INTRODUCTION This report describes the development and initial applications of the Newport/South Irvine Traffic Forecasting Model. The procedures and inputs utilized in the model are summarized, 1985 validation results presented, and summary data given for a set of forecast results produced by the model for 1990 and for post-2010 buildout. TRAFFIC ANALYSIS AREA The Newport/South Irvine Traffic Model (NSITM) is a special small area travel forecasting model extracted from regional traffic modeling systems. The area encompassed by the model is referenced throughout this report as the 'traffic forecasting area' or the 'NSITM area'. Within the traffic forecasting area, the model has a detailed network and traffic zone system. External and thru trips enter and leave the analysis area at cordon points around the perimeter of the forecasting area. The NSITM traffic forecasting area is illustrated in Figure I-1 and the zone system is shown in Figure I-2. The traffic model uses 134 internal zones and 21 cordon zones as shown here. In Appendix A, the relationship between these zones and other traffic zone systems that have been defined in this area are discussed. RELATIONSHIP TO OTHER TRAVEL FORECASTING PROCEDURES The NSITM builds on and refines previous traffic forecasting work carried out in this area. Two of these, City of Newport Beach/Costa Mesa traffic forecasting model and the City of Irvine Transportation Analysis Program (ITAP) have been or are currently utilized in this part of the County by the two Cities. A third model referenced here is the forecasting procedure used by the County of Orange, and is labeled the Orange County Traffic Analysis Model (OCTAM). I-3 I II I II L Newport Beach/Costa Mesa Travel Forecasting Model This is a sub -regional modeling system utilized by the City of Newport Beach traffic forecasting work in this area. It contains a land use data base for buildout of the City's General Plan, and hence formed a starting point for developing land use forecasts for post-2010 conditions in the NSITM. Trip generation and distribution data from recent model runs were also used in developing the NSITM procedures. The City of Irvine Transportation Analysis Program The City of Irvine Transportation Analysis Program (ITAP) consists of a traffic forecasting procedure which converts land use forecasts into future traffic volumes on the planned highway system. Both 1990 and buildout versions of the model are used and regularly updated by the City. The primary study area for ITAP includes the NSITM analysis area, and hence ITAP was used as a basic source of land use and traffic forecast data is the NSITM derivation process. Countywide Travel Forecasting Models The Orange County EMA Transportation Division uses a special travel forecasting model for traffic analysis work in relation to the Orange County Master Plan of Arterial Highways. Labeled the Orange County Traffic Analysis Model (OCTAM) , this procedure produces forecasts for the complete highway network within Orange County. Because of its importance as a regional data base, it was one of the primary data sources used for establishing cordon volumes for the post-2010 version of the NSITM model. II 2-4 I I III. TRAFFIC MODEL DESCRIPTION This chapter contains an overview of the Newport/South Irvine traffic model. It is intended to provide a general understanding of the model framework and of the principles and procedures embodied in the various model components. MODEL STRUCTURE OVERVIEW The NSITM utilizes detailed network analysis techniques to produce traffic forecasts on the analysis area network. Extracted from regional models, it utilizes travel forecast data from those larger scale forecasting models to form the trip patterns for the small area model. Key features of the NSITM model include the capability for summarizing 1 intersection turn movement volumes and the ability to directly extract geographic traffic share data. The first of these enables the traffic volume forecasts to be responsive to turn movement penalties, signal progression, and intersection capacity constraints within the small area network. The traffic share capability enables specific questions to be addressed with respect to geographic areas that contribute traffic to various parts of the circulation system. 1 Figure II-1 shows the overall NSITM model structure. It essentially comprises two parts, one of which prepares travel patterns (termed 'trip tables') for the traffic forecasting area, and another which assigns those trips to the analysis area network. Starting point for any model application is the set of basic trip tables derived from regional scale forecasting data. These are processed to represent the intended land use plan, and then assigned to the NSITM area network. Coding of graphical link -node networks for NSITM follows the general methodology used in traffic modeling work. Formats and coding convention are similar to those used in other modeling procedures throughout the County so that the traffic model networks are easily transferable to other data processing systems abd software. 11 Link Attributes J I IU I 1 In addition to the basic link attributes such as distance and speed, each link is assigned a facility type designation and a link speed classification. The facility types are as follows: 1. Freeway 2. Major Arterial 3. Primary Arterial 4. Secondary Arterial 5. Collector 6. Centroid Connector 7. Freeway On -Ramp 8. Freeway Off -Ramp 9. Transportation Corridor The second attribute, namely the link speed classification, is used to differentiate between links of a particular facility type that may have different speed attributes because of signal spacing or other local differences. Five classifications are available, and these do not have any specific meaning other than for this speed differentiation purpose. Speeds and Capacities Link speeds are assigned to the network links during the network 11 I III I I II processing. A speed table is used to specify the link speed for each facility type, number of lanes, and speed classification combination. Similarly, for link capacity. The NSITM assignment procedure uses a separate network loading for each of three time periods; AM peak, PM peak, and off-peak. Capacity values hence represent the equivalent time represented by the particular time period. For example, the AM peak period is two hours. The two-hour capacity used in the model is slightly less than twice the hourly capacity to compensate for peaking within those two hours. Table II-1 shows the capacity values used in NSITM networks. The hourly capacities are the starting point for the other values shown here, and key assumptions in the capacity derivations are as follows: AM peak period capacity = hourly capacity - .60 PM peak period capacity = hourly capacity - .35 ADT capacity for freeways = hourly capacity - .09 ADT capacity for arterials = hourly capacity - .11 Off-peak capacity = ADT - AM peak period - PM peak period capacities The ADT capacity values listed in this table only have meaning insofar as they reflect the assumptions inherent in combining the hourly capacities. BASIC TRIP TABLE PREPARATION The assignment of trips to the analysis area network requires a suitable set of travel patterns quantifying the spatial characteristics of trips on the analysis area network. As noted earlier, these travel patterns are referred to as 'trip tables'. A set of basic trip tables is first prepared, and these are then used to derive individual sets of trip tables for any given land use plan. Each set of trip tables contains a separate table for AM, PM, and off-peak trips. II-5 II For the current NSITM applications, preparation of this basic trip table set involved the following three steps: 1. Area definition 2. Extraction of analysis area trips 3. Conversion to analysis area zone system In the first step, the analysis area was defined in relation fo the larger regional scale traffic model from which NSITM was derived. Each of the cordon links for the analysis area were identified, and the analysis area zones in the larger modeling system specified. The second step then involved special runs of the regional model, during which trips were assigned to the network and all trips into, through, and within the analysis area were extracted. The third step finalized the basic trip table set by splitting the initially extracted trip tables into trip tables that are based on NSITM zones. NSITM TRIP TABLE PREPARATION Preparation of specific land use based trip tables involves determining the trip generation for each zone, and then adjusting the basic trip table accordingly. This adjustment is based on the designated land, uses and trip generation estimated for each analysis area zone. Cordon volumes are also used in this adjustment procedure, since the assigned volumes at each of the cordon points as reflected in the basic trip table may not necessarily be the desired estimates of future traffic at these locations. The following describes the steps involved in preparing the NSITM trip tables. E 1 I II-6 a Trip Generation The basic trip tables contain origin to destination trips for three time periods: 1. AM peak period (2 hours) 2. PM peak period (3 hours) 3. Off-peak period (3 hours) In the NSITM trip table preparation process, the first two of these are converted from peak period to peak hour. Hence the input trip generation is in peak hour format. Table II-2 summarizes the current NSITM trip rates. Those listed here have been used in model applications to date, but the model allows rates to be changed and land use categories to be added at any time. Following the zonal trip generation calculations, 'trips in motion' factors are applied to the individual zonal trip generation origins and destinations. 1 These account for the fact that peak/ADT relationships observed on the actual street system differ from those in the trip rates, the latter being derived from driveway counts. The factors are as follows: AM peak .85 ' PM peak .80 I The cordon volumes already reflect the on -street peak/ADT relationships and hence no adjustments are made to them. Trip Table Factoring The actual trip table preparation process involves factoring the basic trip tables to the intended trip generation values and cordon volumes, using a FRATAR matrix balancing procedure. When combining peak hour with off-peak assignments to give ADT's, the peak hour tables are factored to peak period values and then added to the off-peak period volumes. The factors used are as follows: AM peak 1.67 PM peak 2.86 These are the reciprocals of the factors used for converting the basic trip tables from peak period to peak hour. ITRAFFIC ASSIGNMENT II LJ I U I II 1 The traffic assignment methodology used in the NSITM involves several special procedures that respond to the detailed traffic analysis needs of the small area model system. These include: 1. The ability to impose differential penalties on intersection turn movements. 2. Adjustment of link speeds in response to volume/capacity ratios. 3. A multipath incremental capacity restraint loading technique that produces volumes that are responsive to the capacity of the network. 4. Assignment of trips to and from selected areas in a manner that replicates the full capacity restraint assignment. Each of these features is discussed below. Turn Penalties Traffic signals at individual intersections will often allow certain movements to proceed with less delay than others. Also, certain access points have r II-9 I r I If II I right -turn -in and right -turn -out only. Accordingly, the NSITM defines turn penalties on an individual intersection basis. Typical penalties are .10 minutes (6 seconds) for thru movements and .20 minutes (12 seconds) for left turns. Right turns generally are not penalized except in cases where a right turn movement is shared with a thru movement and therefore suffers similar delay. While these times are lower than typical average delay times at an intersection, it must be recognized that individual link speeds already incorporate some intersection delay and the purpose of these penalties is to differentiate between left, thru, and right turn delay times. Individual penalties at certain intersections may differ from these typical values in response to perceived capacity constraints such as overly high left turn volumes. Network Speeds The speed assumptions used in an assignment directly influence the volumes on individual links. In the NSITM, the speed assumptions reflect the volume/capacity ratios on individual links. During the assignment procedure, speeds are adjusted according to volume/capacity ratios. Of importance is the fact that the final set of speeds have a predetermined relationship to the assigned link volumes and capacities at the completion of the assignment process. Figure II-3 shows examples of the speed versus volume/capacity ratio relationships used within the assignment procedure. These curves were derived from observed relationships as published in traffic engineering literature, and while individual free flow speeds vary, the general shape of the volume/capacity relationship embodied in these curves is used consistently for all links. The procedure used to derive the equilibrium speeds is to start the assignment process with the free flow speeds, assuming volume/capacity ratios are zero. The speeds are then adjusted to these curves during successive iterations of the assignment algorithm as described below. The final speeds hence correspond to the final assigned volumes and capacities. The method used here simulates the effect of increased traffic on any part of the network and emulates the manner in which different drivers used different routes to travel from any given origin to destination. The assignment procedure involves incrementally loading a portion of the trips during successive iterations and then adjusting the speeds after each increment is loaded. New speeds are calculated after each iteration, these being based on the loaded volumes. In calculating the new speeds, the loaded volumes are artificially expanded for the purpose of calculating the applicable V/C ratios. This can be more clearly understood by noting the incremental proportions used in the five iterations applied for the AM and PM peak hour assignments in the NSITM model. Iteration Increment V/C Basis 1 40% 70% 2 20% 80% 3 20% 90% 4 10% 100% 5 10% 100% Hence, after the first iteration, the V/C ratios on each link are calculated as if 70 percent of the trips have been loaded, whereas only 40 percent are actually loaded. After the second increment, the speed calculations are made as though 80 percent of the trips have been loaded instead of the 60 percent (40 plus 20) actually loaded. Each successive increment (except the first) hence contains trips that have been assigned using different sets of speeds. By decreasing the increment each time, the procedure is found to be more responsive to link capacities and thereby produces an assignment that replicates the manner in which traffic adjusts to available capacities on a highway system. 11 I A second feature of the process is a multi -path algorithm that uses more than just a single minimum time path between each pair of zones. The 1 procedure is as follows: ' 1. A minimum path tree is built from a given zone. 2. All links on that minimum path tree are penalized by factoring the travel time by a given amount. II II II 7 I 3. A new tree is built based on the revised times. 4. The procedure is repeated to produce further trees if desired. In each case, the subsequent path tends to favor links that have not been in the previous path. Since the traffic model software stores each path, it is possible to plot and examine each path for reasonableness and thereby understand how trips from any given zone are distributed onto the network. Since tree plots show that most reasonable additional paths occur in the second tree, a two -path assignment is used in the NSITM model. Assignments for Selected Areas NSITM model applications often require loading trips to and from a selected zone or zones. Since this loading must replicate the full increment capacity restraint procedure, NSITM includes the ability to make such a loading. During a full assignment, data from each iteration is retained, and then used in the selected zonelarea loading. III. INITIAL TRAFFIC MODEL APPLICATIONS ' Initial applications of the NSITM involved a 1985 validation run, a 1990 run, and a post-2010 run for General Plan Buildout. This chapter describes ' the preparation of the model for these runs and summarizes the results that were obtained. 1985 TRAFFIC FORECASTS ' The preparation of a set of 1985 basic trip tables was carried out using ITAP, which has a detailed zone and network system in the analysis area, and allows peak hour as well as ADT volumes to be extracted. The Newport Beach Costa Mesa model could not be used for that purpose since it only uses ADT volumes. Trip tables were extracted from the 1980 and 1990 ITAP model runs and a 1985 version was prepared by combining 50 percent of the 1980 and 1990 trip tables. Zone splitting of the basic trip table set was then carried out to derive ' initial NSITM area trip tables. Preliminary assignments were made to the 1985 network and a trip table refinement procedure involving a special statistical ' comparison was performed using a set of links within the analysis area. The procedure compares observed with modeled volumes on the links and adjusts origin -destination travel patterns to better reflect observed trip patterns in the NSITM area. Preparation of the 1985 trip tables from the basic trip tables involved zone splitting and factoring to the required NSITM trip generation and cordon ' volumes for 1985. A summary of the 1985 NSITM area land use and trip generation is given in Table III-1. This shows estimated AM and PM peak hour trips and ADT traffic forecasts prior to application of the trips in motion factors. Detailed zonal data is contained in Appendix B. These cordon volumes were ' based on existing count data wherever possible. At some locations, existing peak hour data was not available, and percentages were then estimated using ' comparative data from other representative locations. It might be noted that total study area trip generation for each time period involves the same ' difference between entering versus exiting vehicles as do the cordon volumes. This ensures that the factoring process retains the directional characteristics of the trip generation and cordon volumes. ' Figure III-1 shows the 1985 ADT volumes from the NSITM together with actual observed volumes. A discussion of these results plus a more detailed comparison for AM and PM peak hours can be found in Chapter IV. ' As noted in Chapter II, the NSITM has the ability to forecast peak hour intersection volumes. Intersection capacity utilization results from data produced by the model are summarized in Table III-3 together with the corresponding observed results at locations where such information was available (an intersection location map can be found in Figure III-2). ' 1990 TRAFFIC FORECASTS ' The 1990 NSITM trip tables were developed from 1990 basic trip tables extracted from ITAP. A summary of the 1990 NSITM area land use and trip generation used in this process is given in Table III-4. The corresponding ' cordon volumes are summarized in Table III-5. These cordon volumes were developed by examining the ITAP volumes from the 1990 assignment, and making ' manual adjustments where necessary to better reflect estimated growth trends. ' Figure III-3 shows the 1990 ADT traffic forecasts produced during the initial model run. An initial post-2010 trip table set for the NSITM was extracted from the post-2010 ITAP model run. A summary of the land use and trip generation used in the subsequent factoring process is given in Table III-6. The corresponding cordon volumes are summarized in Table III-7. These cordon volumes were developed by examining the ITAP volumes from the post-2000 assignment and also the 2010 forecast volumes from OCTAM. Forecast volumes from each of those sources are listed in Table III-8, together with the cordon volumes selected for NSITM as being representative of future conditions in this area. STATISTICAL ANALYSIS OF 1985 TRAFFIC FORECAST DATA Traffic forecasts produced by a model such as the NSITM have various sources of statistical variation that affect the reliability of traffic volume forecasts on any given link of the network. A theoretical derivation of such variation is difficult due to the fact that the model involves a mixture of statistical based estimation techniques (e.g., trip generation) and behavioral algorithms (e.g., trip distribution and assignment). To give some indication of the effect of the statistical and other sources of variation, comparisons between observed and modeled 1985 data are summarized in this chapter, and statistical confidence limits calculated. COMPARISON BETWEEN 1985 MODELED AND OBSERVED VOLUMES The 1985 volume map presented in the previous chapter gave a general overview of the modeled versus actual ADT volumes. Comparative volumes at major arterial locations of the analysis area are listed Table IV-1. While not intended as the traditional screenline analysis, this table summarizes the data in a screenline format with A thru C sets representing east -west lines crossing north -south arterials at the locations indicated, and D and E being sets of .points on major east -west arterials. For peak hour data, a comparative summary for selected arterial locations is given in Table IV-2. CONFIDENCE LIMITS The comparison between observed and modeled volumes allows statistical measures of variation to be calculated. The first part of this table is derived from the above referenced ADT comparison. The standard deviation of the volume differences in this set of data is just over 4,800 ADT. The second part of the table has statistics for AM and PM peak hours. In this case, the data was stratified by volume to show the statistical variation in relation to volume. The results indicate that the standard deviation is relatively stable for various volumes with peak hour levels averaging 300. The general order of magnitude of variation indicated from these results can be summarized as follows: ADT 67% confidence limits ± 4800 ADT 90% confidence limits ± 6700 ADT Peak Hour 67% confidence limits ± 300 VPH 90% confidence limits ± 400 VPH ICU 67% confidence limits ± .14 1 90% confidence limits ± .18 The 90 percent confidence limits represent the volume range within which 90 percent of the link volumes would fall (ie, only 10 percent of the links would have volumes outside this range).
