Although the City boundary did not change in 1984, one change is marked on Map Sheet 21SE. The correct City boundary previ- ously marked in the green line was apparently changed by Census Bureau personnel in 1964, as delineated by thej brown line and the nq,4tion "D.C. BAS184." This ohange_was inco react and should not have been made. A map showing the correct City boundary is enclosed along with previ- ous correspondence. The major portion of this Tract was already incorporated into the City. A map is attached. Based on our telephone conversation, it is my understanding that there will be no charge for this adjustment, as no Enumeration Districts will have to be split. Such a census, taken under Federal supervision, is consistent with the federal censuses taken every 10 years. Many states recognize the counts of federal censuses for distribution of tax funds and other matters. If there is any doubt whether a special census would be recognized for the purposes the local government has in mind, it is suggested that the matter be cleared up with the appropriate federal or state authority. A special census is conducted on a reimbursable agreement and is undertaken only on the authorization of an appropriate state or local government. For example, a countywide census must have the approval of the governing board of the county. A state or county can, however, contract to have a census taken for less than the entire jurisdiction. After the final count has been tabulated, it will be provided in writing to the local officials. The Bureau will provide the US DEPAERTMENT OF COMMERCE BUREAU OF THE CENSUS WASHINGTON, D C. 20233 count to any federal, state, or local official, or other individual, upon receipt of a request in writing from the official or individual. The results of all completed censuses will be made available to the public in the Federal Register and in Bureau of the Census publications. When the community desires to have a special census taken, an authorized official of the community should write a letter to the Bureau of the Census and request an estimate of the cost. This letter should include an estimate of the present population and any special data requirements. The community will then receive information regarding costs. Please refer to "THE COST." Once the community sends the initial payment to the Bureau, maps of the area will be sent to the community for updating. CONDITIONS 1. The community agrees to pay all necessary expenses. THE !NUMERATION The anwnerstion is conducted under the some concepts as those which govern the Federal Decennial Census. Members of the Armed Forces living and stationed in the community are Included in the enumeration, but persons who have entered the Armed Forces from that particular city or town and who are now stationed elsewhere are not Included. Visitors who m staying in the area for the summer only or the winter only we not enumerated union they are working In the area or have no usual residence elsewhere. Persons enrolled in colleges or universities we enumerated at the place where they stay while attending college. Unlike the Decennial Census, response to a special census is voluntary. CALIFORNIA 86808 (916) 445-4181 January.31, 1978 TO: City Clerks Dear Sir: Chapter 1253, Statutes of 1977 (AB 1533), enacted the Municipal Organization Act which provides the procedures for the initiation, conduct, and completion of city incorporations, municipal reorganizations, or changes of organization. Chapter 1253 became effective January 1, 1978. Prior to the enactment of Chapter 1253, existing law provided upon the completion of proceedings for the incorporation of a city or the annexation of territory to a city the executive officer of a local agency formation commission file his certificate of completion with the Secretary of State. Each month, the Secretary of State would provide the State Controller with a listing of incorporations and annexations filed during the month. Under the provisions of Chapter 1253, the executive officer of a local agency formation commission will file a copy of the certification •• of completion with the county recorder, the county surveyor, and the clerk of each affected city. A copy of the certification of completion is no longer required to be filed with the Secretary of State. As provided in the statutes under which our apportionments are made, the population of each city and county is that determined by the most recent federal decennial census, special census, or State Depart- ment of Finance estimate which has been certified to the Controller's Office by the•State Department of Finance at the request of the city or county. The number of registered voters in an annexation is determined by this office mailing a request for certification of the number of registered voters in the annexed territory to the County Clerk or Registrar of Voters of the county in which the annexed territory is located. The Office of the Secretary of State is no longer providing us with a monthly list of annexations to cities. Therefore, so that your city may receive population credit for annexations commencing with January, 1978, it will be necessary for you to send us a copy of the certificate of completion for all annexations of territory to your city. -Please verify that either the copy of the certification of completion or the copy of the resolution initiating the proceedings for the annexation if attached to the certification of completion indicates whether the annexed territory is classified as inhabited or uninhabited.
