The following procedures are intended to speed up the process without nec3ecting important coastal issues. The terms of that lease are unknown, but California Valet Parking does more than just operate the structure for Lido Marina Village. The numerous use permits in Lido Marina Village, and the failure of those permits or the Code to clearly and accurately describe parking requirements for various uses, have created some problems. The use permits issued to Lido Marina Village businesses assume that parking requirements will be satisfied in the structure. ' However, the structure is operated on a first come, first served basis, (without spaces assigned to specific businesses) and in the evening they charge rates which encourage people to park in Lido Plaza or the residential areas on the west side of Newport Blvd., in the City Hall lot, or on Via Lido east of Lido Marina Village. I hate to get involved in a matter which is in litigation, but I think Galvin has asked some very valid questions, and the City should either review the parking requirements for LMV in particular, or generally evaluate our parking requirements, especially as they relate to charges and the lack of any obligation on the part of permittees to provid parking to customers of the business. I have told them that we cannot get involved in civil matters, but they seem to feel that the property owner of the structure is in violation of their parking agreement with the city. As it clearly shows, there are only 360 total spots available, without accounting for the spots designated for valet parking! If you account for the 175 spots designated for us and the 189 spots designated for Thunderbird after 6:00 p.m., the total is already 364 not accounting for the additional 69 spots designated for the other restaurants and shops. Therefore; when California Parking blocks off the 96 spots that they designate for valet parking, this reduces the area for guest parking to 264 spots after 6:00 p.m..
