The General Plan Update Steering Committee meeting is subject to the Ralph M. Brown Act. Among other things, the
Brown Act requires that the General Plan Update Steering Committee agenda be posted at least seventy-two (72) hours
in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee
and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering
Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per
person.
Please Note: You can submit your questions and comments in writing for the General Plan Update Steering Committee to
consider by mailing or delivering them to the City of Newport Beach General Plan Update Steering Committee at 100 Civic
Center Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at
GPupdate@newportbeachca.gov. In order to ensure adequate time to review comments, please submit any written
comments no later than 5:00 p.m. on Wednesday in order to give the Committee adequate time to review your
submission.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will
attempt to accommodate you in every reasonable manner. Please contact Jaime Murillo, Acting Deputy Community
Development Director, at least forty-eight (48) hours prior to the meeting to inform us of your particular needs and to

Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community

Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Committee. Speakers must limit comments to three
(3) minutes. Before speaking, we invite, but do not require, you to state your name for the
record. The Committee has the discretion to extend or shorten the speakers’ time limit on
agenda or non-agenda items, provided the time limit adjustment is applied equally to all
speakers. As a courtesy, please turn cell phones off or set them in the silent mode.

Meeting Minutes of December 20, 2023 (Attachment 1 - Draft Minutes)a.
Recommended Action:
Review and approve the minutes of December 20, 2023.
Vision Statement Subcommittee Recap (Attachment 2 - Vision Statement
Subcommittee Memo w/ Enclosures)

The GPAC Vision Statement Subcommittee met on Tuesday, January 30, to identify
a chairperson and to review the Vision Existing Conditions and Background Analysis
Report. GPAC Member Debbie Stevens was identified as the Chair of this
Subcommittee. At the regular GPAC meeting of February 7, 2024, Subcommittee
Chair Stevens provided an overview of the Subcommittee’s discussion. Attachment
2 includes a cover memo, action minutes from the Subcommittee meeting, the
PowerPoint displayed at the Subcommittee meeting, Dudek’s report, initial work
done by the Subcommittee, and the presentation displayed at the GPAC’s February
meeting.
Recommended Actions:
1.Provide any feedback on the GPAC and GPAC Subcommittee’s efforts; and
2.Receive and file Attachment 2 to guide the initial outreach efforts.
Outreach Subcommittee Recap (Attachment 3 - Outreach Subcommittee
Memo w/ Enclosures)

The GPAC Outreach Subcommittee met on Wednesday, January 31, to identify a
chairperson and to review the results of the survey that requested feedback from the
GPAC on event types and meetings to prioritize. GPAC Member Annie Clougherty
was identified as the Chair of this Subcommittee. At the regular GPAC meeting of
February 7, 2024, Subcommittee Chair Clougherty provided an overview of the
Subcommittee’s discussion and any actions. The GPAC provided some feedback
but generally expressed concurrence on the efforts to date. The outreach and
engagement component is in the process of a kickoff later in February to start
gaining momentum through raising awareness and visioning. Attachment 3 includes

a cover memo, action minutes from the Subcommittee meeting, and the
PowerPoints displayed at the Subcommittee meeting and the GPAC’s February
meeting.
Recommended Actions:
1.Provide any feedback on the GPAC and GPAC Subcommittee’s efforts; and
2.Receive and file Attachment 3 to continue the kick-off and guide the initial
outreach efforts.
Presentation: Overview of Upcoming Deliverables and Objectivesd.
City staff will share more information about current work, upcoming deliverables, and
what to expect in terms of next steps.
Recommended Action:
This is a presentation item. No action.
