Areas. Day'Use overflow parking is to the left. Additional Day Use overflow parking is located in the Recreational Vehicle Park. The ' following is" a general description of. the uses, improvements, and methods of operation for the redevelopment of • Parcel A, beginning at the westernmost portion of the site and continuing counter -clockwise around the swimming lagoon. TRAILER PARK - BOAT SLIPS - LAUNCHING RAMP - MARINE SERVICE - PICNIC AREAS - SWIMMING USES, IMPROVEMENTS, AND METHODS OF OPERATION Page TWO RECREATIONAL VEHICLE PARK: The Recreational Vehicle Park is located to the west and to the south of the swimming lagoon. A total of 444 full -service connections (water, sewer, and electricity) will be provided by redevelopment. Each space will be double -wide to accommodate not only the vehicles themselves, but.also a small "patio" area complete with picnic table. Access to the Recreational Vehicle Park will be from the east side of the swimming lagoon. The Back Bay Drive entrance will enable recreational vehicles to utilize Jamboree Road for connections to major freeways rather than Pacific Coast Highway. • Twenty RV spaces will also be held for late arrivals. These are being made available so that visitors to the area arriving, late will be encouraged not to park on the City streets. Reservations will be accepted for the remainder of the spaces. The Recreational Vehicle Park will be extensively landscaped to provide "neighborhoods" of spaces. Canopy trees, fencing, and other vegetation will enhance the feeling of privacy. Access to the beach will be provided along the "spokes" of the Park which will lead to the Pedestrian Promenade. VILLAGE CENTER: The Newport Dunes Headquarters and Operations Center will be at the heart of a five -building Village Center complex at the • center of Parcel A adjacent to the Pedestrian Promenade. This main building will house the reservation and administrative facilities for the Recreational Vehicle Park, Dry Boat Storage, USES, IMPROVEMENTS, AND METHODS OF OPERATION • Page Three and Boat Launch facilities as well as the lifeguard headquarters and first aid station. A snack bar and a convenience grocery store, are located in two one-story buildings on either side of the Operations Center. Located along the swimming lagoon, these facilities will be accessible to all users of Newport Dunes. A Recreational Vehicle Park Activities Center comprises the southern half of the Village Center. The two -building Center includes such amenities as a swimming pool, recreation room, and clubhouse/meeting space as well as showers, restrooms, and a laundry room. • DAY USE FACILITIES: The Day Use Area and Public Beach are located on both the east and west sides of the swimming lagoon. Visitors to the Day Use Area will have access to the entire beach within Newport Dunes. The total of 800 Day Use parking spaces provided is in compliance with applicable parking guidelines. Most of the Day Use Parking is provided on the east side of the lagoon, while overflow parking is available on either side of the Village Center. Parking facilities will also include provisions for public transit access and bus parking. All existing Day Use buildings will be replaced. The majority of Day Use activity centers around the lifeguard station • and the controlled swimming area. The lifeguard station will be located in the Operations Building at the southeast corner of the lagoon with increased visibility of and access to all areas of USES, IMPROVEMENTS, AND METHODS OF OPERATION • Page Four the beach. Lifeguards and security officers are provided for public protection and safety. Support facilities for the Day Use Area consist of beach showers, public restrooms, a snack stand, the rental of beach equipment and sailboats and a lifeguard/first aid station. Additional amenities include beach cabanas, firepits, picnic tables and group picnic areas. These group picnic areas will be located near the beach so that users of the Recreational Vehicle Park may enjoy not only their own campsites, but the public beach as well. These areas will include picnic tables, barbecues and firepits. Members of • the general public may also reserve the use of these areas. The northeast corner of the Day Use Facilities includes a. human -powered watercraft launch site. The area is currently used extensively for instruction in boating and water safety skills. Use of the area for this type of training as well as the launching of canoes and other human -powered watercraft will be encouraged. Newport Dunes provides a unique opportunity for small boaters to gain water access to the resources of the Upper Newport Bay Ecological Reserve. A tent camping area will also be provided along the east side of the swimming lagoon. Picnic tables will be•provided and the Village Center Clubhouse will be available during inclement weather. Reservations for the group camping area will be . available to visitors and encouraged. USES, IMPROVEMENTS, AND METHODS OF OPERATION • Page Five PEDESTRIAN PROMENADE: A Pedestrian Promenade will be constructed around the entire perimeter of the swimming lagoon. This 10-foot wide walkway will wander along the lagoon and serve to unify the different uses within the Park as well as acting as an intermediate area between the parking facilities and the beach. Besides creating a buffer between pedestrian and vehicular traffic, the. Promenade will facilitate access to all areas of Newport Dunes. A seat -wall will run the length of the Promenade in front of the Village Center and Recreational Vehicle Park and will encourage activity around this central feature. This wall will • have frequent 3-foot openings to provide access to the beach. In addition, a ring of palm trees will surround the Promenade, thus. unifying the overall landscape theme. MARINE FACILITY: The Marine Facility consists of three uses combined in one area and located on the northeast portion of the site: Dry Boat Storage, Boat Launch, and Marina Commercial. Dry Boat Storage is located in the northernmost corner of this area. The existing 400 storage spaces will be maintained in one central location. This area will be secured by a combination of fence and curb and will be controlled through a main gate. The Dry Boat Storage Area will also be patrolled by Newport Dunes security guards. The existing ten -lane Boat Launch Ramp will remain. USES, IMPROVEMENTS, AND METHODS OF OPERATION • Page Six Services adjacent to the ramp will include tie-up docks, approximately 20 temporary boat slips, and a sewage pump -out facility. A boat wash -rack area will be provided together with a Recreational Vehicle sanitary dump station. The Marine Facility will have a separate entrance onto Back Bay Drive to accommodate peak use during summer and holiday weekends. This entrance as well as extensive on -site cueing for the launch ramp will help further alleviate traffic congestion along Back Bay Drive. Parking for cars and boat trailers will be available in the Day Use Parking Area for customers who launch their boats. • Parking will be limited to twelve hours unless prior approval is obtained from Newport Dunes. The Marina commercial space in this area will consist of a marine repair facility, coffee shop (including packaged goods sales), restrooms, guest dock, and small marine -related businesses. These uses will all be housed in one building. MARINA EXPANSION: The Marina Expansion is located to the north and northwest of the swimming lagoon. The existing marina will be expanded to a total of 430 slips in two separate phases. • During the construction of Parcel A improvements, approximately 100 slips will be added to the north of the Pedestrian Bridge which will • span the mouth of the lagoon. Care has been taken in this design so that additional bulkheading will not be necessary. USES, IMPROVEMENTS, AND METHODS OF OPERATION Page Seven • A Pedestrian Bridge will be constructed to connect the land areas of the east and west sides of Newport Dunes and link both ends of the Pedestrian Promenade into a complete circle. The bridge will be on pilings rather than pontoons so that water can freely flow beneath it, in and out of the swimming lagoon. The Pedestrian Bridge will create a new recreational resource for fishing as the perch, bass, halibut, and other local fish species congregate around its pilings. The 100 additional slips will consist of two fingers of 50 slips each attached to the north side of the Pedestrian Bridge. These boat slips and docks will only be added following the • completion of a water quality study under the guidance of the County of Orange and the City of Newport Beach. This study will, assess the effects that construction of the slips will have on the water quality of the lagoon. The dredging project undertaken by the County of Orange has already enhanced the water quality of the swimming lagoon by improving water circulation. Further dredging will be necessary for construction of these additional slips. This dredging will be undertaken by Newport Dunes. Guest boat docks and slips will be provided to allow boaters in Newport Bay to utilize the restaurants and, commercial facilities that will be enhanced through redevelopment. These guest docks will allow limited use of the facilities for patrons • of Newport Dunes without charge. USES, IMPROVEMENTS, AND METHODS OF OPERATION Page Eight • OTHER PUBLIC IMPROVEMENTS: BIKE TRAIL: A public bike trail will be constructed along the entire southern edge of the parcel. This trail will be landscaped and lighted and will allow bicycle access from Back Bay Drive to Bayside Drive. CONEY ISLAND OPEN SPACE: The Coney Island area is located towards the northeast corner of the property. This area will be preserved in its natural state to protect its visual amenities and archaeological • and paleontological resources. The current trail to the top will remain to provide an overlook of Newport Bay and the Marina. UPPER NEWPORT BAY INTERPRETIVE CENTER: The Upper Newport Bay Interpretive Center will be located at the northeast corner of the property so that it will relate directly with the Upper Newport Bay Ecological Reserve and the adjacent bicycle trail. The Interpretive Center will be available free of charge to the general public during daylight hours. This center will enhance the experience of residents and visitors utilizing the bicycle and hiking trails within the Upper Newport Bay Ecological Reserve. The Center might include such exhibits as a depiction of the history of Newport Bay, typical marine and terrestrial animals, archaeological and • paleontological resources, or a weather station. The goal of the USES, IMPROVEMENTS, AND METHODS OF OPERATION • Page Nine Upper Newport Bay Interpretive Center is to compliment the efforts of the Department of Fish and Game in providing services to visitors of the Upper Newport Bay Ecological Reserve. ON -SITE RESIDENCES: The proposed plan calls for the construction of three on - site employee residences to heighten both the control and security afforded the facility. These residences will be consistent with the architectural theme of Newport Dunes and be evenly spaced throughout the Park; one is located at the eastern edge of the Recreational Vehicle Park near Bayside Drive, the second at the Village Center, and the third at the northern • portion of the site in the Marine Facility. Each residence will be situated in an area appropriate for its future inhabitant. The General Manager's Residence will be located within the Village Center. This will allow the Manager to oversee the Operations Center and be equidistant from both ends of the Park. A small Security Residence will be included in the Marine Sevices Building to allow observation of the Dry Boat Storage Area.
