Grading outside an area submitted under the Planned Development Ordinance but within the Planned Community area will be permitted upon securing of a grading permit. 2. Water within the Planned Community area will be furnished by the City of Newport Beach. 4 3. The on -site parking, vehicular circulation and pedestrian circulation systems shall be reviewed and approved by the Traffic Engineer. 13. The intersections at private streets and drives shall be designed to provide sight distance for a speed of 30 miles per hour. Slopes landscape, walls and other obstructions shall be considered in the sight distance requirements. Landscaping within the sight line shall not exceed twenty-four inches in height. The sight distance requirement may be modified at non -critical locations, subject to approval of the Traffic Engineer. 14. Prior to occupancy of any structures, easements for public emergency and security ingress, egress and public utility purposes be dedicated to the City over all private streets. 15. Prior to issuance of a grading permit, the master plans of water, sewer and storm drain facilities shall be reviewed and updated to current standards and any modifications or extensions to the existing storm drain, water and sewer systems shown to be required by the review shall be the responsibility of the developer, unless otherwise provided for through an agreement with the property owner. The review of the storm drain master plan will require the submittal of hydrology and hydraulic studies to the Public Works Department for review and approval. The hydrology study shall include both on -site and off -site drainage to determine the measures necessary to protect the subject development from flooding during a 100 year storm frequency. The storm drain system shall be designed to handle a 25 year storm frequency with no buildings being flooded during a 100 year storm frequency. The developer may be required to install retention basins upstream from the proposed development or enlarge the existing downstream storm drain system to satisfy the requirement. 16. Right-of-way shall be dedicated to the public for street and highway purposes along Avocado Avenue between East Coast Highway and San Miguel Drive to provide a total street right-of-way of 95' minimum with additional width at East Coast Highway to provide for a free right turn movement as approved by the Public Works Department and that Avocado Avenue be improved to secondary arterial standards prior to the occupancy of any new structures. 17. The traffic signal . t the intersection of San Miguel Drive and Avocado Avenue and the taper requirea on the northerly side of San Miguel Drive shall be constructed prior to the occupancy of any new structures. The design shall be approved by the City Traffic Engineer. 18. The northerly entrance/exit on Avocado Avenue shall be designed for a right turn in and out, ONLY. ,The design shall provide for an island that restricts left turns. This requirement may be waived if the driveway lines up with the access to the parcel easterly of Avocado Avenue and the City incurs no additional costs to relocate their proposed access to the library site. I got the answer from Planning and buried your sketch. At any rate, square:footage allocation is counted as interior space, which means the area enclosed by exterior walls and covered by a roof. Looking of your layout it is not Clear what portion of the lobby area is roofed over and enclosed. Perhaps you could define the roof area clearer and discuss the matter with Jay Garcia or Bill Ward of the Planning Department. Patricia Jertberg, will attend the pregrade meeting on April 5, 1990 at 1:30 p.m. Fran Govean, a professional paleontologist certified by the Orange County Environmental Management Agency (OCEMA), will serve as project manager. At the pregrade meeting, grading plans, scheduling and guidelines for scien- tific resource observation and management will be outlined. In addition to the pregrade meeting, LSA has contracted to provide paleontological services on a weekly or as needed basis, until any potential adverse impact to significant resources has passed. A brief report of the findings and observations will be prepared and submitted at the conclusion of the project.
